 GHG emission from energy area occupies high rate of emission

total of Viet Nam.

technology transfer in energy area play important role towards to
low carbon economy.

• The national target program on efficient and safe energy use
• Nation target program to respond to climate change with one of
overall targets are: Ensuring national sustainable development, making
use of chance of economic development towards a low carbon
economy and participating in international community in order to
mitigate climate change, protecting climate system of earth.
•National energy developed strategies of Viet Nam up to 2020, vision
2050 shows very detail developed direction of individual energy
sector.
 4. Advantages

Chance to receive multilateral and bilateral support of other

countries to help Viet Nam responding to climate change,
 Cooperation on environment and natural resource, hence creation
good condition developing low carbon economy.
 There are policy frameworks to promote sustainable development
and low carbon development.
 5. Disadvantages

Towards to low carbon economy

Require sufficient finance and human resource that is big challenge

to Viet Nam.
Application of green development as well as development of low
carbon economy in Viet Nam is facing barrier of policy, investment
capacity, technology, international cooperation, and limited partner
network.
 6. Activities

 Vietnam has potential to carry out Clean Development

Mechanism (CDM) programs.
 Until now, Vietnam DNA has approved 135 proposal of CDM

projects, 02 proposal design the program of CDM, and 27 ideas

for CDM projects. 46 projects have been registered by the
International Executive Board of CDM, 02 projects had certificate of
4.5 million CERs
 6. Activities

 A workshop on low-carbon economy in Vietnam toward 2020 which took

place in Hanoi and Ho Chi Minh City in November 2010. Here, the
discussion at the workshop towards the prospect of successfully building a
low carbon economy in Vietnam in 2020 and orientation for the roadmap
necessary to achieve this goal.
 Up to now, Vietnam has been obtained a significant achievement in the
application of environmentally friendly technologies - reducing greenhouse
gas emissions in some sectors and areas related to the production and use
energy.
 6. Activities

 Solar energy
• In central of Vietnam: Total capacity of photovoltaic cells

were installed as 181.000W; The amount of heating water

instruments using solar energy is 131.161 units;
• In the south of Vietnam: The amount of heating water

instrument using solar energy is 1,112,920 units;

• Particularly, in the Mekong Delta: The amount of heating

water instrument using solar energy is 630.300 units.

 6. Activities

 Wind power
• August 2009, the first wind power plant in Binh Thanh Commune,

Tuy Phong district, Binh Thuan province was installed with a

capacity of 120MW (80 x 1.5 MW/ wind turbines). The first wind
turbine of 1.5 MW capacity was operating.
• Three wind power projects: 15 MW Phuong Mai 1, 26.4 MW

Phuong Mai 3, and 24 MW Khanh Hoa are now in progress.

• The wind power plants are invested and constructed by the joint

stock companies in private sector.

• Technology: 2 x 1.5MW Jenbacher gas
engine + waste water digester
• Fuel: Biogas from chicken + slaughter
waste
• Application: Off-grid cogeneration
• Electrical output: 2126 kW
• Thermal output: 1234 kW
 6. Activities

 Nhon Trach is a large-scale CDM project has been officially

recognized by EB through international evaluation. In 2010, use
to fuel switching from DO oil to associated gas, the production of
greenhouse gas has reduced about 4,000 kTCO2/year.
 Project titled “Biogas Programme for Animal Agriculture

Vietnam 2007 - 2011 " contributed to minimize the use of fossil

fuels, reduce deforestation and reduce greenhouse gas emissions.
 7. The Lessons from Actual Activities

Leaders’s interest in this will make a advantage to deverlop

low carbon economy;
 Publish awareness of in manufacture, using and
consumption will bring success;
 International cooperation and aid is necessary specialy
from deverlopment cuontry to peverloping country./.
