I am sure you have seen the article in the paper in the Lower Rio Grande newspaper which has a
heading of "IBWC Requesting DHS Pay for Levee Raising". I wish to inform you that this is not the
position that we are taking and that the information in that article was mis-quoted and misleading. I
did mention that we will be discussing this issue with you when we meet to identify the issues facing
IBWC. As you know, the media switches words around to make their story more sellable. I will clarify
this with them also.

Also, in further discussions with Congressman Cuellar, he wishes to talk to us both for a short while at
the start of our meeting scheduled for 3:30 Eastern Time (1:30 pm El Paso Time). We have the system
that will allow us to do so and we will coordinate that effort. Also, Senator Cornyn's office will be
sending a representative from the Lower Rio Grande to observe the meeting and report on the
understandings. This issue is getting hotter and requiring more attention by the minute. I hope these
arrangements do not present an inconvenience to you. If you have any questions, do not hesitate to
call me at (b) (6)

We are running down enviro and any permitting steps. We need to do and should have details by
Tues/Wed.

I believe we are set to meet on 28 Jun. I look forward to the session. I wanted to get your thoughts
on the following.

Perhaps we have an executive session on the afternoon of 27 Jun so we can update you and your staff
on our overall plans and progress relating to SBI/SBInet. This would set the framework for a more
detailed technical session on 28 Jun between our staffs. I see the need for us to have both kinds of
sessions - one at the leadership/program level and one at the more technical level.
