Government:

 Gov: institution through which the state excercises power


 Admin: set of people currently running the institution

Two functions of gov:


a. Constituent – compulsary function which constitute the bonds of the society
[Attribute of sovereignty]
1.Keeping of order and providing for protection of persons and property from violence and
robbery
2.Fixing of legal relations between man and wife and between parents and children
3.The regulation of the holding, transimission, and interchange of property, and the
determination of its liabilities for debt ot for crime
4.The determination of contract rights between individuals
5.The definition and punishment of crime
6.The administration of justice in civil cases
7.The determination of the political duties, privileges, and relation of citizens
8.Dealings of the state with foreign powers: the preservation of teh state from external
danger or encroachment and the advancement of its international interests

b. Ministrant – optional functions intended for achieving a better life

1.Public works
2.Public education
3.Public charity,
4. health and safety regulations
5.Regulations of trade and industry

Principles determining whether or not a gov’t shall excercise certein of these optional functions:
 A gov’t shold do fro the public welfare those things whice private capitalwould not naturallt
undertake
 A gov’t should do these things which by isvery nature ut us better equipped to administer for
the publice welfare than is any private individual or group of individuals.
