PersonalLiberty,makes
itmoredifficultfor
peopletobeadmitted
intoinsaneasylums.
Beforethisbillitwas
possibleforahusband
toadmithiswifeintoa
mentalhospitalonhis
wordalone.Thishas
leadtomanywomenbeing
admittedalegally
insaneintomental
hospitalsformonths,
evenyears,because
theirhusbandsdeemit
so.Thisisprecisely
whathappenedtoone
Mantenowoman,Elizabeth
Packard.

ElizabethPackard,
marriedtoReverend
TheophilusPackardwas
admittedtoJacksonville
InsaneAsylum.Her
husband,Reverendofa
PresbyterianChurchdid
notacceptherliberal
viewsonreligionand
herexclamationsof
wantingtovisitthe
churchacrossthestreet
thatmoreclosely
matchedherviews.Others
inthechurchagreedon
herinsanityaftershe
hadexclaimedher
religiousviewswere
differentfromtheirs.
In1860,Reverend
Packardsenthiswife
awaytotheinsane
asylum.

remainsanewhilebeing
intheasylumand
attemptedtohelpby
tryingtoclean.Packard
sentmultipleletters
askingforreformation
oftheasylum.
AfterElizabeths
releasefromtheasylum
3yearslatershe
campaignedforrights
forthementallyill.
Elizabethcampaigned
forthebilltomakeit
moredifficulttolock
someoneupinaninsane
asylum.Thisbillwill
requirethatthose
accusedofinsanitywere
giventherighttoa
publichearing,
includingwives.
