and/orheroffice.Suchcomplaintsraisedsuspicionsofunethicalorevencriminal
conduct.
Thecomplaintswerefiledbyemailandbycertifiedmailwithcertificateofdelivery
[RC064451025IL],andattheheadofeachcomplaint,Irequestedwritten
confirmationofreceiptofthecomplaint,includingcomplaintnumber,within14
days.
Arecord,titledReviewandprocessingproceduresforindividualcomplaints,which
waspublishedbyyouroffice,says:

mail,fax,mail,andhanddelivery.Uponreceiptofthecomplaint,itshall
beenteredinthecasemanagementsystem,assignedconsecutive
number,andacomplaintfilebeopened.

Complaintreviewprocedure:Uponfilingofthecomplaint,the
IndividualComplaintsUnitshallcommenceitsreview.Thecomplaint
shallbefiledandassignedanumber.TheCommissioner'sOfficeshall
sendthecomplainantaletterconfirmingreceiptofthecomplaint.
Incontrast,onMarch14,2016Ireceivedanemailmessage(enclosed),askingto
discussthematterwithmebyphone,withnocomplaintnumbers,andwithno
mentionofthepositionandauthorityofthesender.
Suchcommunicationraisesconcernofanattempttoconductaninformal,offthe
recordprocess.

Therefore,Ihereinagainrequestwrittenconfirmationofreceiptofmycomplaints,
includingcomplaintnumbers,assignedbyyouroffice.Incaseyourofficeisnot
ready,willing,abletoissuecomplaintnumbersinmycase,Irequestofficial
correspondencefromyouroffice,explainingthematter.
Needlesstosay,Iwouldbegladtoprovideanyadditionalinformation,whichmaybe
requiredforlawfulreviewofmycomplaints.
