ORDER
As a part of the settlement with the privat College Teachers at the end of their strike in
1971,Government decided to introduce a scheme of direct payment of salaries to the teaching and non
teaching staff of private colleges, the management of which agree to government controle in the matte,of
appointment teaching and non-teaching staff and the admission of students.The controle would be in the
form of laying down general principles to the followed and by participation of representative of the government
and the universities in the selection and appointment of the staff and the admission of students. A scheme
for direct payment of salaries in private Arts and Science colleges in consultation with the Universities,the
representatives of private college managements and the teaching and the non-teaching staff representatives
of the private colleges has been evolved,
The Scheme will include the following:
1.
Committee for selection of teachersThere will be a five member of selection committee for each
private college Mnagement for selecting teachers for appointment in the college.
(a) The composition of the committee shall be as follows:
(i) and (ii) Two representative of the management.
(iii) One member nominated by the management from amongst the categories of principlals/Heads
of departments/professors in the college(s) with the concurrence of the university in whose jurisdiction
he is working.
(iv)Govt. will depute one person chosen by the management from among the govt. officers of the
categories of secretaries to govt or district collectors.If for any person the person chosen by the
management canaot be deputedby the govt.,the management will choose another person to the
committee from among the same categories.
(v) One expert chosen by the management from a subject wise lists of experts prepaired by the
University consisting of not less than five members and made available to the management on
request at the beginingof each academic year.Incase the list is found insufficient,any ,management
may request for more names from the university.
(b)The management or his nominee on the committee will be the chairman and convever of the
committee.

(c)The committee will meet as often as it is necessasary.
(d)The period of the committee will be one year
(e)All managements or the management will select teachers purely on merit or reserve every alternate
vacancy or 50%of the vacancies for being filled up on merit basis by candidates of the community to
which the college belongs.
2.
committee for selection of non-teaching staffThere will be a committee for the selection of nonteaching staff for appointment in the colleges .The committee shall consist of
(i) and (ii) two representatives of the management.
(iii) Govt. will deputy one person to the committee chosen by the management from the cader of
RDOs or deputy collectors.
3.
Selection of studentsThe selection of students for admission in the colleges will be on the following
basis:
(i) 20% of the seats shall be reserved for scheluded castes and scheduled tribes to be filled up on
merit basis from among the students of SC/ST.The seats that cannot be filled up from the quata
reserved for SC and ST will be filled up on the basis of merit from among Backward minority community
and by OBCs. in the case of colleges run by other communities.

The direct payment of salaries to the staff in private Arts and Science colleges would commence
from 1st sept.1972(ie,the salary bills for sept.being payable in October)

Govt. have already sanctioned 50%advance grant as contemplated in rule25(1)of the grant-in aid
code.A further advance not exceeding 50% of the amount,admitted for grant-in aid1972-73will also
be sanctioned.

The managements of the colleges which agree to the conditions stipulated in the G.O for
implementing the scheme of direct payment of salaries in their colleges shall enter in to an agreement with
govt.listing the colleges under their control and the conditions of the scheme.The form of agreement for the
purpose will be prescribed separately and will be forwarded to the management.

Kerala and Calicut to start 7 govt.colleges and 17 private colleges during this academic year,of
which 3 govt, colleges are under the University of Kerala and 4 govt. colleges are under University
of Calicut.In respect of private colleges 11 are under the Kerala University area and 6 are Calicut

AGREEMENT
Now These Presents Witness and it is hereby mutully Agree as follows:
1..
6.25% seats in hostels,if any,attached to the institution shall be reserved for sc/st
students
11.Appointment/promotions of teaching and non-teaching staff made otherwise than in accordance with the
provisions of the university Act and the statutes,ordinance,regulations etc.,issued thereunder and the terms
and conditions of the agreement shall not be admitted for direct payment of salary to persons so appointment/
promoted.
37.The govt. shall pay the educational agency a grant towards contingency expenditure for each academic
year.The grant for the college shall be fixed by Govt. Calculated as per capita figure with a ceiling both to be
worked out and fixed for each category of students
Namely:Pree-Degree,Degree,Post GraduateArts and Sciences
38.The Govt.shall pay the educational agency every academic a grant towards maintenance and repairs of
the college.
39.The Govt.shall pay a grant towards library and laboratory based on the norms worked out in consultation
with the universities.
