Recommendation:
That Administration bring forward an unfunded service package in support of the
2020 International Association of Athletics Federation World U20 Championships, as
outlined in the November 14, 2017, Citizen Services report CR_5166, for Councils
consideration as part of the Fall 2017 Supplemental Operating Budget Adjustment,
and that the Citys contribution be conditional on funding being secured from the
provincial and federal governments.

Executive Summary
At the December 8/9, 2016, City Council meeting, City Council approved $250,000 for
TrackTown Canada to prepare a bid to host the 2020 International Association of
Athletics Federations World Junior (U20) Championships.

TrackTown Canada submitted initial bid documents for the 2020 World Junior (U20)
Championships to the International Association of Athletics Federations in June 2017.
A decision on the successful host city is expected on March 5-6, 2018.

TrackTown Canada has submitted a request to Edmonton Events, the partnership


between the City of Edmonton and Edmonton Tourism mandated to attract major
events to Edmonton, for the following:
That a total of $3,136,950.50 in operational funding to be released in three
installments in 2018, 2019 and 2020 (in addition to the $250,000 which was
previously provided to support the bid development). The City of Edmonton
portion of this request is $2,886,950.50, funded equally in three installments
over three years ($962,316 per year) with Edmonton Tourism being asked to
contribute $250,000.
City of Edmonton to provide a guarantee to cover unconditionally any potential
financial deficit of the future organizing committee in relation to the event.
City of Edmonton and Edmonton Events to provide assistance to the local
organizing committee with civic services.
Edmonton Events to provide assistance in marketing, ticket sales, and
promotional support.

Installation of banners and displays using the Citys Cityscape banner program,
airport and other major roadways, promotion at other events, festivals, etc.
under the control of the City of Edmonton, and promotion within schools.

Administration is recommending that if City Council wishes to support the event, the
cash contribution represent the full amount of the City of Edmontons contributions.
City of Edmonton support should be fully conditional on funding being secured from
both the provincial and federal governments.

TrackTown is currently in discussions with the other two orders of government in


respect to funding requests made to support the hosting of this event. At the time of
submission of this report, funding has not been confirmed by either the federal
government ($6.5 million request) or the provincial government ($4.5 million request).

A business case was submitted to the City on October 16, 2017, which identifies the
total budget for the event at an estimated $18.1 million and an estimated total
economic impact in Canada of $27.1 million with a local Gross Domestic Product
impact of $19.5 million.

Report
TrackTown Canadas mission is to help develop and promote the sport of athletics to
be Canadas favourite summer sport. According to its 2017-2020 business case
(Attachment 2), TrackTown Canada is committed to setting a standard of excellence in
the sport of athletics by hosting premier events, creating a supportive environment for
elite athletic performances, improving facilities and inspiring the next generation of
track and field athletes, coaches, volunteers and fans.

In an effort to advance their efforts, TrackTown Canada Bid Committee


representatives requested $250,000 from City Council in December 2016 to prepare a
bid for the 2020 International Association of Athletics Federations World Junior (U20)
Championships. The funding was approved during supplementary budget discussions.

In June 2017, the bid committee submitted its common application form, the second
stage in the bid process, to the International Association of Athletics Federations
outlining in greater detail the plans for the event, the anticipated budget, competition
venue options, participant experience and legacy initiatives. In July 2017, bid
committee members participated in the observer program at the 2017 International
Association of Athletics Federations World Championships in London, England.

The next step in the process is the submission of the event organization agreement by
January 31, 2018. An announcement on the successful host is expected at the

International Association of Athletics Federations Congress meeting on March 5-6,


2018.

If the bid is successful, a local organizing committee will be established by the event
organizer to plan, govern and manage all aspects of the event. The City of Edmonton
should make efforts to ensure this committee is properly incorporated and is
comprised of community members from various sectors to provide proper oversight
and direction to the event. However, the City would have no direct control over these
aspects. The event would be hosted at the University of Alberta South Campus -
Foote Field.

The TrackTown Canada Bid Committee has set a series of benefits and outcomes to
be achieved through the hosting of this event:
inspire and empower youth
stimulate sports programming and reinforce the Citys Live Active Strategy
endorsing Edmonton as a major event host
economic benefits as described
upgraded athletics infrastructure at Foote Field
an education program preceding the event and an Athletics Academy to deliver
a programming legacy

The specific details of the biennial event, as provided by the TrackTown Canada Bid
Committee, are contained in the table below:

Budget/Financial Implications
This report was prepared at the request of the committee supporting the bid for the
2020 International Association of Athletics Federation World Juniors. City Council will
be presented the Fall 2017 Supplemental Operating Budget Adjustments on
November 14, 2017. If Council wishes to consider funding this initiative, Administration
can bring forward a service package for consideration as part of the budget
deliberations beginning on December 5, 2017. This service package will align with the
TrackTown Canada request for funding of $2,886,950.50 ($962,316 per year) for 2018,
2019 and 2020.

Legal Implications
If the City provides a guarantee to cover unconditionally any potential financial deficit
of the future organizing committee in relation to the event, as requested by TrackTown
Canada, the City will be legally liable for any financial deficit that the local organizing
committee may incur in relation to the event. Since the local organizing committee
would be a separate legal entity from the City, the City would not have control over
budgetary decisions.
