ADMINISTRATIVE INSTRUCTION - 21 GUN SALUTE FOR REPUBLIC DAY


CEREMONY FOR THE FIFTY - FOURTH REPUBLIC ANNIVERSARY OF
THE CO-OPERATIVE REPUBLIC OF GUYANA

GENERAL

1. Guyana’s Fifty-Fourth Anniversary as an Co-operative Republic will be observed


with a Flag Raising Ceremony at Parliament building on Thursday 2024-02-22 at
2200hrs.

2. The 42 Field Engineer Company, 4 Engineer Battalion will be responsible for


providing the 21 Gun Salute to commemorate this milestone.

AIM

3. The aim of these instructions is to ensure the smooth and orderly conduct of this
activity.

CONDUCT

4. The troops from the 42 Field Coy will assemble at the eastern end of parliament
building from there they will fire the 21 Gun Salute in a timely manner with respect to
the raising of the National Flag. The Gun Salute will be fired for a period to be
determined during consultation with the Inspector General. See Annex A.

TIMINGS

5. The following timings will be observed by all ranks:

a. Reveille - 0500 hrs - 24-02-22

b. Lunch - 1200 hrs - 24-02-22

c. Prep of charges - 1300 hrs - 24-02-22

d. Depart 4 Engr Bn - 1400 hrs - 24-02-22

e. Arrival at Parliament building - 1500 hrs - 24-02-22

f. Prep of firing area - 1515 hrs - 24-02-22

g. Dinner - 1800 hrs - 24-02-22

h. Rehearsals - See para. 10

i. Firing 21 Gun Salute - TBD - 24-02-22

j. Depart at Parliament building - TBD - 24-02-22

SYNCHRONIZATION

6. Synchronization will be done with the Inspector General, SO1 G1, CO 4 Engr Bn
and FSM to ensure the smooth conduct of this exercise.

11. The dress for this event will be:

MESSING

12. BComd BC(A) is requested to provide meals for 01 x Officers and 5 x Other Ranks
for the days of rehearsals and the day of the ceremony.

TRANSPORTATION

13. SO 2 G4 (Mov) is requested to provide 01 x 15 seater bus to transport troops from


HQ 4 Engr Bn to Parliament building for the rehearsals as well as for the day of the
ceremony.

ACCOMMODATION

14. This will be provided at BC(S).

MEDICAL

15. OC Medical Corps is requested to provide 01 x ambulance with medical personnel


for the rehearsals and ceremony.

COMMAND AND SIGNALS

16. Commanding Officer Signal Corps is requested to provide 03 x VHF radios for
the synchronization and coordination of 21 Gun Salute.

CONCLUSION

17. The success of this event depends totally on the effort and commitment shown by
all parties involved.

CONDUCT – 21 GUN SALUTE USING PRESET CHARGES

Conduct: This exercise will be conducted in three (03) phases.

1. Phase 1 General Preparation.

a. CSM 42 Fd Coy will collect all explosives and pyrotechnics nlt Wednesday
2024-02-14 1100hrs.

b. All pyrotechnics will be secured in the Fd Coy stores until transported to


firing area.

c. On arrival at firing area all pyrotechnics will be inspected before


deployment.

d. All three ceremonial cannons will be prepared and thoroughly inspected


before placement. A shot will be fired to commence the 21 gun salute, 1 feet of
det cord will be ignited at 3o seconds and a final blast will be ignited when the 60
seconds elapse during the first three days of rehearsals. During the final
rehearsals and the day of the even, 21 shots will be fired at 3 seconds interval for
a total of 60 seconds while the The Golden Arrowhead is being hoisted.

e. After firing the cannons will be thoroughly inspected by the OIC and other
Safety Officers and Safety SNCOs, they will be deployed for controlled placement
in predetermined areas.

2. Phase 2 Conduct of Gun Salute.

a. Three (03) minutes thirty (30) seconds will be the timing observed for the
21 Gun Salute Ex.

b. The initial firing will commence as directed by parade coordinator.


Charges will be initiated ten (10) seconds apart until the 21 12 gauge rounds are
discharged in the three (03) minutes and thirty (30) seconds as the flag is being
hoisted.

c. At the end of the 21 Gun Salute, all engineering troops are to remain in
place and await instructions as directed by OIC.

3. Phase 3 Mop up of firing area and Return to base.

a. After the 21 Gun Salute would have concluded, on the command of the
OIC, troops will begin to sweep the entire firing area for any empty shells or
casing and report them to the OIC or other Safety Officers or Safety SNCOs to be
further destroyed or rendered safe.

b. Upon completion of the clearance of the firing area a truthful declaration


will be made by all troops engaged in the 21 Gun Salute.

c. After the declaration is completed, all engineering troops will pack up all
kit and equipment. Then on the instruction of the OIC return to HQ 4 Engr Bn
BC(S).

SAFETY INSTRUCTIONS – 21 GUN SALUTE WITH PRESET CHARGES

1. The OIC is responsible for the safe conduct of all aspects of the 21 Gun Salute.

2. The two red flags flown at the boundaries of the firing area are to indicate to low
flying aircraft and persons in the area that firing is in progress and it is unsafe to fly
below a certain altitude or come within a certain boundary.

3. No one is to move during the exercise without permission.

4. All firing troops are to wear appropriate safety and protective equipment
throughout this exercise.

5. The firer will fire the cannons on command from the OIC for the
purpose of synchronization and coordination.

6. At the end of the exercise all ranks will make a truthful declaration in the
presence of the OIC.

7. All troops will adhere to the necessary action drills in the event of a misfire.

8. All cartridges are to be checked and inspected for any faults


before loading and charging.

9. All preset charges are to be inspected before and after firing to ensure no
obstructions or faults in the equipment.

10. Firing areas are to be swept before and after firing by troops.

11. No ranks or any unauthorized persons are prohibited from the firing area.

12. In event of a fire, you are to secure cannons and catridges, and relocate to a
clear, safe area. Fire extinguishers or fire buckets are to be used to put out manageable
fires, if the fire is greater leave it to necessary service personnel.
