In this issue our focus


is Digital India - a
flagship programme
of Government of
India that will digitally empower the
society. Digital India Week being
celebrated from 1st of July 2015 is
not the beginning but to popularize
the eServices being provided for quite
some time.
All the eServices have been clubbed together under one name
i.e. Digital India.

n the occasion of Digital India Week, it gives me immense pleasure to launch this
edition of 'eGovernance@Kupwara'. The issue focusses on the Digital India
Activities' performed in District Kupwara. Over the years, e-Governance has
come to be looked upon as a key enabler for good governance. In the
endeavour to bridge the digital divide between the government and the citizens,
numerous initiatives have been conceptualized and initiated.

The need of the hour is to think beyond conventions for further strengthening the premise of
Digital India and take it to the grass root level for transforming the country into knowledge
economy, thus ensuring digital empowerment of every citizen and easy and equitable access to
digital infrastructure.
Digital India program is integral in consummating digital empowerment of citizens by ensuring
last mile connectivity through bolstering digital infrastructure at various levels. Besides this, the
program ensures that people would have a seamless access to various citizen-centric services
online and through mobile platforms besides creation of a suitable cyber security
eco-system in the country, in tune with a globally networked environment. Each of the
pillars of Digital India conform to the overarching philosophy of ensuring that the fruits of
e-governance movement can be directly reaped by the common man at the grass root level.
The Administration and NIC have a greater role to play in achieving this by catalyzing
and leveraging the technological outreach across the district.

This is a transformative agenda and NIC has a big role in several of these. Let us all prepare for
meeting the new requirement. I wish you all the success and hope that your focused and
sustained efforts will continue to leverage e-Governance at all levels.

DIGITAL INDIA WEEK


PM Modi launched the Digital India Week on
1st of July 2015 evening urging people to gain
knowledge and to empower themselves through
the Digital India Programme.
The event showcased various e-governance G2C
and G2G services across the country. This is
aimed to increase awareness about the
implementation of various online services
(existing and new) provided by the government
for its citizens.
The week was observed across the country and a
number of events were held from School to
national level.

NEW LAUNCHES AT DIGITAL INDIA WEEK


Various new Services were launched at Digital
India Week
Digital Locker
Digital Locker System aims to minimize the
usage of physical documents and enable sharing
of e-documents across agencies. The sharing of
the e-documents will be done through registered
repositories thereby ensuring the authenticity of
the documents online, says the government.

eSign framework would allow citizens to digitally
sign a document online using Aadhaar
authentication
eHealth
The Online Registration System (ORS) under
the eHospital application has been introduced.
This application provides important services
such as online registration, payment of fees and
appointment, online diagnostic reports,
enquiring availability of blood online etc, the
government claims.

Scholarship Portal
National Scholarships Portal is said to be a one
stop solution for end to end scholarship process
right from submission of student application,
verification, sanction and disbursal to end
beneficiary for all the scholarships provided by
the Government of India.

Jeevan Pramaan
Getting a digital Life certificate for
pensioners is hassle free and can be
obtained through various Jeevan Pramaan
Centres which are being operated by CSCs,
Banks, and Government offices or by
using the client application on any
PC/mobile/tablet.

myGov mobile App
MyGov.in has been implemented as a
platform for citizen engagement in
governance, through a "Discuss", "Do" and
"Disseminate" approach. The mobile app
for MyGov would bring these features to
users on a mobile phone.

Swachh Bharat Mission (SBM) Mobile app
would be used by people and Government
organizations for achieving the goals of
Swachh Bharat Mission.

Digitise India
DeitY has undertaken an initiative namely
Digitize India Platform (DIP) for large
scale digitization of records in the country
that would facilitate efficient delivery of
services to the citizens.

Celebration of Digital India week in District kupwara

observed across the
country and in district
Kupwara from the
1st to 7th July 2015.
The event showcased various activities
including awareness camps, training
sessions & student competitions.

Day 1: 01 July 2015


Inauguration of Digital India Week in
presence of District level officers and
IT staff of various departments

As part of the Digital India Week, an


impressive function was organized by
NIC Kupwara in the Meeting Hall of
DC Office complex Kupwara. Live
webcasting of the launch of the week
by Honble Prime
Minister was shown to
the participants. A
detailed
powerpoint
presentation
was
presented by NIC highlighting various
e-Services like Digital Locker,
Jeevan Pramaan, National
Scholarship Portal, eHealth, online
quiz etc. The participants were also
given hands on demo sessions on the
above
services.

who formally inaugurated the week in
presence of various district level

Day 1: 02 July 2015


Training & Introductory Session with
Line Departments
A training session was held by NIC
Kupwara in which IT incharges of
various Line departments of District
Kupwara were briefed about their role
in the Digital India Week. The
participants were given training on new
e-Services like Digital Locker and
Jeevan Pramaan. The participants were
also trained on the PMIS Mobile
monitoring application through which
they would be able to upload reports
of the activities held along with
photographs & details of participants.
The departments were instructed to
hold week long e-Services public &
department level awareness camps

about the services being offered by


them. In the session every department
gave an introduction of the various
e-Services being offered by them.
Day 3: 03 July 2015
Training & Introductory Session with
Common Service Centers
As part of the ongoing activities for
Digital India Week, a training
session was held at NIC Kupwara in
which a review was taken of the Digital
India Activities of VLEs of various
Common Service Centers (CSCs) of
District Kupwara. The participants
were given training on new e-Services
like Digital Locker and Jeevan
Pramaan. The participants were also
trained on the PMIS Mobile
monitoring application through which

the VLEs would be able to upload


reports of the activities held along with
photographs & details of participants
Day 4: 04 July 2015
Training of Rural Development &
Revenue Officials
As part of the ongoing Digital India
Week activities, two separate training
sessions were held at NIC Kupwara in
which officials of Revenue and Rural
Development Department of District
Kupwara.
The revenue officials were given
training on the new National Land
Record Modernisation applications
Bhunaksha & Bhoomi through video
conferencing.

&
Estimation activities.
In another training session, officials of
Community Information Centers were
given trainings on new e-Services like
Digital Locker, Jeevan Pramaan,
eScholarships, eHealth, & eQuiz. CIC
officials were directed to hold
awareness camps at Block and Gram
Panchayat Level. The officials were
also given training on the PMIS mobile
application for uploading the reports
of the events they conduct.
Day 5: 05 July 2015

As part of the ongoing Digital India
Week activities, a training - cum awareness session was held at NIC
Kupwara with teachers of various

Higher Secondary and High Schools of


District Kupwara. The teachers were
briefed about various e-Services
pertaining to education sector like
e-Scholarship, e-Granthalaya, e-Quiz &
Digital Locker. Various queries raised
by the teachers raised regarding issues
faced in the usage of these applications
were also resolved. The District
Informatics Officer, NIC Kupwara
highlighted the importance of the role
of education sector in spreading
awareness about Digital India services.
It was also decided that the schools will
hold competitions/debates among
students and digital locker accounts of
students would also be opened.
The teachers called for more such
trainings and student sessions in future.

Day 6: 06 July 2015


Competitions/Activites at Schools,
Higher Secondary Schools & Colleges
As part of the ongoing Digital India
Week activities, various activities &
competitions were held across schools
and colleges of District Kupwara. In
these activities, various students
participated and raised awareness
regarding various eServices being
offered by the government for citizens.
The
winners
of
school-level
competitions were felicitated and
nominated as IT monitors. These IT
monitors would be mentored and
trained at NIC Kupwara about the
various eGovernance services and they
would in-turn manage the IT activities
in their schools.

Events at Block, Gram Panchayat
Level and Launch of eGovernance
magazine & official District Website

On the final day of the Digital India


Week, various awareness events were
organised at Block and Gram
Panchayat Levels by Community
Information Centers (CICs) and
Common Service Centers (CSCs). The
citizens were given awareness and
training on various eServices like
Digital Locker, Greivance Cell, etc.
A concluding function was also
organised at NIC District Center
Kupwara where the various events
conducted in the district were shown
and a roadmap for future awareness
activities was made.

and services that are

agrarian community to fulfil common


needs of all developing countries:
enhancing crop productivity, providing
for national and household level food
security,
and
conservation
of
bio-diversity.
These governance products and
services include: information about the
latest seed varieties, fertilizers,
pesticides and rainfall prediction;
information on various government
schemes such as those on water
resources management and subsidies
on land development and soil
conservation activities; information
about local agriculture offices and
officers, crop testing and training
centres;
information
on
milk
processing, grain storage, livestock
vaccination and crop diseases;
information about market prices of
various
crops,
government
procurement prices, rates for loans,
and available credit facilities. Apart
from these, farmers need to modify
legal documents pertaining to their
land/
cattle
ownership
while
purchasing or selling land/cattle. They
need to access application forms to
apply for government schemes, loans
and subsidies, and may need to file
applications for getting electricity on
their farms, digging new wells,

diverting canal water for irrigation,


and getting reimbursements for
damage due to natural calamities.

scholarships provided by the
Government of India.

greater acceleration is pulling, to make


all schemes online and to make all
payments online.
The department is currently making
all the payments online and at this
time department has database of more
than 70,000 beneficiaries who are
receiving
monthly
pension
or
scholarship. Tehsil wise beneficiary
list is available on the district website.
Among 25 schemes and sub-schemes
department has made 10 schemes on
line and beneficiary can apply online on
websites.
These schemes include IGNOAPS,
IGNWPS, IGNDPS, NSAP, Grant in
Aid to NGOs and Student
Scholarships.

Student Scholarships
Ministry of minority affairs, Ministry
of tribal affairs, Ministry of human
resource development and ministry of
social justice and empowerment
government of India are providing
scholarships to students of Indian
nationally, belonging to National
minorities,
Scheduled
tribe,
Handicapped persons respectively.
The rate of scholarship depends upon
actual expenses and income status of
students. Government of India has
launched
a
unified
National
Scholarship
portal

where
students can register and avail benefit
of different scholarships. All
scholarship payments are made
directly into the bank account of the
student on time.

IT Training and Facilitation


Centers in Kupwara

into a small global village.
Almost every service is
nowadays being done with the help of
information
technology.
The
government, under the Digital India
Programme has launched many online
services for the citizen.
To make effective use of these services, it
is essential to set up IT facilitation and
training centers for the common people.
In order to realise this, the government
has set up Community Information
Centers and Common Service Centers
(CSCs) in the district.

Community Information Centers (CICs)

Common Service Centers (CSCs)

Set up by the Department of Rural


Development,
Community
Information Centers or CICs are
centers in each block of the district
where Internet facilities, DTP work
and trainings are provided to the
citizens and government officials.
The centers are operated by highly
qualified staff and are the focal points
of e-Governance schemes in the
district.

Common Service Centers or Khidmat


centers
are
examples
of
Public-Private parternships and serve
as important delivery points of Digital
Inida Services. The centers offer
various services like Internet facility,
DTP work, Form filling &
Submission, Utility Billing. The
Khidmat centers also provide free
Computer Literacy training to citizens
and government staff.

In addition, various highly qualfied IT


incharges operate e-Services in
various departments of the District.
