Background: Client, an established entrepreneur, has developed a new
business initiative and is keen that you provide independent project management services. Client has run many projects but recently two of the schemes have been delivered late and have come in over budget. Last year [2009/2010 financial year April to April] Client ran eight projects, ranging between €250,000 and €5,000,000, with a total expenditure of >€30M; Client expects that the total value of projects will be similar for this year and next year.
Answer all parts.
(a) Produce a report for Client outlining the benefits of employing an
independent project manager. In particular Client seeks advice about:
1. Procurement;
2. Standard forms of contract available and in particular terms
and conditions that provide for the removing (terminating the contract of) contractors who perform poorly in respect of:
1. The programme [they cause delay];
2. Cost [they seek more money]; 3. Quality [their work is poor quality]. 16 marks
(b)Propose and justify a contractual arrangement between Client and your
organisation for the provision of your services. 4 marks
