GOVERNMENT OF LOS SANTOS

PLANNING DRAFT PROPOSAL OF INTENT

OVERVIEW
This document is intended to provide a quick insight of the City of Los Santos
possible City Charter, Rules, Codes and Roles.
Each item will be briefly explained to ensure a general understanding of the
possible workings of the Government towards making Los Santos the greatest city
in San Andreas.

CHAPTER 1 - POWERS, DUTIES AND


ORGANIZATION GENERAL
ARTICLE 1 LEGISLATIVE POWERS
LEGISLATIVE POWER
All legislative power of the City except as otherwise provided in the Charter is
vested in the Council and shall be exercised by ordinance, subject to the power of
veto or approval by the Mayor

GOVERNING BODY OF THE CITY


The Council is the governing body of the City.
Meetings and records of the proceedings of the Council and of the committees of
the Council shall be open to the public except as otherwise provided by law. The
Council shall hold regular meetings in City Hall and shall adopt a schedule for its
regular meetings and for regular meetings of the standing committees, and, by
resolution, may establish periods when each will be in recess.
The Council and its committees may each hold special meetings in City Hall or
elsewhere in the City provided that notice prescribed by law is duly given. The
presiding officer, or a majority of the members of the Council or of a Council
committee may, respectively, call of a meeting of the Council or of the Council
committee.

ARTICLE 2 ORGANIZATION OF THE COUNCIL


COUNCIL MEMBERS
The Council shall consist of seven (7) members, elected by the people of Los Santos
through suffrage.

COUNCIL PRESIDENT
The Council shall elect one of its members as President and one as President Pro
Tempore.
The President of the Council shall appoint a member of the Council to be Assistant
President Pro Tempore who shall exercise the powers and duties of the President
Pro Tempore in case of vacancy in that office, or in the case of unavailability due to
sickness, absence from the state or disability of the President Pro Tempore. The
appointment shall be made following the election of the President and President Pro
Tempore.

COUNCIL COMMITTEES
All the functions of the government of the City shall, by ordinance, be divided or
grouped into divisions equal to the number of the members of the Council and each
member of the Council shall be chairman of a committee consisting of two (2)
councilmen for one of such divisions. It shall be the duty of each such committee to
be fully informed of the business of the City included within the division to which it
is assigned, and to report to the Council such information or recommendations
concerning the business of such divisions as shall be necessary to enable the
Council properly to legislate for such division. Each Council committee shall, as such
committee, have no administrative control over the various functions of the City
government embraced within the division to which it is assigned, but shall perform
the duties of investigation for and recommendation to the Council in its work of
legislation.

CHAPTER 2 MAYOR POWER, DUTIES AND


EXECUTIVE DEPARTMENT
It shall be the duty of the Mayor to be vigilant and active in the enforcement of the
ordinances of the City; to exercise a constant supervision over the acts and conduct
of all officers and employees; to receive and examine into all complaints made
against them for violation or neglect of duty, and certify the same to the Council or

proper board, and to secure cooperation between the various departments and
offices of the City.
The Mayor shall make the various appointments required by the City to be made by
the Mayor, and in sending the names of appointees to the Council for their approval
he shall file with the Council to be read before the question of confirmation is voted
upon a certificate.

EXECUTIVE DEPARTMENT POWERS AND DUTIES


There is hereby created a department of the City of Los Santos to be known as the Executive
Department. The powers and duties of said Department shall not conflict with the powers and
duties of any other office or department of the City. That said department shall have powers and
duties as follows, to-wit:
(a) To aid and assist the Mayor in the performance of his duties as Mayor;
(b) To enforce, so far as is within its power and assist and require all departments to enforce,
all ordinances of the City and the laws of the State applicable to the City;
(c) To mediate and conciliate employer and labor disputes when requested by either or both
disputants;
(d) To require departments of the City to make such reports to the Executive Department, of
their several activities as may appear beneficial to the public interest and which will enable the
Mayor to more completely perform his duties as such;
(e) To establish and maintain, in all ways available, an understanding relationship between
citizens and the City government and the several departments;
(f) To inspect the records, files, proceedings and orders of the several departments, and all
officers, members of boards and employees shall cooperate and assist the said Department to this
end;
(g) To receive and consider appeals by citizens from orders, actions, omissions of duties,
discourteous conduct of officers, boards or employees, and, after hearing or investigation, make
such recommendations relative to the same, as in its judgment appear reasonably necessary;
(h) To seek for persons available for appointment and to encourage competent persons to offer
themselves to public service and to inquire into all qualifications of persons presently being
considered for appointment by the Mayor.
(i) To call and hold meetings from time to time or periodically of the presidents of the several
commissions, collectively or in groups, the general managers of the several departments,

collectively or in groups, the secretaries of the several commissions, collectively or in groups,


and chiefs of bureaus, and said meetings may include all, or a lesser number than all, of the
several presidents, general managers, secretaries or chiefs of bureaus, and may include partly
presidents and general managers, or partly general managers and secretaries, or partly presidents
and secretaries or partly chiefs of bureaus or any other official personnel herein provided for; and
It shall be specified in any notice of said meetings those officials it desires to attend and it shall
be the duty of those officials designated in said notice to attend any such meetings.
(j) To perform such other and further duties as may be designated by the Mayor but consistent
with the provisions of the City and State law
((Brief Summary:
A Mayor would be set, or elected by the players ICly, depending on what suits the
best for the setup of this plan. A Council, consisting of members representing
different Districts or Neighborhoods to be designated later on. Said Council would be
conformed by members of the Legal Faction Review Team, Mapping Team, and
overall any OOC person in charge of overseeing Legal and Government factions,
and at the same time, people with respected history in Legal RP and/or people
elected via voting could form part of said Council. Council members would be a part
of a Division or Committee according to their OOC role. For example; Building and
Safety Department and/or Engineering Bureau of Public Works for Mapping Team;
City Administrative Office and/or Office of Finance to whoever is in charge of
assigning budget to Public Services factions; Economic and Workforce Development
for funding Legal non-Government factions, and so on, Departments, Committees
and other offices can be found to match an IC role with an OOC responsibility, either
from the Admin team or from Players who are trusted enough as to oversee the
doings of Los Santos.
Also, any Admin Leadership members, regardless of their specific roles, could be
assigned to the Executive Department, and their role to oversee, judge and rule
over players could be enforced ICly aswell.
It is good to note that most of the work would not be in-game, as most of it could be
done directly on the Forums and/or through record keeping.

In regards of Funding, a taxation system could be introduced, taxing everything


from Income Tax, Corporate Taxes, Salary Deductions, Renters Tax, Luxury and
Sales tax, etc. These percentages should be modifiable, to change according to the
Citys funding needs. ))
