NEIGHBORHOOD WATCH meets the SECOND TUESDAY of alternate months at 7:00 p.m. in the clubhouse BINGO is the FIRST and LAST SATURDAY of each month. To make a donation as part of our drive, please call 510-274-1771 and leave a message or e-mail president@spanishranch1.org to request a pickup of your donation. Donations may also be dropped off at the clubhouse on Spectrum days, T or Th, 3:30-5 or at the Bingo snack bar on Bingo Saturdays. Just tell the Spectrum helpers or the snackbar staffers what its for. See specific needs list on page 12 or pick one up at the clubhouse.

HAPPY FOURTH OF JULY!!!! Please remember that the City of Hayward has a zero tolerance for fireworks within the city limits. Please be safe during this season. The summer season is in full swing by now and the pool is getting a great deal of use. Please remember, children under the age of 14 are NOT allowed to use the pool unaccompanied by an adult. Please make note of this. We are noticing a great number of children using the pool that are under 14 without an adult. This is a safety issue. They will be asked to leave the pool area until they are with an approved adult. Please save your children the embarrassment of being asked to leave by insuring that they are properly chaperoned. Do you need some activities for the children during the summer? The city of Hayward has a website that lists all the summer activities. The URL is http://www. haywardrec.org/programs.html. Please take time to take a tour and see what is interesting for the children. Lot inspections are continuing. Please take advantage of this fine weather to get a head start on your maintenance that has been deferred for the past rainy and cold months. You may have noticed that there are some new access boxes at the rear gate area. They are black in color. These are for the Hayward Police departments use only. One of the boxes has been vandalized in the short time it has been installed. These boxes are the property of the Hayward Police Department and as such they may be very interested in those that are damaging their property. Gate codes continue to be given out to strangers. Please dont for the safety of all residents. Guillermos Corner We just completed tree trimming and removal and Guillermo has gotten many thank yous for his work during this time. Car wash area and the hoses being vandalized is still an issue. Please help Guillermo and report those individuals that may be observed in vandalism. Rock throwing. Guillermo has been busy cleaning up rocks that children are throwing into the streets. Report any instances to this to the childrens parents AND the office. Jeff Stoops, Asst Manager

Bertha (Bea) Welsh 1919-2011


Longtime resident Bertha Welsh died at her home on Miranda June 15, 2011, a month shy of her 93rd birthday. She was born July 29, 1919 in New York City but moved to California in 1955. She and her late husband, Ralph, who died in January 2010, had been residents of Spanish Ranch 1 since 1982. Miss Bea, as she was known to the Spectrum staff, was active in Ladies Club and participated in, and helped with, many park activities until failing eyesight slowed her down. She remained passionately interested in people, seemed to know everyone and politics at every level. Bertha Welsh is survived by her son Harvey Welsh, his wife Janet and grandchildren Steven and Amanda, of Fresno; her daughter Marilyn Lerner, and granddaughter Sylvia, of Denver; and brother-inlaw Victor Welsh and nephew Norman Welsh, of New York. Janets sisters Karen Olson of Fresno and Suzie Olson of Surprise, AZ, came to help, and along with the rest of the family were guests at a small memorial gathering organized by Spectrum coordinator Denise West after the immediate burial required by the Jewish faith. Loving anecdotes from family and friends told of a frugal, caring, opinionated, but above all unique individual, who will be greatly missed. Shalom Miss Bea

Tools for Schools


Tools for Schools is a function of the Salvation Army in partnership with the City of Hayward. They distribute backpacks full of school supplies to those in need, which includes children connected with disabled, elderly, low-income or homeless families. This outreach is specifically for families in Hayward, Castro Valley or San Lorenzo. The distribution is divided into three categories, grades 1-3, grades 4-6 and grades 7 and 8. Some items are common to all three categories, and therefore probably needed in the largest quantity. PLEASE NOTE: they DO NOT want backpacks as these are acquired in bulk so each child gets an identical gift. Pick up a copy of this list in the clubhouse. This drive is the May, June, July effort and contributions will be collected through Sunday, July 31. The Salvation Army needs everything we collect by August 1. Meter Reader
Spanish Ranch I utility meters are read during the middle of each month. The meter reader is employed by an outside company that is responsible only for monthly meter readings and has no responsibility for the amount of your utility bills. Our meter reader, Ron, is just doing his job. You can help him do that by keeping meters clear of obstructions and by treating him with respect and courtesy.

The meeting was called to order at 7 p.m. by Vice President Judy Allen-Rogers, in the absence of President Dawn Plaskon, who was excused. Also excused was Barbara Sacks, as both she and Dawn were at a CERT training session. Present were Judy, Patty Little, Peggy Nichols, Marvin Daley, Ruth Horton and Jeanie Schultz. Kathi Calvert and Jerry Higgins were absent. Guests: June Christian, David Rojos, Clint Dean. Budget Treasurer Peggy reviewed the budget for the year which includes projected income of $700 from the March flea market and November craft fair, and expenses of $31 for the state filing fee, $50 for miscellaneous expense and donations of $50 each to National Night Out and a Halloween Party, and $100 toward Thanksgiving Dinner. Upcoming Events Dates have been secured for the Craft Fair of Saturday, November 12, 2011, and an association-provided Thanksgiving dinner on Thursday, November 24. It was noted that Advantage Homes has expressed willingness to donate for Thanksgiving dinner, and that probably other realtors would also be willing to kick in. Charity Drive It was brought up that the current charity drive for Tools for Schools isnt specific enough and that potential donors want to know exactly what is needed. Jeanie will get and post a specific list. National Night Out The agenda called for a discussion about donations to National Night Out but inquiries about needs to Neighborhood Watch chairperson Darlene Richardson had gone unanswered by the time of this meeting. The Association is donating three 12packs of soda left over from the Pool Party, and has allowed $50 in the budget for this event but further discussion was tabled until we hear from Darlene. Disaster Planning There was a lot of discussion about a disaster plan for the park, or the lack of one. Management has not yet provided a copy of the requested state-mandated park disaster plan, so the association is stymied in its efforts to design a plan that would coordinate with what the owners are supposed to have in place. Several more residents have completed the CERT training and they can be added to the core Neighborhood Emergency Response Team (NERT), along with current officers. Recent discussion from NERT centered around gathering the core team and then planning a call for volunteers at a community-wide meeting. This would dispense preparedness information and call for a ideas on disaster planning needs. A siphon pump to facilitate getting water from the pool for flushing toilets was suggested. Questions were raised about the water barrels. The ones we have are not rated for drinking water and Clint pointed out that the appropriate barrels that include a siphon pump are available at Costco. The discussion was referred to NERT and/or a future disaster planning meeting. Tree Trimming There were several questions about the tree trimming going on parkwide the day of the meeting, but no one had more than casual information. Management had not seen fit to inform residents that this would be happening, nor was it mentioned in the management column in the El Toro. Complaints were received from several people who have long-standing requests for tree trimming in place, but whose problem trees were not dealt with, at least so far in this go round. It was noted that many trees, some quite large, were being cut down entirely and not just trimmed. A resident in attendance who had asked about the project was told that the trees being taken out were dead or diseased, or in some cases presenting serious problems with roots cracking driveways or raising the homes pad. Lack of response In general there have been many complaints to members of the board about the lack of response from management or ownership with regard to specific requests and complaints. Reports to board members have been almost entirely verbal and affected residents have declined to fill out the formal suggestion/complaint form because they feel that its format is unclear and, more importantly, it has been stated that the identify of the person filing the complaint has not been kept private by current managers. Preparing Your Family for an Earthquake


When preparing for an earthquake, plan on having enough supplies to get you and your family through at least the first 72 hours. After a major earthquake, theres a good chance that traditional emergency response teams will be too busy to take care of you and your family. You need to prepare your home and neighborhood. Before a quake occurs, call your local Red Cross chapter and Office of Emergency Services to find out about their plans for emergency shelters and temporary medical centers in case of such a disaster. Establish all the possible ways to exit your house. Keep those areas clear. Know the locations of the nearest fire and police stations. Take photos and/or videos of your valuables. Make copies and keep them in another city or state. Include your babysitter and other household help in your plans. Keep an extra pair of eyeglasses and house and car keys on hand. Keep extra cash and change. If electricity is out, you will not be able to use an ATM.

The Plan
Stock up on at least a threeday supply of food, water, clothes, medical supplies and other necessary equipment for everyone in your family. Make sure everyone knows where to find them. Decide where and when to reunite your family should you be apart when an earthquake happens. Choose a person outside the immediate area to contact if family members are separated. Long distance phone service will probably be restored sooner than local service. Do not use the phone immediately after an earthquake. Know the policies of the school or daycare center your children attend. Make plans to have someone pick them up if you are unable to get to them. If you have a family member who does not speak English, prepare an emergency card written in English indicating that persons identification, address and any special needs such as medication or allergies. Tell that person to keep the card with him/her at all times.

Conduct Earthquake: Duck, Cover and Hold drills every six months with your family. Know the safest place in each room because it will be difficult to move from one room to another during a quake. Locate the shutoff valves for water, gas. and electricity. Learn how to shut off the valves before a quake. If you have any questions, call your utility company. Make copies of vital records and keep them in a safe deposit box in another city or state. Make sure your originals are stored safety.

General Tips
Stay away from heavy furniture, appliances, large glass panes, shelves holding objects, and large decorative masonry, brick or plaster such as fireplaces. Keep your hallway clear. It is usually one of the safest places to be during an earthquake. Stay away from kitchens and garages, which tend to be the most dangerous places because of the many items kept there.

Weekends / Holidays, service is from 6:32am until 6:32pm. Weekdays, returning from South Hayward BART, board the counter-clockwise, Tampa directional bus hourly from 6:30am until 8:30pm, arriving Spanish Ranch at 6:42am until 8:42pm. Weekends and Holidays, service is from 6:00am until 6:00pm. Weekdays, going to Union Landing, board the bus at the corner in front of the 2 houses at Tampa / Folsom hourly from 6:37am until 8:37pm, arriving at Union Landing at 6:54am until 8:54pm. On Weekends/ Holidays, service is from 6:37am until 6:37pm Weekdays, returning from Union Landing, Board the clockwise, Tampa directional bus hourly from 6:22am until 8:22PM, arriving Spanish Ranch at 6:39am until 8:39pm. Weekends / Holidays, service is from 6:22am until 6:22pm. Additional frequency (now every 45 minutes, as opposed to every 1-2 hours) has been added to the Tuesday & Friday shoppers shuttle (Spanish Ranch to Southland Route 391). Busses now leave the Spanish Ranch Clubhouse at 10:10, 10:55, 11:40am, 12:25, 1:10, and 1:55pm and arrive at Southland Mall at 10:35, 11:20am, 12:05, 12:50, 1:35, and 2:20pm. NOTE The last trip leaving Spanish Ranch at 1:55pm which arrives at Southland Mall at 2:20pm has no direct return trip back to Spanish Ranch. Return trips leave Southland Mall at 10:42, 11:27am, 12:12, 12:57 and 1:42pm, arriving back at Spanish Ranch at 10:55, 11:40am, 12:25, 1:10, and 1:55pm. Route 22: For those who wish to walk to/from Tennyson Ave, on weekdays route 22 will go to the South Hayward BART station every 30 minutes from 6:22am until 11:22pm weekdays, and hourly on weekends and holidays from 6:22am until 11:22pm. From the South Hayward BART station going down Tennyson will leave every 30 minutes from 6:04am until 11:04pm weekdays, and hourly on weekends and holidays from 6:17am until 11:17pm. Route 22 is a circular route, serving Tennyson, Hesperian (both Chabot College and Southland Mall), Winton, and both Hayward and South Hayward BART stations along Mission Blvd. Visit AC Transits web site at www.actransit.org for more information.
