Introduction
Put into effect nearly one year ago, the Wayne State smoke-free policy was
imposed across all school grounds for the well being of all students and faculty members.
Since its creation the no smoking policy stands very little ground, and is heavily
disregarded. With that in mind, I request permission to perform research on this smokefree policy and try to develop a completely new policy that replaces the one currently
being used. This policy I hope to create will eliminate all issues with the Wayne State no
smoking policy, and enforce all students to abide by this policy.

Problems With The Present Policy


Considering how many individuals continue to smoke within the Wayne State
campus, the current no smoking policy is obviously ineffective. This is primarily due to
the lack of enforcement within this policy. The policy itself also fails to publically
address certain key aspects, including:
What types of smoking or tobacco products are prohibited on school grounds.
The consequences of being caught publically smoking within the university
campus.
Who in particular enforces this policy.
How the policy is enforced.
Inability for individuals to follow this procedure provides a potential health concern
towards Wayne State students and faculty members. If more individuals continue to
disregard the smoke-free policy, the policy itself will become essentially useless, and the
safety concern towards Wayne State students and faculty members will worsen

Objective
In order to create an adequate solution towards this policy, it is absolutely
essential that I
Consult with school officials who work with this particular policy and discuss
specific aspects of the policy itself.
Communicate with the Wayne State police force that implements this policy and
see how heavily enforced the policy really is.
Review all the issues that exist amongst the current Wayne State smoke-free
policy
Seek further knowledge on other school smoking polices and their effectiveness.

Look over all of the health concerns brought on by first and second-hand
smoking.

Solution
Instead of the smoking policy that has existed in Wayne State for the past year, I plan on
introducing a new policy that follows a majority of the same criteria. This new policy will
be far stricter in order to reduce the amount of people smoking in the Wayne State
campus. Also putting into considering that there are a few key issues with the current
policy, my new policy will implement changes to correct these problems. One of the new
additions will include a system in which repeat offenders may be fined for not properly
following the smoke-free policy. To ensure this this can actually be implemented, the
Wayne State law enforcement must heavily enforce this policy. An addition to the policy
will also be made to make it possible for students and faculty members to be able report
to the police when an individual is seen smoking on school grounds. This in turn will
prevent students from disobeying this policy by means of consequences and will lessen
the harmful effects of first and second hand smoking in Wayne State.

Methods
I plan on implementing this new policy by means of three major steps: comparing,
proposing and testing.
Comparing
By means of relating the Wayne State University smoke-free policy with another
universitys program, University of Michigan in particular, I will separately analyze both
schools no smoking policies. Using information from both the Wayne State and
University of Michigan website, I can compare the differences between the two in order
to see which program works best. With this information, I will try to implement a
proposal that includes the best of both universities.
Proposing
Not entirely sure how each smoke-free proposal will work out, I will create
several different variations of policies in order to account for potential errors and
mistakes that may have been made in each policy. With this information, I will then
correct any mistakes made and remove any irrelevant or unnecessary information. This in
particular will be done via examination of college university students who are aware of
their schools no smoking policy.
Testing
Consisting of two Wayne State University students, and one university of
Michigan Dearborn student, a group will be made that serves the role of comparing each
proposal with their schools and compare for any positive and or negative differences

amongst the two. Students will also be given a questionnaire regarding their view on the
proposal itself.

Resources
In order to create this policy, I require the assistance of three current college
students who are apart of a college with a no smoking policy. At this point in time, I
already have the three participants who fit this role perfectly. I may also need to
communicate with a Wayne State faculty member who is informed of the Wayne State
smoke-free policy, and a current Wayne State police officer.

Schedule
I am Capable of dedicating 8 hours every single week, starting at March 7, 2016.

With all steps accounted for, the process itself should take over 6 weeks to
complete.

Qualifications
Considering that I am a current Wayne State student, I am aware of how many
students actually disregard the no smoking policy. I am also aware of the dangers of
smoking and the harmful effects smoking can have on an individual. My ability to
research is quite high as well; this is primarily due to my experience with previous
courses in which I dedicated more than a year on how to properly research information.

Conclusion
This seems like the perfect subject for to research, not only am I informed on the
dangers of smoking, I am also interested in learning more about this particular topic. I
hope you give me the opportunity to be able to research this specific topic.
