Ad-Hoc Members of the UNSC Security

Committee:

WINTER CONTIGENCY:
Operational Defense Directive
1) In the case of Covenant assault on Earth or inbound invasion detection
a) This contingency will be enacted to attempt to secure the defense and protection of
UNSC forces and Earth
2) Upon the executive authority of the UNSC Supreme Commander (UNSCSC) this
contingency defense plan shall be enacted to mandate the following to begin immediately
upon its activation:
a) All UNSC Fleet vessels within the Sol system and surrounding systems will be recalled
to Earth unless countermanded by UNSCSC.
b) All UNSC combat forces will be taken to full combat alert status (Defense Condition:
Alpha One)
i) All UNSC active, reserve, inactive reserve, and discharged personnel will be
summoned to active service and made defense capable in all respects
ii) All police, militia, and local defense forces shall be absorbed into the UNSC
command structure and armed equipped and deployed as such
3) Civil Defense Initiative Case November will be enacted
i) All hardened and subterranean structures that can be made in to civilian shelters shall
be prepared with independent ventilation and generating capacity
ii) Major population centers will begin an evacuation of all children to rural areas
(1) No persons over the age of 12 shall be permitted in the evacuation
iii) Any and all civilian personnel wishing to join the UNSC defense shall be formed into
local defense militia’s commanded by UNSC Reserve officers
