Dear Sir/Madam,

Subject: Humble Request for an Exemption of Application Processing Fees


This is my great pleasure to know that you have received my application package for International
Development Programme under ADB-JSP scholarship. As indicated in your e-mail, you are absolutely
right; unfortunately, I could not submit application-processing fee (draft of yen 5,000) and TOFEL
with the application package, due to following reasons:

The application processing fee i.e. 5,000 yen is quite huge amount for an average working class person
like me. The Per Capita Income of a Nepali is hardly US$ 210 per annum. And, our daily income is
less than US$ 1. As a result, as per the international standard, we are the poorest countries in the
world, in terms of financial status. Moreover, in order to manage the application-processing fee i.e. US
$ 50, we have to spend whole 1-month’s salary! On the basis of our practical financial difficulties, I
would like to request at your honor for an exemption of application processing fee.

If you can make a direct decision regarding for an exemption, please kindly decide in favor of my
request. If you are not in a position to make any decisions, then please forward this my request to your
senior management who can consider over my request. At the same time, I would like to inform you
that I also applied in 2002/3 but it was not processed even in the last year since I did not/could not
submit money draft as application processing fee. Is money/draft is primary requirement for IDP
admission criteria? If not, please, kindly process my application this year after getting approval from
your seniors.

Moreover, regarding TOFEL, I have attended the entire college education in Nepal entirely in English
medium (I have attached the letter as proof from my previous college with the submitted application
package: please see the attached letter from People’s Campus). Currently, I am also a regular second
year student of Master’s in Business Studies at Tribhuvan University in Kathmandu, where the mode
of instruction is in entirely English medium. Moreover, I am working with the English speaking
offices, people and environment since 1990. No doubt about my English!

I hope this year; IUJ will certainly seriously consider my problem and process my application package
for IDP/IRR Course under the ADB-JSP scholarship scheme. Then only, I will change my perception
about the developed countries’ people and will start respecting them as real liberal-by action, not only
by words, who cares for the need of the others, as well.
