ADVANTAGE :
Spend Money at The Right Place

• RM6 billion for the agriculture sector (upgrading and improve


drainage) and irrigation infrastructure in paddy fields an
allocation of RM137 million
• High Speed Broadband (HSBB) at a total cost of RM11.3 billion
to strengthen ICT.
As Reference for Next Action

• Every project and strategy develop by the government for the


country can be implement smooth and effectively when there
is planning. Example is National Green Technology :

i. Restructure the Malaysia Energy Centre as the National Green


Technology Centre
ii. Organise an international exhibition on green technology
iii. Develop Putrajaya and Cyberjaya as pioneer townships in
Green Technology
iv. Priority to environment-friendly products and services
Enhance rakyat Welfare

• To aid the disabled, senior citizens, single mothers and


children in need of welfare assistance.
• Centralized eKasih database
• Allocate a sum of RM224 million to the disabled for the
implementation of the Rehabilitation in the Community
Programme
DISADVANTAGE:

Implementation of New Policy Can be Unpredictable

Good and Service Tax (GST).

i. Replace the current sales tax at 5%.


ii. Problem with GST is that it puts the burden to the end user.
iii. Manufacturers, wholesalers and retailers will charge the GST
charged to them and finally the end user bears the full cost of
this.

-employers tend to select better skilled people leading to
increase in unemployment and pushing out lower skilled
workers
CONCLUSION
1. RM138.3billion or 72.2% is for Operating Expenditure
2. RM53.2 billion or 27.8% is for Development Expenditure.
3. In 2010 is expected to reduce 8.4% to RM148.4 billion
compared with RM162.1 billion in 2009.
4. Federal Government deficit in 2010 is expected to be in a
better position at5.6% of GDP compared with 7.4% in 2009.
