    There is room for concern that international observers would find Ms Aharoni's conduct in general, and in instant FOIA request in particular as “Honest Services Fraud” and “Wire Fraud”. Such conduct is part of predicated acts of organized crime. My previous submission to the UN Human Rights Council was incorporated in the 2013 UPR report with a note regarding: “Lack of integrity in the electronic record systems of the Supreme Court, the district courts, and the detainees courts in Israel”. There is room for concern that Ms Aharoni's conduct in general, and in this matter in particular, would contribute to evidence, supporting in the next review cycle (2016-7) the conclusion of “widespread public corruption and organized crime in the courts and law enforcement in Israel”. יש מקום לחשש שהתנהלותה של הגב' אהרוני בכללה, ובפרט בעניין זה, תימצא על ידי משקיפים בינלאומיים בגדר "הונאת שירות הוגן" ו"הונאה בתקשורת מקוונת". התנהלות מסוג זה נחשבת אופיינית לפשע מאורגן. הדו"ח הקודם שלי למועצת זכויות האדם של האו"ם נכלל בדו"ח על ישראל (2013) עם ההערה "חוסר ישרה במערכות הכתבים האלקטרוניים של בית המשפט העליון, בתי המשפט המחוזיים, ובתי הדין למוחזקי משמורת בישראל". יש מקום לחשש שהתנהלותה של הגב' אהרוני בכללה, ובעניין זה בפרט, תייצר ראיות שיתמכו בסבב הביקורת הבא (2016-7) במסקנה של "שחיתות רחבת ממדים ופשיעה מאורגנת בבתי המשפט ובאכיפת החוק בישראל”.

    newFOIArequest.
    Asclearlyexplainedinthetitleandbodyofmymessage,itisarequestfor
    responseonaFOIArequest,whichwasoriginallyfiledonDecember6,2014,
    andforwhichfeeswerepaidalreadythen(certificateofpayment80045652).
    MyletteryesterdayalsocitestheDecisionoftheFOIAUnitoftheMinistryof
    JusticeinComplaint215,whichsaysinpart:
    TheRespondentshouldexpedientlysendtheComplainantfullresponseon
    hisRequest,explicitlyaddressingthequestionwhethertherequested
    records,orpartofthereof,exist,anditsdecisiononprovidingthemtothe
    Complainant.AsfarastheRespondentisunclearregardingtherequested
    information,orpartthereof,itshouldinformtheComplainantofthat,so
    thathemayclarifyhisrequest.
    Myletteryesterdayprovidesclarificationsregardingtheinformation,
    requestedinDecember2014,whichtheAuthorityhassofarfailedtoprovide.
    Therefore,thereisnoroomforademandforadditionalpaymentinsuch
    matter.
    ThereisroomforconcernthatinternationalobserverswouldfindMsAharoni's
    conductingeneral,andininstantFOIArequestinparticularasHonest
    ServicesFraudandWireFraud.Suchconductispartofpredicatedactsof
    organizedcrime.MyprevioussubmissiontotheUNHumanRightsCouncil
    wasincorporatedinthe2013UPRreportwithanoteregarding:Lackof

    courts,andthedetaineescourtsinIsrael.ThereisroomforconcernthatMs
    Aharoni'sconductingeneral,andinthismatterinparticular,wouldcontribute

    widespreadpubliccorruptionandorganizedcrimeinthecourtsandlaw
    enforcementinIsrael.
