Acceptance of Nomination for a Second Term Plan of Action

key points for a plan of action for the next three years. Please note that these points builds on the gains and the remaining gaps that still need to be accomplished from the earlier plan of action submitted in 2008 entitled "Making a Difference" (see attached). These programs are in addition to oompleting all plans for our centennial.

1. On the revision of the curriculum and revisiting our peda/andragogies.

A. Sponsor forums and discussions on the proposed revisions to the JD curriculum which has already been presented to the faculty. Involve all alumni and students in this discussion. This should lead to a national symposium on legal education by the end of 2013.

B. Steer the existing committee on the revival and revision of the Master of Laws program so that it produces a workable, relevant and internationally competitive program.

C. Continue to conduct teaching effectiveness with the full faculty. Continue the teaching effectiveness seminar to first time professors.

D. Entice faculty to continue work on the model syllabi (submitted to the Supreme Court) produced by various committees so that they contain full reading lists for students. Have these model syllabi discussed within the full faculty and with focused

group discussions of alumni. ".e

E. Continue to work on the possible offering of Law and Economics as well as

Philosophy. Continue to offer Forensic Science taught by a forensic patholoqist'.

F. Continue to provide the forum on Legal Perspectives where individual faculty members provide briefings on contemporary issues and their various preferred interpretative modalities to first year law students.

G. Enrich the academic discussions by continuing the Alumni Talks series. This forum allows prominent members of the alumni to give a lecture to law students on issues and perspectives related to their current practice.

2. Enhance the profile and continue to provide a nurturing environment for faculty

A. Entice more regular faculty members to finish their graduate studies in law.2 Continue to provide support to tenure the new regular faculty recruited. Provide support to the regular faculty that were recruited" and recruit five (5) more".

B. Continue to invite foreign visiting professors". Increase international activities of regular faculty by continuing to provide financial and other support to assist them build their network.

C. Continue to recruit more professorial lecturers who have at least three (3) years of practice, recognized in their chosen field, with exemplary academic records.

D. Continue to provide a nurturing environment for faculty members encouraging . them in their research endeavors and publication. Manage the existing 81 textbook projects to their completion and publication. Establish the alumni textbook writing project.

E. Continue to provide the College of Law Publication Award for regular faculty members and additional benefits for professorial chair lectures.

F. Continue to build the Centennial Faculty Trust Fund which now has a commitment of One Hundred Million Pesos in existing Special Allotment Release Order

augment regular faculty compensation.

3. Admissions process and scholarship programs

A. Continue into the next phase of revising the admissions examination by allowing the faculty more control over its contents while maintaining its security. Also, by reviewing the modalities of computing for GWA from the undergraduate course.

B. Democratize the admissions process by aggressive information campaigns on the Law Aptitude Examination.

4. Student welfare

A. Continually improve the established computerized registration system through responses to feedback from students and faculty.

B. Provision of a law school counseling program for incoming and existing law students to identify their needs.

C. Modernize the scholarship program by encouraging its donors to upgrade their benefits in accordance with the already identified actual living needs of students.

D. Continue to provide ad hoc support for financially needy law students.

E. Establish a permanent forum for students to source job opportunities and for employers to contact students.

F. Continue to support student activities such as moot courts and internships.

G. Manage the completion of the already bid and awarded Centennial Law Student Dormitory by the end of 2011.

H. Continue to host the Sprint Triathlon UP Law Dean's CUp6 to encourage student organizations and fraternities to work together as well as entice individual students to be physically fit.

5. Research Agenda

A. Continue with the current thrust towards providing a relevant research agenda /}

for the law center. ".x

6 Third Dean's Cup Sprint Triathlon will be in 2011.

B. Establish a Constitutional Review Project to examine the state of effectiveness and relevance of the current constitution as well as provide a venue for debate on current proposals to amend or revise the constitution.

C. Establish a Developmental Law Project that will use interdisciplinary studies so that the law could address the impending food, water, energy and climate crises.

D. Continue with the Foreign Policy Studies Program that will be undertaken with the Senate Foreign Relations Committee?

E. Complete the current codification projects (Revised Penal Code, All Laws, Commercial Law et al).

F. Continue to support the Philippine Law and Society Review.

G. Establish and support the Philippine International Law Journal.

6. Library and tntormetion Technology Facilities

A. Maintain the current wifi network and continue to improve the content of the UP College of Law website launched this year.

B. Continue subscriptions to WESTLAW and JSTOR. Improve the physical collection of international law and public interest law materials in the library.

7. Public Service

A. Revise the Clinical Legal Education component of the Law Practicum.

B. Provide permanent forums for dialogue with legislators, the judiciary and various alumni groups.

C. Build the UP Law Extension Campus on donated land of the Bases Conversion Authority (BCDA) in Taguig with the existing One Hundred Million Pesos in Special Allotment Release Order (SARO) starting 2011 and completing in 2012. This will house some of the courses, the graduate program and various extension services of the college. It will also house a new evening section.

D. Maintain a Supreme Court Watch blog site which can brief the public as to

new decisions of the Supreme Court and update them on commentaries of the activities 0 and decisions of the judiciary. A

A. Continue to improve on benefits for administrative staff by focusing on more of relevant research and extension projects.

B. By 2012, commence the establishment and fund raising for an academic research personnel trust fund to assist REPS in the law center.

9. Fund Raising

B. Recruit more alumni to assist in fund raising activities.

A. Continue with fund raising activities by fully supporting the Alumni Relations Committee which was provided with more financial and staff support during the past term.

C. Communicate more with alumni by continuing with the program to visit their offices in various regions.

10. Maintain accountability and transparency at all times.
