Withrespecttotheprospectofadditionalcutsneededtocloseadeficitcreatedbyafailuretoratifythe SEBACdeal,OPMwillworkwitheachofyouasnecessarytotakewhateverstepsprovenecessary.Iwill beintouchwithyoutodiscussfurther. ContactInformation First, for all agencies, please provide to OPM by June 27 the contact information (name, title, phone number,email)forthepeoplewhowillbeleadineachareaforalltheentitiesnowunderyouragency.It isimportantthattherebejustonepointofcontactforeacharea: budgetandfinancialmatters; humanresources; publicinformationofficer; legal; legislativeaffairs;and informationtechnology.

I understand that many of these roles will not change, but I want to make sure that OPM and the Governorhaveuptodatelists.Wewillsharethemwithagenciesaswell. AgencyConsolidationChecklist Foragencies thatareundergoingconsolidationon July1weaskthatyou makesurecertainstepsare beingundertaken,includingthefollowing: Coordinate with the budget office (contacts attached) to ensure that any issues related to budgetareaddressedpriortothestartofthenewfiscalyear. Reviewanycontracts,grantawardsormemorandaofunderstandingtoseeiftheyneedtobe amended. Please ensure that you have any shortterm or temporary agreements in place to ensurecontinuityofoperations. ReviewstaffinglevelsandpositionsandcontacttheOfficeofLaborRelations(OLR)assoonas possibleiftherearechangesthatyourequire.AlsocontactOLRifthereareissuesorquestions involving bargaining units that may be new to your agency or the way in which positions are classified.(OLRPhone:8604186447) Reviewagencywebpages.DOITisworkingtomaketemporarychangestowebpagesalerting thepublictochangesbeginningonJuly1,andwillneedfullcooperationfromeachagencyto make permanent modifications to agency pages. Additional guidance on this process will be forthcoming from Colleen Flanagan in the Governors Office and DAS. It is imperative that Page2of5

deadlines outlined in the forthcoming guidance are adhered to as there are a number of websitesthatwillneedtobecreated/modified/reorganized. Ensurethatyouarecomplyingwithanyrecordsretentionrequirements,includingpreservation andtransferofinformationasrequired. Determine whether there are any issues regarding space allocation and the location of employeesandentitiesthatnowwillbeapartofyouragency.Ifyouwillneedtoconsolidateor moveofficeorotherworksites,pleasecontactOPMsOfficeofFinance(PatrickOBrien860 4186353:patrick.obrien@ct.gov)todiscussalternativesandforassistanceindevelopingaplan. OPMContactsandReporting Iknowthatimplementationoftheconsolidationsandmergersmaybecomplicated.Wewillmakeevery effort to insure that it goes as smoothly as possible. Attached is a list of OPM staff who have been chargedwithcoordinatingandassistingthechangesineachdepartmentasnecessary.Pleasemakesure theyreceiveallnecessaryinformationandareinformedandinvitedtoanypertinentmeetings. Inaddition,theOPMstaffassignedwillberesponsibleforcentrallyreportingontheprogressofeach consolidation.
