Hi Jen,

I found a site specifically for LA County filming jurisdiction and I think they should have the answers to
our questions:

Paul Audley is the person in charge, according to the listing on Film California.

But their office is only open from M-F (8-6 PM) so we'll have to call back next week.
On the Film California site, they also have a section for tax incentives (but I'm not sure how much this
would help):

Apparently, rentals don't count as wages, but this isn't specific to equipment rentals:

Q: When calculating the Job Ratio, can items like fringes, meal penalties,
car allowances, box rentals, cell phone allowances and per diems, will they
be included as qualified wages?
A: Budget/Tagging instructions defines what can be considered as wage and nonwage. Of the items you listed, all are considered a wage except the box rentals and
cell phone allowances/rentals.
Q: If we have a line producer/UPM, would her per diem, car allowance and/or
box rental count as qualified spend?
A: Per Diem, car allowance and/or box rentals for producers/hyphenates will count as
qualified spend up to the amount commensurate with other department heads only.
Q: Do preview cost qualify?
A: No. Items such as preview travel screening room rentals, projectionist, audience
recruitment costs, focus group costs and any additional labor (outside of the normal
picture and sound editorial crew) do not qualify.

Camera packages rented in L.A may qualify for an uplift (?) though I don't know what that means.
Either way, the FAQ doesn't tell us if this is the case or not- it only says shooting outside of L.A would
qualify for an uplift if the crew rents equipment outside of L.A. So it's another question we'll have to call
in for.
