This RFP relates only to the requirements of BMI. The Vendor should treat all information contained
in this RFP as confidential. Copies of this RFP may be made only for the use by the employees of
the Vendor for the purposes of preparing the Vendors proposal. Copies of this RFP, or information
contained herein, may not be distributed to third parties without the prior written consent of BMI.

1. INTRODUCTION AND PROCEDURE

This document is intended for the fixed price Request For Proposal (hereinafter referred
as RFP) for the service provision of a Data Centre Facility in Jakarta for PT. Bank Mizuho
Indonesia, (hereinafter called BMI) from the recipient of this document (hereinafter referred
as Vendor).

(1) Submission
A. Three copies of the proposal document with e-mail (Text, Word, Excel, Power Point
or PDF Format contents only) in English and any supporting documentation clearly
marked 'BMI Data Center Proposal' should be delivered to:

B. The submission due of the above is set as 21 December, 2015.


C. The proposal should show costs in Indonesia Rupiah (IDR). The proposal should
remain valid for a period of One Hundred and Twenty (120) days from the date of
submission.

(2) Response Format


A. The Vendor is requested to fill in its response in the format provided in Appendix A
and B. Each and every section should be acknowledged, commented upon or
answered, in full. The Vendor shall provide any pricing or charges requested in
5.Financial requirements that will be assessed to for complying with the
requirements in RFP.
B. Where options are requested and proposed, the Vendor shall clearly show the
costs of these options. Within the scope of this specification, the Vendor shall
identify all costs associated with establishing the proposed services.
C. Vendors are requested alternatives for the item which non-compliance with
requirement. The Vendor shall provide any pricing or charges requested in

2. PROJECT OBJECTIVES and APPROACH
2.1 Objectives
A. The objectives of this project, to establish a new Production Data Center in the
suburbs of Jakarta, are as follows:
a) Establish a new platform for the operation as BMI would move the current production
data center into it.
b) Support recent telecommunications standards
c) The building facilities should be based on industry standard products.
d) The maintenance and support of the new Data Center should not impose any
unnecessary additional overheads within BMI.

2.2 Approach
A. The project will be managed in the following manner. The Vendor is requested the
following approach:
- Taking full account of the requirements of BMI, possible future changes to these
requirements that the Vendor's services have studied, and a shortlist of potential
suppliers invited to RFP.
- The Vendor will be requested to provide on-site demonstrations of the services
offered.
- Received RFP submissions will be carefully appraised to select services and
offers best Suited to BMI requirements, schedule and budget.
- Throughout the design and construction of the chosen services the successful
Vendor will ensure that:
All ongoing BMI requirement changes are allowed for.
The detailed requirements are fulfilled.
The proposal is designed to make optimum use of the services to be
allowing for future reconfiguration and extension.
A set of agreed testing schedules and scripts are produced.

B. This knowledge and working relationship will follow through to 12 month(s)


post-relocation period during which any outstanding issues will be managed, final
records updated, documentation rationalized, on-going support contracts finalized
and the room handed over to the technical staff of BMI. The successful Vendor will
be required to provide on-site assistance (as required), during normal business
hours, for the duration of this period.

3. GENERAL REQUIREMENT
3.1. General

3.1.1 Schedule
A. Data Center space should be available for BMI to commence its services by
October 2017 at the latest (the detail schedule will be determined later). The
Vendor shall hand over the Data Center space by that time.
B. BMI sets internal target of service-in timing of the new DC as the end of December,
2016.

3.1.2 Leasing condition


A. The Data Centre lease contract is for 5 years as basic offer. The Vendor shall
propose any other leasing period and associated costs if it wishes BMI to consider
them as well.
B. The Data Center and peripheral facility should be the property owned by the
Vendor or on long time lease contract (lease term exceeding the duration of the
proposed Data Centre contract). The Vendor shall indicate owner's name, address,
and financial information.
C. The Vendor shall indicate, if the proposed Data Centre is on lease, whether this
contract needs to be renegotiated with the Vendor if the lease term expires prior to
the expiration of BMI lease.

3.2. Location

3.2.1. Location
The Vendor shall describe the address of the building and distance and time by
transportation from BMI Office, Sinar Mas Land Plaza Tower 2, 24th Floor, Jl. MH Thamrin
Kav 51, Jakarta Pusat.

3.2.2. Surrounding Environment

Facilities should be coordinated with police and fire department, depending on the nature
and extent of the disaster, possibly the Local Emergency Management.

3.2.3. Public Infrastructure

Power supply and telecommunication shall be fully redundant with multiple providers in
the area of the Data Center. Several transportation methods should be available in the
area.

3.2.4. Disaster

There shall be no disaster, which are Flood, Earthquake, Hurricane, Air-plane crush,
protest march and so on, in this Data Center area.
If disasters had occurred in the past, the Vendor must submit the information of them.

3.3. Building

3.3.1 Building ownership

The Vendor shall describe the building ownership clearly, whether it is One owner,
Multiple owner or Sublease.
The information of owner shall be described.

3.3.2 Type of building

The Vendor shall describe the type of building, whether it is the Dedicated building for
Data Center or Office building.

4. TECHNICAL REQUIREMENT
BMI specifies the followings for the Data Center intending to achieve Tier III or above on
the current Tier Performance Standard of The Uptime Institute, Inc. Each condition shall
follow to local codes and regulations.

4.1. Space and Architectural Requirement

4.1.1 Space Requirement


A. Configuration of rooms
a. Server room shall be provided for dedicated use for BMI. The Vendor shall calculate
the necessary space based on the following conditions.
b. The space requirements indicated are only for computer and communication
equipment. Space for air conditioning units for Server Room shall be studied by the
Vendor. The Vendor shall provide the layout of the Client Suite that includes
necessary space for air-conditioning installation. STS, which may be required, and
PDU shall be provided for BMIs dedicated use.

B. Server Room
16 no. of server racks shall be installed. Server Room shall be provided as Client Suite
with the electrical, mechanical, communication and other necessary services detailed in
this RFP.

Server Room for the following racks (rack sizes in mm W x D x H);

High Density Rack 600 x 1100 x 2150 12kVA*1 Qty = 12

Network Rack 800 x 1100 x 2150 4kVA Qty = 4

TOTAL 160kVA Qty= 16

TOTAL with consideration of diversity 145kVA

160kVA of TOTAL shall be used to design dedicated services such as PDU, Power
Strips and their cables.
145kVA of TOTAL with consideration of diversity shall be used to design/ confirm
shared services such as UPS and generators which are located upstream of the
power supply system. And also the TOTAL with consideration of diversity shall be
used to design/ confirm cooling system.
i) Floor space required
Minimum 60 m2 area is required for rack space
ii) The Rack Specifications are;
Front & Rear Mesh Door, both doors are lockable and Front and Rear doors are
double open, Solid side panels are required (both end of panel should be
lockable). 10 shelves should be required except Network Racks.
Front and rear of the rack shall be required proper rack name labels (such as
plastic plate, etc.). Blank plates of 45U Racks and Blank plate for Side hole of
Face-side should be required. All panels / cabinets / racks / conduits / ducts
shall be connected to proper ground.
iii) Minimum of 1200 mm in front and 1200 mm in rear for maintenance and access
space are is required for each rack.
All Racks should be tied each other for prevention from Rack fall down.
iv) The cold aisle side of server racks shall be covered by capping for efficient
air-conditioning.
v) The Vendor shall propose the efficient air-conditioning for High Density Racks.
vi) The Vendor shall propose the optimal space and Layout including the
maintenance aisle, anti-pass-back and all necessary spaces.
C. Common Room Usage
Vendor shall propose the common room short-term usage for the command center
(operation room), tape store room and staging room. The price of the available
room shall be indicated in the Financial Form.

4.1.2 Building Structure


A. The building should be designed for exclusive use as Data Centre and shall comply
with all applicable governmental regulations and all local codes of practice, and
other applicable codes and ordinances.
B. Protection against water leakage from both ceiling and floor (slab) shall be
provided.
C. The Client Suite should be located behind secured doors which will be opened only
by controlled means of access.
D. The Client Suite should not be directly visible from the outside. There should not be
any windows on the perimeter wall of the Client Suite.

E. Dust-proof coating shall be provided on the floor slab surface in the Client Suite.

4.1.3 Raised Floor Requirement


A. The floors of the Server Room shall be RAISED floor with following criteria. The
Staging Room is not necessarily required to be provided with raised floor, but such
provision is acceptable.
B. The raised floor should withstand load of High-density rack that should be
assumed to weigh approximately 1,000kg /rack. The Vendor shall describe the
actual raised floor panel loading capacity. The Vendor shall describe the
countermeasure of these heavy weight racks.
C. Minimum height from the surface of the finished floor to floor slab shall be 750 mm
or more.
D. The raised floor panels should be made of non-static materials. The Vendor shall
provide brand new panel for the Client Suite floor. The entire floor surface should
be leveled.
E. The Vendor shall provide perforated panels with air flow dampers which control the
air flow.

4.1.4 Wall Requirement


The Server Room for BMI shall be isolated from other areas by Solid Walls or Solid Cage
up to 2400mm height and the mesh cage shall be provided under the raised floor and over
2400mm height.

4.1.5 False Ceiling Requirement


A. The false ceiling shall be provided for the Server Room.
B. The Vendor shall provide the ceiling height for all rooms.
C. The Vendor shall also state any barriers or obstacle between the ceiling slab and
the false ceiling that BMI needs to be aware of.
D. The Vendor shall state the years since the installation or last replacement of the
ceiling tiles if they have been re-used.

4.1.6 Client Suite Layout


The Vendor shall provide preliminary layout plan for the proposed server room describing
the location of the server room, and access routes for personnel and equipment.

4.1.7 Machine Delivery Route


The Vendor should propose machine delivery route considering lifting weight and
dimension. The Vendor shall describe the critical minimum dimensions (width and height)
and weight of delivery route.

4.1.8 Freight Loading Spacing
The Vendor shall indicate the loading space available for unloading computer equipment
etc. delivered by BMI and the dimension of the maximum opening on the route to the
Client Suite. Lift loading shall be necessary as more than 2,000kg.

4.2. Electrical Requirement

4.2.1 Electrical System Requirement


Electrical System is required to provide uninterruptible power to the Client Suite not only
under the normal operation but also during periodical maintenance, repairs and
modification of the building substations and electrical power grid.

4.2.2 Power Supply to the building from Power Grid


The building shall be supplied of commercial power redundantly in different route from
different sub-stations or power grids. The Vendor is required to provide information of their
electrical system, describing:

4.2.3 Power Supply to the Client Suite


A. Power supply to the Client Suite shall be made redundant. The Vendor shall
provide power to Power Distribution Units (PDU) in the Client Suite from two
different sets of distribution system. The Vendor is requested to provide power
distribution system detailed schematics.
B. Each set of the distribution system shall be capable of supplying 100% of the
electrical load required for the Client Suite. Note that the distribution system should
also be able to cover the electrical load required for air-conditioning (i.e. chillers,
pumps, CRAC units, etc) and other necessary facilities required to operate the
Client Suite.
C. The power to the PDUs shall be supplied from dedicated feeders on the UPS
output switchgear (or the nearest upstream distribution panels). The feeders shall
not be made common with other Client Suites or common facilities.
D. Power cables shall enter the Client Suite coming from different cable routes and
risers.

4.2.4 Electrical System in the Client Suite


A. The Vendor shall design and provide Power Distribution Units (PDUs) in the Client
Suite. PDUs shall be for dedicated use by BMI.
B. Power cables from the buildings electrical system (switch board, generators, UPS)
shall be connected to PDUs through different cable routes and risers.
C. The Vendor shall provide black-out detectors at both mains of PDUs. The blackout
sensors should be monitored and recorded by the facility monitoring system.

D. The Vendor shall provide to monitor and record the trip of the breakers in the
PDUs.
E. The Vendor shall provide two power cablings, each from different PDU for each
piece of computer equipment.
F. The Vendor shall provide mesh trays and conduits for power cable routing in the
Client Suite.
G. The connection to the server rack shall be in accordance with IEC60309 (i.e.
commando plug/socket).
H. The Vendor shall provide STS on the upstream of PDUs and enable uninterrupted
switching of supply path from different paths.
4.2.5 Power Supply for Air Conditioning System (CRAC) in the Client Suite
A. Each piece of Server Room air conditioning equipment in the Client Suite shall be
powered by different sets of distribution system, each of them capable of covering
100% load for the Client Suite (
B. The Vendor shall provide the cabling and conduit/cabling works for the air
conditioning system for the Client Suite.

4.2.6 UPS output power requirement for the Client Suite


A. Power supply to the Client Suite shall meet the followings specification.
a. Rating and Required Load
Required rating and load of uninterruptible power supply for IT equipment and
network servers are described in 4.1.1
32A dual UPS source with Generator's power supply should be required for Server
Room. Power cabling from PDU to computer equipment in the Server Room
including RPP/PDU is required minimum 2 circuits / rack, High Density rack
requires 4 circuits / rack. Each circuit should be required 1 x power strip with over
10 receptacles (BS1363) each. All receptacles should have no off switch and all
power strip's main switch should be covered (none-switch type is preferred).
b. Frequency = 50Hz
c. Guaranteed UPS out put accuracy
In put power to the Client Suite shall be stabilized and conditioned.
Input fluctuation of voltage and frequency shall be within the following limits.
Voltage: +/- 10%
Frequency: +/- 5%
Under the above conditions, UPS out put shall be guaranteed as follows:
Voltage: +/- 1%
Frequency: +/- 0.1%
d. UPS over loading tolerance
110% 10 minutes
150% 10 Seconds

4.2.7 UPS Requirement
A. UPS should be in more than (N+1) configuration. The Vendor shall state the type,
battery specification and power rating of all UPS dedicated for the Data Centre.
Also, whether these resources are shared or exclusive for the Client Suites should
be clarified. The UPS may be shared with other Client Suite, but the dedicated
feeders for PDUs in the Client Suite shall be provided.
B. The minimum back up time by UPS at the rated load shall be more than 10 minutes.
As time covered until generator operates with stability. Not applicable for Rotary
UPS
C. Switching to back up power should be automatic and uninterrupted. The Vendor
shall indicate the switching mechanism of UPS.
D. UPS shall be backed up by generators.
E. UPS wiring shall be designed for 100% redundancy.
F. The control system of the air-conditioning system and the security equipment for
Client Suite shall be backed up by UPS.

4.2.8 Generator Requirement


A. All power for the computer equipment, air-conditioning system (including chillers
and chilled water circulation pumps), etc for the Client Suite shall be backed up by
the generators.
B. The emergency power capacity from generator shall be decided in consideration of
the continuous operation of 3 days (72 hours).
C. Generators shall be in more than (N+1) configuration. The Vendor shall state the
type and power rating of all generators. Also, whether these resources are shared
or exclusive for the Client Suites should be clarified.
D. The generator sets shall be automatically started upon detection of power blackout
and shall resume power supply.
E. There should be sufficient fuel storages worth 3 days of continuous operation at full
load. (i.e. The Vendor should guarantee 3 days of continuous power supply from
generator system.)
F. The fuel storage should consist of more than two tanks.
G. The fuel piping system for the generators shall be designed for 100% redundancy.
H. The fuel for the generators should be available from multiple fuel suppliers.

4.2.9 Grounding Requirement


A. All power cable shall be grounded as in accordance with IEC standards.
B. All panels/cabinets/racks/conduits/ducts shall be connected to proper grounding.
C. The Vendor shall describe the method of grounding of the proposed building.
D. Grid earth to the Server Room shall be provided. 1.2meter grid will be required

underneath on the floor.

4.2.10 External Lightning Protection


The Data Centre shall be protected with the External lightning protection measures
including followings.
A. The Data Center building shall be provided with lightning strike protection and
surge protection devices based on the IEC standard.
B. The Vendor shall describe the method of grounding for the shared equipment on
the roof (e.g. cooling tower of air-conditioning system).

4.2.11 Internal Lightning Protection


The Data Center shall be protected with the internal lightning protection measures
including followings.
A. Surge protection devices shall be provided for power supply to the Client Suite.
B. Surge protection devices shall be provided for communication system in the Client
Suite.

4.2.12 Harmonics Protection


Protection measures against possible harmonics should be provided for the Client Suite
based on IEC standards. The Vendor shall describe the protection system available in the
Data Center.

4.2.13 Remote Monitoring System


Remote Monitoring System shall be provided to monitor Client Suite operation from control
room in main Office. The Vendor shall describe the Remote Monitoring System.
The following items shall be monitored with Remote Monitoring System.
1) Operating conditions of the Client Suite (temperature, humidity, air-conditioning unit
run/stop, fault etc)
2) Power blackout at PDUs in the Client Suite
3) Water leakage in the Client Suite
4) Operating conditions of common facilities relevant to the Client Suite (temperature,
pressure, flow rate, run/stop, fault, etc)
5) Fire alarm
6) Security alarm
7) Parameters specified in Service Level Agreement
8) The measurement point of temperature for server room shall be inside the cold
aisle.
The measuring points shall be provided 1point/ 10Racks. The detailed set point is
10cm front of the rack and the 5cm above of the rack.

4.3. Mechanical Requirement

4.3.1 Cooling Load Requirement


The Vendor shall decide the useable cooling capacity for the Server room.
The useable capacity shall be calculated with Total Power with consideration of diversity
described in 4.1.1 and load from lighting and other equipment which should be calculated
separately. The capacity of the redundant unit shall not be included in the calculation.

4.3.2 Server Room Air Conditioning Requirement


Server Room air temperature is to be maintained at 24 degC +/- 2degC. The relative
humidity is to be maintained at 50+/-10%RH.

4.3.3 Chiller System Redundancy Requirement


Chillers, pumps (primary, secondary), cooling towers, and other critical equipment shall be
designed in N+1 configuration to maintain useable cooling capacity all the time.

4.3.4 Chilled Water Distribution Requirement


Chilled water distribution system shall have multiple paths with 100% useable capacity for
the Client Suite

4.3.5 Server Room Air-Conditioning (CRAC) System Requirement


A. CRAC units shall be designed in N+1 configuration for the Server room.
B. Chilled water distribution system to CRAC units in the Client Suite shall be routed
in two different and independent paths with 100% useable capacity each.
C. The piping system for CRAC units in the Server Room should be planned for easy
maintenance, and be routed in a manner to avoid the computer equipment and
cables. The Vendor shall submit piping and CRAC unit layout.
D. Air-cooled type or hybrid type CRAC units can be used for the Server room.
E. The Vendor shall describe their proposed air-conditioning system for the High
Density Racks.

4.3.6 Client Suite Cooling Requirement in the case of Power failure


A. The Vendor shall describe their uninterruptible cooling system for maintaining the
temperature to 26 degC or less in the event of power blackout. Solutions for
uninterruptible system include provision of thermal storage tank, provision of UPS
power for some of the components, and provision of quick chiller restart system.
B. In the event of instant power failure within 20 msec, chilled water shall be supplied
continuously without interruption.
C. In the event of power failure that lasted for more than 20 msec but less than 3 sec,
during the period generator shall not establish rating voltage. The Vendor shall

explain overcome the situation during the period against Server Room temperature
increasing.
D. In the event of power failure that lasted for more than 3 sec, the vendor shall
explain how to secure chilled water supply to the Server Room.
E. Planned maintenance should be performed by using redundant capacity
components and distribution paths without interrupting chilled water supply and
cooling for the Server Room.
F. In the event of city water supply fault, the chiller system shall continue operation for
more than 72 hours with emergency water storage system, or with alternative
water source such as wells.

4.3.7 Water Leak Protection Requirement


CRAC units and their piping in the Client Suite shall be equipped with leak protection
systems. The leak detectors should be provided properly in the Client Suite. The leak
detection system shall be monitored by the BMS system of the building.

4.4 Fire Protection Requirement

4.4.1 Fire Protection System


A. The fire protection system shall follow to the local codes and regulations.
B. Gas type fire suppression system shall be provided for fire protection system in the
Client Suite. Where applicable, combination of multi-zone pre-action sprinklers and
fire/smoke detector system may be provided. The vendor shall describe their fire
protection system in the proposed building.
C. The high sensitivity smoke detection system shall be provided for early fire
detection in server room.
D. Fire zoning for server room shall be protected independently.

4.4.2 Alarm Notification


Notification of the fire alarm to the BMS shall be made immediately after the initial
detection/confirmation.

4.5 Security Requirement

4.5.1 Building
A. Building security shall be man monitored and guarded on 24 hours 365 days basis.
The Vendor shall describe clearly their proposed security service and operational
procedures describing how many layers of security procedures exists from the site
entrance gate to the proposed Client Suite. The Vendor shall provide a complete

walkthrough of the process.
B. The power for building security system should be backed-up by generators and
battery system for protection against commercial power failure.
C. The building security shall include CCTV surveillance system to monitor
unauthorized entry to the building, Client Suite, common facilities, etc. The Vendor
shall describe their CCTV monitoring system for the building.
D. The access route to the Client Suite including elevators, stairs, corridors around
the Client Suite and the entrance of the Client Suite shall be monitored by the
CCTV surveillance system. The Vendor shall floor plans of the building indicating
the location of the CCTV cameras.
E. The security system shall keep operational log, record and images for at least 90
days capacity.

4.5.2 Client Suite


A. Access Door to Server Room shall be required Proximity Security Card Access
function. The Vendor shall provide room access security system at the
entrance/exit of the Client Suite to control access to the Client Suite and connect to
the building security system.
B. The main entrance to the Client Suite shall usually be locked. It shall be opened by
combination of card key and biometric access control system. Individual access
control and logging shall be required.
C. The break glass button shall be installed at the entrance door for escape at
breakdown of card key or biometric access control.
D. The alarm signal shall be transmitted and recorded when the button is operated.
E. Anti-pass-back area shall be installed at the entrance of the Client Suite. This item
may be exempted where it is used mainly for equipment delivery and maintenance
and would normally be closed and locked.
F. The Client Suite shall be monitored by CCTV surveillance system of dedicated for
BMI. The Vendor shall provide floor plan indicating the location of the cameras in
the Client Suite. CCTV camera shall be provided without any dead angles in the
server room including entrance doors.
These image data should be recorded and the data shall be kept at least 90 days.
The recorder shall be required the function for transfer the CCTV image data to the
media such as DVD or USB. Alarm function of abnormal signal of recorder shall be
required.
G. The Vendor shall provide escort and attendance when NON-registered employee
or personnel from equipment manufactures enters the Client Suite.

4.5.3 Notification
Notification of the security alarm for BMI dedicated area shall be made immediately after

the initial detection/confirmation. The alarm shall be transmitted to the BMS. The Vendor
shall describe the system for transmitting the alarm to BMI.

4.6 Communication

4.6.1 LAN Data Cable


A. The Vendor shall propose structured LAN cable system (Category-6A, 7 and
Multimode Fiber) price if the Vendor prefers to provide cables in the site.
B. The cable trays and conduits for the communication between interconnection
cables shall be proposed. And indicated in the Client Suite Layout.
C. Entry point from Cable tray to each rack should be installed Water Fall unit each
Fiber Cable should be treated by flexible conduits (PF or CD).

4.6.2 Communication Infrastructure


The Vendor shall provide communication infrastructure for the Client Suite including the
dedicated Multi-Layered cabling trays in the Client Suite that are separate from the tray
and conduits for power cables. Where both optical and metallic cables exist, they should
be installed in the separate cabling trays.

4.6.3 Point of Entry


The infrastructure shall have multiple entrance point to the building (Hereinafter "POE",
Point of Entry) and multiple risers with MDF and independent horizontal communication
paths to the Client Suite, providing communication redundancy that in the event of a
single set of communication path failure, alternative communication path shall be
established automatically to continue Data Center operation. The Vendor shall provide
illustrative schematics of their communication system cabling route. Each
telecommunication cable route should be protected by the metal pipe or conduit.

4.6.4 Telecommunication service


The Vendor shall provide the following Telecommunication service availability and
providers name.
a) High Speed Data Access to Building
b) The Vendor should state minimum of two major local carriers (Telkom, Lintasarta, etc)
into the Building via different POE. (Type-2 is not acceptable). BMI requires minimum
2 dedicated conduits in the building riser for Telco access to the Client Suite.
c) T1 (1.5Mbps), E1 (2 Mbps), DS-3 (45 Mbps) to OC-3 and Dark Fiber.
d) Ethernet / MPLS Services such as 10Mbps, 100Mbps, 1Gbps
e) Telephone Service (local, long distance and international).
f) Minimum of two major local carriers (Telkom, Lintasarta, etc).

g) DELs / POTS, ISDN BRI, PRI, E1, T1
h) Information vendor (CNN, etc.)
i) REUTERS, BLOOMBERG, SWIFT, etc.
j) INTERNET: The Vendor shall state its site internet providers, bandwidth and available
bandwidth for the Client Suite.
k) Signal Level of each Mobile Phone Company (Telkomsel, Indosat, Excelcomindo)
l) The Vendor shall provide in-house wiring charge (one time and recurring charges) for
the above circuits. In addition, Project management service shall be required inclusive
of Telecom carrier's services.

4.6.5 WAN Establishment


The Vendor shall provide communication infrastructure design and configuration for WAN
connection, in order to communicate between the Client Suite and Main Office (at
Sinarmasland Plaza), Bussines Backup Site (Cyber1 Building) and DRC Site (MM2100).
a) The client suite and main office connection should be redundant connection with
minimum of the 100Mbps bandwidth applied.
b) The different provider of of the WAN connection should be applied in this redundant
connection.
c) This new connection design should be in line with current communication which have
been run between BMI and others domestic sites (BBS, DRC Site and Main Office).
See the Appendix E. For Detail WAN Communication Requirement

4.7 Operation and Maintenance


A. The Vendor shall provide the items and the procedures of the periodical
maintenance/test run of electrical system including generators and UPS.
B. At least a single line of power supply with 100capacity for the computer
equipment and air-conditioning equipment for the Client Suite shall be maintained
without disruption during the maintenance and the line should also inspected after
the maintenance.
C. The Vendor shall submit the certification for the operation and maintenance if
vendor has. The certification will be highly considered in RFP evaluation.
D. The Vendor shall describe its organization involved in the maintenance. The
followings should be clarified;
1) Relationship with the Vendor. (e.g. a department of the Vendor? subcontracted? )
2) The number of the engineers and staff for the each service of Security Service,
Facility Operation (M&E engineer) and IT Operation (Network Operation). And the
location of the O&M office where the engineers and staff station shall be described.
If Vendor has the remote Operation and Maintenance support system, the system
shall be described with location, organization, number of the personnel of
profession.

4.8 Service Level Agreement


BMI shall require the following Service Level Agreement (hereinafter called SLA).SLA
described below will be the basis for the future negotiation.

4.8.1 Contents of Incident


A. Both system power supply failure
Switching to back up power should be automatic and uninterrupted. In the event of
both (A source, B source) system power supply failure over 20msec, it is
considered that the problem occurred.
B. The abnormalities in temperature
Maintain at 24 degree C at Cold Aisle, temperature outside 18 to 26 degree C for
15 minutes will be considered an outage.
C. The abnormalities in humidity
Machine Room relative humidity should to be maintained at 40 - 60%. In the event
of 30 minutes continuous, less than 25% or over 75%, it is considered that the
problem occurred.
D. Leakage of water
Water leakage within Suite considered as an incident.
E. Security Operation Rule Violation
Breaking of mutually agreed security operation rule considered as an incident.
F. Fire and Smoke
Fire or Smoke occurs considered an incident from outside of BMI's Suite.

4.8.2 Correspondence after incident


Correspondence expected immediately after Incident, and Objection
The Vendor should strive for restoration urgently, and Vendor should submit and perform
a recurrence prevention plan afterward. In addition, the Vendor should provide a
condition report after the measure against recurrence prevention periodically.

4.8.3 Count Rule of Incident and Credit Back


Following penal regulations shall be established. When any incident as listed in Item
4.7.1-a) to e)s phenomena occurs, it counts among 1 time.
(1) 1st Time 1/30 of a monthly amount is refunded, except Item 4.7.1-a), 30/30
of a monthly amount is refunded, when Item 4.7.1-a) was occurred.

(2) 2nd Time 7/30 of a monthly amount is refunded, except Item 4.7.1-a), 30/30
of a monthly amount is refunded, when Item 4.7.1-a) was occurred.
(3) Afterward 30/30 of a monthly amount is refunded.
A count is integrated when an incident occurs from last incident within less than 1 year.
For this reason, in order to reset the counter of incident generating, it becomes only a
case where the incident of Item 4.7.1- a) to f) does not occur over 1 year or more.
The count in which results the Right of early termination without obligation by outage or
incident is more than 5 per year.
Vendor should treat BMIs property damage (hardware and engineering labors, etc.)
while the incident as described within above Item 4.7.1- a) to f).

4.8.4 Expectation of Vendors action in while normal operation


A. Presentation of the monthly operation report of the amount of the electricity used of
each racks. The kWh meter shall be provided.
B. Presentation of the monthly operation report of month-long changes of the
temperature & humidity of each measuring point.
C. Presentation of the monthly operation report of month-long changes of the access
log in BMI site.
D. A visual confirmation inspection shall be carried out every three months for whether
there are any remains of leakage of water in a wall, the under part of the ceiling
and a floor, etc., and the report shall be prepared.

4.9 Other Requirements

4.9.1 Scope of Works by Vendor


a) The followings shall be included in the rate as works for the Client Suite.

ii) Coating for dust suppression on the floor slab surface in the Client Suite

i) Electrical facility up to PDU including PDU.
ii) Power cabling from PDU to power bars of racks in the Client Suite including RPP.

4.9.2 Work Schedule


a) The Vendor shall submit its work schedule.

4.9.3 Hand over acceptance test


The Vendor should execute acceptance test for the Client by BMI testing requirements
(Refer to attached HAND OVER ACCETTANCE TEST in Appendix F) when being ready
for handover.

4.10 Building Information


The Vendor shall provide the following information in order to assist BMI to understand
the background of the proposed building.
The Vendor shall fill in Appendix C, the Building Information Submittal form.

5. FINANCIAL SUBMITTALS

5.1. Costing Form


The form of response for costs related to all items offered should be presented as
shown in Appendix C. The Vendor shall provide any pricing or charges that will be
assessed by BMI for complying with the requirements in RFP. All items described in
RFP shall be estimated. If any item in Appendix C is to be summed with other
items, the Vendor shall note as, for example, Included in Space Cost in the
remarks.
The cost due to the price escalation will be adjusted base on the subjective
reference materials such as Consumer Price Index, authority energy rate such as
power grid, etc and shall be determined through the discussion between the client
and the successful vendor. The agreed condition shall be bound in SLA (Service
Level Agreement).

5.1.1 Space Cost


Space cost shall be specified for each room. Backyard rooms such as electrical
room and mechanical room shall also be calculated for areas and costs. Where
cost cannot be calculated individually, it may be specified as sum of several rooms.
In such case, it shall be remarked clearly in the form.

5.1.2 Energy Charge


The cost of energy, if any is to be priced, shall be proposed in the form of unit rate
(e.g. IDR/kWh). The estimated annual electrical consumption for the BMI computer
system is calculated as follows;
Estimated annual electrical consumption for computer system =
228kVA x 0.9 = 205kW
Effective Power Consumption is 205kW x 30% = 61.5kW

Note: UPS capacity specified above is only for IT computer equipment.


The Vendor shall calculate necessary UPS capacity including ancillary.

Power Consumption Charge


The Vendor shall estimate the total power consumption for the Client Suite
including those necessary for the computer equipment, air-conditioning equipment,
lighting, etc and shall propose estimated annual electrical consumption and base
unit rate (IDR/kWh).

Power Demand Charge
Power demand (IDR/kW) shall include every item necessary for the Client Suite
including those for computer equipment, air-conditioning equipment, lighting, etc
and the Vendor shall propose estimated maximum load and base unit rate
(IDR/kW/month).
The above estimated annual energy cost will be reviewed by BMI and will be bound
in SLA.

5.1.3 Facility Maintenance Cost


All cost necessary for the maintenance and replacement of the equipment for the
Client Suite shall be estimated.

5.1.4 One Time Charge


The cost for site build for all item specified in this RFP shall be estimated as the one time
charge. If any item in Appendix D is to be summed with other items, the Vendor shall
note as, for example, Included in Space Cost in the remarks.
i) Server Rack Installation cost
ii) Site architectural works cost such as the partition walls, doors and raised floor
and etc.
ii) Site electrical works cost such as PDU and power bars in rack, power cables
and etc.
iii) Mechanical works cost such as the additional cooling units for the high density
racks, remote monitoring system and etc.
iv) Fire suppression works cost
v) Security works cost
vi) Communication works cost such as metal cables and tries, optical fiber cables
and conduits, LAN Cables, WAN Connection and etc.

5.1.5 Remote hand


Remote hand service will be required. Vendor shall describe the remote hand
services and provide Price List.
