1. Introduction

Introduction
With the over utilisation of our water natural resources, measures have to
be implemented for recycling and treating water to make it potable for
everyday use. The aim of this assignment is to critically review one of the
Western Capes technically forward water treatment plants, mainly
focusing on the design, operation and maintenance that are adopted by
the De Kelders water treatment plant.
De Kelders water treatment plant is part of the Overstrand Municipality in
the town of Hermanus. The plants makes use of Ultrafiltration and reverse
osmosis as its water treatment technologies, which is argued to be the
most advanced and effective way of producing potable water to the
communities. This plant has a water production of 1.6 ML/D and according
to the Overstrand municipality data base its percentage of capacity is
55.38%. De Kelders is rated by the municipality to be a class C plant
means the points acquired by the plant are between 40-59 according to
Schedule II which is the classification of a water services works used for
the treatment of wastewater and the disposal or re-use of the treated in
appendix A.
At De Kelders there are three that are performed on a daily basis to check
the quality of the water. It is Turbidity, Colour and Chlorine test. The
recorded averages for these tests are as follows; Turbidity is 0.2 NTU,
Colour is 4.2 mg/l as Pt and Chlorine is
