1.1
GENERAL CONDITIONS
Definitions
The following definitions shall apply throughout the Conditions of Membership:
1.1.1 AIQS means the Australian Institute of Quantity Surveyors 1.1.2 Allied Discipline shall mean Architecture, Building, Engineering, Cost Engineering,
Economics, Land Economy, Management or similar discipline.

1.1.4 Approved Employment (unless otherwise noted) shall mean full time salaried employment

1.1.5 Approved Supervision (unless otherwise noted) shall mean direct supervision within an

1.1.8 Corporate Grades of membership having the right to vote in Institute affairs shall comprise:

1.1.9 Degree means having undertaken theoretical study and been awarded a degree by an
accepted educational body having undertaken the equivalent of a three year full time course. awarded a diploma in Quantity Surveying or in an allied discipline by an accepted educational body having completed the equivalent of a two year full time course.
1.1.10 Diploma and Diploma course level means having undertaken theoretical study and been

1.1.11 Good standing as applied to a member of the AIQS, or any other Institute of quantity
surveyors/construction economists, means the member is currently financial and not subject to any disciplinary action or penalty eg suspension or expulsion.
1.1.12 Institute means the Australian Institute of Quantity Surveyors. 1.1.13 Lapsed Member means a member who has failed to pay the annual subscription by the
due date and who has been advised in writing that their institute membership has lapsed.
1.1.14 Management Responsibility (unless otherwise noted) shall mean leadership and direct
supervision of staff members within a project team, setting up systems for the effective management of activities, managing all Quantity Surveying activities on smaller projects, controlling project outcomes, liaising with clients and the like.
1.1.15 Mentor means a person appointed to act as a supervisor to an APC candidate from outside

1.1.20 Recognised Practical Experience unless otherwise noted means the gaining of experience
of required Competencies or Competency groups during a period of Approved Employment under Approved Supervision. Competencies and specific experience in two of the three competency/experience groupings as set out and some knowledge of support competencies and specialist areas.
1.1.21 Reasonably Balanced Experience means the gaining of a broad range of experience in the

1.1.23 Reinstatement Fee means a fee payable in addition to backdated subscription payable by
lapsed members who apply for re-instatement of membership.
1.1.24 Supervisor (unless otherwise noted) shall mean a Quantity Surveyor who is a corporate
member of the Institute or a corporate member of a Recognised Institute of Quantity Surveyors who directly supervises a candidate within the same organisation.
1.1.25 Tertiary Course Guide means the Tertiary Course Guide published annually by the Institute
setting out details of University and TAFE Courses accredited or recognised by the Institute.
1.1.26 Working Experience means working as a Quantity Surveyor in Quantity Surveying. 1.2 Corporate Membership
Admission to Corporate Membership of the Institute is open to any person who has the required level of academic qualifications and recognised practical experience and has been actively engaged in any branch of the profession of Quantity Surveying, however called, and whose attainments and qualifications are recognised by Council as falling within those prescribed for Fellows and Associates. Active engagement includes: Private practice as a Quantity Surveyor, or The principal or a partner or member of a firm or working director of a corporation practising as Quantity Surveyors, or The employee of a partnership or firm or individual or corporation practising as Quantity Surveyors, or In the employment as a Quantity Surveyor of any Government or municipal or local or other authority or public body, or In the employment as a Quantity Surveyor of a firm actively engaged in the design, construction or development of building or engineering structures or projects, or A qualified Quantity Surveyor engaged as a tertiary academic. Candidates for election to Associate membership are required to pass the Assessment of Professional Competence to demonstrate the required recognised practical experience. All corporate members are required to undertake a Continuing Professional Development program by continuously updating their practical experience.
1.3
Non-Corporate Membership
Student and Probationer membership is provided to enable the Institute to advise and guide candidates for Corporate Membership during their study and/or training. Student members shall be engaged in study to obtain Approved Academic Qualifications whilst Probationer members shall have completed their degrees and intend completing the APC requirements. The Affiliate stream of membership is provided for those with Quantity Surveying experience without the Approved Academic Qualifications or those in disciplines allied to Quantity Surveying who have demonstrated Quantity Surveying experience. Students from technical courses may join the Institute as Student members, proceed to Technician membership on gaining their diploma and to Affiliate membership after a period of Practical Experience. Retired membership is provided for Fellows, Associates and Affiliates who have reached the end of their working careers in Quantity Surveying.
1.4
Compliance with Articles of Association, By Laws, Regulations and Code of Professional Conduct
All persons who are members of the Institute are bound to comply with the Articles of Association, By Laws and Code of Professional Conduct of the Institute. The Articles of Association contain compliance rules. Only persons who agree to comply with these matters should seek to obtain or maintain their membership.

Confirmation of Membership
Persons admitted or elected to membership in any class shall be advised in writing by National Office. Admission to membership by Council shall not be effective until entered in the Register of Members by the National Membership Officer of the Institute who may refuse to do so only if in his/her knowledge the applicant has been refused previously or has been expelled from membership by the Institute.
1.7
Diplomas of Membership
The Institute shall have power to grant Diplomas of Membership in such manner as the Council of the Institute may from time to time prescribe. Provided that every diploma on the face of it shall show that it is a diploma granted by the Institute in accordance with the Articles of Association. Diplomas shall not take effect under any statutory or public power. Every Corporate member and such other members as the Institute shall determine shall be entitled to obtain a Diploma of Membership, subject to such conditions and on payment of such subscriptions or other sums as the Council may from time to time prescribe. All diplomas issued shall be the property of the Institute and any person ceasing to be a member shall deliver back to the Institute his or her Diploma of Membership.

Attachment to Chapter
Members of the Institute shall ipso facto be attached to the Chapter covering the area in which they permanently reside. Members who reside outside Australia will be attached to the Overseas Section (OSS). Persons elected to Corporate membership may elect to remain attached to their initial Chapter even though they become permanently resident beyond their Chapter boundaries.

STUDENT MEMBERSHIP
MEMBERSHIP REQUIREMENTS

2.1.1 Definitions
2.1.2 Prerequisites
Be a Student who has been accepted for and has commenced an accredited degree or recognised TAFE course listed in the Tertiary Course Guide OR Be a student in a degree course of Quantity Surveying that is not listed in the Tertiary Course Guide. Be a student in a degree course of an Allied Discipline who intends making a career in Quantity Surveying.
2.1.3 Nomination
Applicants for Student Membership shall be proposed by: A Corporate member in Good Standing of the Institute OR a Corporate member in good standing of a Recognised Institute of Quantity Surveyors OR a member of academic staff of a course listed in the Tertiary Course Guide.
2.1.4 Benefits
Students who have been accepted for and have commenced an accredited degree or recognized TAFE course are eligible for concessional subscriptions. (This concession is subject to annual certification and is not normally available for more than five years or to students who commence an APC Diary/Logbook before completing their course). May attend and speak at any meeting of the Institute May serve as a committee member (but not hold any office of the Institute or Chapter). May enjoy all the other benefits of members e.g. discount schemes, publications etc.
2.1.5 Restrictions
Student Members may not vote at Annual, Special, Ordinary or General Meetings of the Institute or Chapter. Student members are precluded from holding the offices of President, Vice President, Treasurer, Secretary or Councillor of the Institute or a Chapter. Student members may not nominate candidates for any grade.
2.1.6 Advancement
Students from accredited degree courses may advance to Associate (Corporate) grade upon gaining Approved Academic Qualifications, entering and continuing Approved Employment and passing the Assessment of Professional Competence requirements, i.e., candidates must be eligible for and pass through Probationer grade. Students from recognised TAFE courses may advance to Technician grade membership on obtaining a Diploma on completion of their course and then to Affiliate following five years of QS work experience.

2.2.2 Application
Candidates shall complete the application form following commencement of an accredited degree or recognised TAFE course as follows: Applicants shall provide details of the course including full name of the course, University and Campus, year of commencement etc. Application shall be signed by a proposer who shall be: a Corporate Member in Good Standing of the Institute, or a Corporate Member in Good Standing of a Recognised Institute of Quantity Surveyors, or a member of academic staff of the University or TAFE with responsibility for the course (course co-ordinator).
2.2.5 Other
Applicants under Clause 2.2.3 (b) are advised to contact the National Membership Officer to discuss their course content and identify any further areas of study that may be necessary to proceed to Corporate Membership.

TECHNICIAN MEMBERSHIP

3.1.1 Definitions
3.1.2 General
Technician membership is provided for: Persons who have obtained TAFE diplomas from recognised courses who intend making a career in Quantity Surveying. Persons with diplomas in Quantity Surveying and some practical experience.
3.1.6 Nomination
Applicants for Technician Membership who are not already Student members shall be proposed by: a Corporate member in Good Standing of the Institute, or a Corporate member in good standing of a Recognised Institute of Quantity Surveyors, or a member of academic staff of a recognised education institute listed in the Tertiary Course Guide.
3.1.7 Admission
Applicants for Technician membership who are not Student members shall pay a nonrefundable application fee with their application. No application will be considered until the application fee is received. Upon acceptance of the application the applicant shall be advised and a notice issued for the first annual subscription. Upon payment of the first annual subscription he/she shall become a member.

Candidates who have obtained diplomas from recognised TAFE courses listed in the Tertiary Course Guide shall complete the application form following completion of a course of studies as follows: Applicants shall provide details of the course including full name of the Course and Campus, date of completion of course. Application shall be signed by a proposer who shall be: a) a Corporate Member in Good Standing of the Institute, or b) a Corporate Member in Good Standing of a Recognised Institute of Quantity Surveyors, or c) a member of academic staff of a recognised education institute listed in the Tertiary Course Guide.
Candidates with diplomas from courses other than recognised TAFE courses should contact the National Membership Officer and advise their particulars and details. Applicants may be required to undertake further studies to make up course content.

PROBATIONER MEMBERSHIP
MEMBERSHIP REQUIREMENTS

4.1.1 Definitions
4.1.2 General
Probationer membership is provided for: Graduates who have obtained Approved Academic Qualifications who intend taking the Assessment of Professional Competence. Corporate members of Recognised Institutes of Quantity Surveyors obtaining Recognised Practical Experience. Student members who hold degrees that do not constitute Approved Academic Qualifications may be required to undertake further studies to proceed to Probationer Membership. Such studies may comprise additional subjects to make up course content or additional recognised practical experience during Assessment of Professional Competence. Affiliate Members who have gained Approved Academic Qualifications shall have the same rights as Probationer Members.
4.1.3 Prerequisites
Be engaged in the practice or teaching of Quantity Surveying AND Possess Approved Academic Qualifications and on admission undertake to commence and complete within a maximum of five years the necessary Recognised Practical Experience for advancement to Corporate Membership.
4.1.4 Employment
Probationer Members shall enter into and maintain Approved Employment under Approved Supervision.
4.1.5 Nomination
Applicants for Probationer Membership who have not previously been a Student Member shall be proposed by: a Corporate member in Good Standing of the Institute OR a Corporate member in Good Standing of a Recognised Institute of Quantity Surveyors OR A member of academic staff of a recognised tertiary education institute listed in the Tertiary Course Guide.
4.1.6 Admission
Applicants for Probationer membership who are not Student members shall pay a nonrefundable Application Fee with their application. No application will be considered until the Application Fee is received. Upon acceptance of the application it will be placed on the next Postal Ballot to the National Council for formal admittance. The applicant shall then be advised and a notice issued for their first annual subscription. Upon payment of the first annual subscription he/she shall become a member.

Probationer Members may not vote at Annual, Special, Ordinary or General Meetings of the Institute or Chapter. Probationer Members are precluded from holding the office of President, Vice President, Treasurer, Secretary or Councillor of the Institute or a Chapter. Probationer Members may not nominate candidates for any grade. A time limit of five years applies to this grade. Persons remaining as Probationers after this time shall pay the subscription for Associate grade under 35 years but without any rights to that grade.
4.1.10 Advancement
May advance to Associate (Corporate) grade upon successfully completing the Assessment of Professional Competence.

AFFILIATE MEMBERSHIP
MEMBERSHIP REQUIREMENTS

5.1.1 Definitions
5.1.2 General
Affiliate membership is intended for: Technician members who have gained the required Practical Experience defined in 5.1.5. persons with Approved Academic Qualifications currently unable to complete the Assessment of Professional Competence (no time limit applies in this grade) Non-Quantity Surveying Graduates working as Quantity Surveyors. persons with diploma level qualifications and with significant Practical Experience and Approved Employment as defined hereafter. Candidates under the age of 26 will not normally be considered for this grade of membership but exceptions may be made if the Chapter Council considers that a level of Practical Experience over the basic requirement can be demonstrated.
5.1.3 Prerequisites
Be a Technician member with not less than five years Practical Experience in Approved Employment. Be engaged in the practice of Quantity Surveying AND Be a Non-Quantity Surveying degree holder with not less than three years Practical Experience in Approved Employment OR Hold a Diploma in Quantity Surveying or Allied Discipline and have not less than five years Practical Experience in Approved Employment.
5.1.6 Nomination
Applicants for Affiliate Membership shall be proposed by: a Corporate member in Good Standing of the Institute, or a Corporate member in good standing of a Recognised Institute of Quantity Surveyors, or a member of academic staff of a recognised education institute listed in the Tertiary Course Guide.

5.1.8 Benefits

Affiliate members may not nominate candidates for any grade.
5.1.11 Advancement
Affiliate members considering applying for advancement to Corporate (Associate) grade should closely study the requirements of Section 6 and 7 of these Conditions. Particularly it should be noted that the requirements for Practical Experience, Approved Employment etc for Affiliate membership are different to those for Associate membership. Affiliate members may advance to Corporate (Associate) grade provided they can demonstrate Approved Academic Qualifications (as defined), Recognised Practical Experience, Approved Employment and completing the Assessment of Professional Competence requirements.

5.2.1 Generally
5.2.2 Application
Candidates shall complete the application form including details of relevant academic qualifications. The application must be signed by an approved person who is a corporate member of the AIQS or a corporate member of an AIQS recognised professional institution or a member of academic staff of a AIQS recognised education institute. Applications will not be processed unless accompanied by the following separate documents etc: a) Copies of certificates verifying qualifications and/or membership.

Schedule of recognised practical experience. (Refer Clause 5.2.4(a)) Details of approved employment, including letter from employer. (Refer Clause 5.2.5) Statement of experience. (Refer Clause 5.2.4 (b)) Details of Approved Supervision including names and qualification of Supervisors and periods of approved supervision. An organisational structure may be required to show the line responsibilities between the Candidate and the Supervisor and letters of confirmation from the supervisor (Refer Clause 5.2.6) A non-refundable Application Fee for applications from other than Technician member applicants.

b) A Statement shall be provided indicating the experience activity in which the Candidate has significant experience with substantive detail. More than one activity can be included. Candidates are referred to the Competency Standards for Quantity Surveyors, Construction Economists and Cost Engineers for details of the competencies (experience) on which the AIQS practical experience requirements are based. The following abbreviated listing of the three core competency groups is provided for guidance only and does not override the competency standards. (i) Design Cost Advice, Cost Planning and Cost Engineering Unit 1 Strategic Planning Unit 2 Budgetary Process Unit 3 Cost Estimating Unit 4 Cost Planning Preparation of economic and financial analyses for the life of a construction project. Establishment of project budget and budget reporting systems. Preparation of cost reports. Preparation and use of cost analyses. Preparation of estimates based on sketch plan and/or detailed design. Preparation and use of detailed budgets and cost plans to effectively manage the costs of the project during the development stages. Calculation of projected cash flows.
(ii) Contract Documentation and Procurement Unit 5 General Procurement Advice. Unit 6 Quantification, Measurement and Documentation Unit 7 Tendering Process Provision of advice on project delivery systems and tender conditions Understanding of standard forms of contract Preparation of Bills of Quantities, knowledge of methods of measurement, quantity checks, preparation of addenda etc. Evaluation of tenders Contractual advice on letting sub-contracts, material purchase orders etc. Generation of contractual correspondence.
(iii) Post Contract Services including:Unit 8 Account Management Unit 9 Change Management Cost management, giving cost advice during the progress of the works estimating the total cost during the progress of the works reporting on the financial effects of problems or changes arising during the progress of the works. Preparation of valuation for interim certificates, recommendation of progress claims and reporting on all matters in connection. Agreement and settlement of final accounts. Evaluation negotiation and reporting on cost claims and variations.
In addition to the above, candidates knowledge and experience of any of the following specialist and support competencies will be taken into account in assessing Practical Experience:Unit 10 Claims and Dispute Resolution Unit 11 Financial Audit Unit 12 - Resource Analysis Unit 21 - Feasibility Studies Unit 22 - Life Cycle Cost Analysis Unit 13 - Computer Services Unit 14 Construction Technology Unit 15 - Government Regulation and law

5.2.7 Other
Chapters/OSS Committee reserve the right to contact candidates, or conduct brief interviews to substantiate or explain information provided.

6.1.1 Definitions

Approved Supervision (unless otherwise noted) shall mean direct supervision within an organization by a corporate member of the Institute or a corporate member of a Recognised Institute of Quantity Surveyors. Assessment of Professional Competence (APC) means a period of recognized practical experience additional to time spent in gaining Approved Academic Qualifications (unless otherwise noted) during which a diary and logbook or work experience is kept leading to a panel interview to discuss the work experience gained. Competencies or Competency Standards mean Competency Standards for Quantity Surveyors, Construction Economists and Cost Engineers published by the Institute. Quantity Surveying means the science or profession concerned with: building and engineering economics financial, resource and contractual management dispute resolution quantification of material and labour inputs.

Recognised Practical Experience unless otherwise noted means the gaining of experience of required Competencies or Competency groups during a period of Approved Employment under Approved Supervision. Reasonably Balanced Experience means the gaining of a broad range of experience in the Competencies and specific experience in two of the three competency/experience groupings as set out and some knowledge of support competencies and specialist areas. Supervisor (unless otherwise noted) shall mean a Quantity Surveyor who is a corporate member of the Institute or a corporate member of a Recognised Institute of Quantity Surveyors who directly supervises a candidate within the same organisation.

Tertiary Course Guide means the Tertiary Course Guide published annually by the Institute setting out details of University and TAFE Courses accredited or recognised by the Institute.
6.1.2 Generally
Associate Membership is provided for applicants who are either: a) Institute Members who have Approved Academic Qualifications and who have undertaken and satisfactorily completed the standard Assessment of Professional Competence process b) Expert and experienced Quantity Surveyors who by reason of advanced knowledge or competence can demonstrate superior proficiency in Quantity Surveying and who hold a position of Management Responsibility. Such applicants shall complete a modified Assessment of Professional Competence process. The above entry routes are hereafter referred to as the Standard Entry Route and the Specialist Entry Route. Requirements for the Specialist Entry Route are covered in Section 7 of these Conditions.
6.1.3 Prerequisites
All applicants shall: Be engaged in the practice or teaching of Quantity Surveying Possess Approved Academic Qualifications Hold a professional position of responsibility Have received practical training in Quantity Surveying under Approved Supervision Be able to demonstrate practical experience in two of the following areas: - Design cost advice, cost planning and cost engineering - Contract documentation and procurement - Contract administration Have gained experience on a variety of project types Have passed the Assessment of Professional Competence Be a person of good character Demonstrate a willingness to take part in Institute affairs Once elected undertake to fulfill such Continuing Professional Development requirements that the Institute shall require.
All applicants using the standard entry route shall: Be a Student, Probationer or Affiliate for not less than two years immediately preceding application for Corporate membership OR Be a Corporate member in good standing of a Recognised Institute of Quantity Surveyors and a Probationer of this Institute for not less than one year immediately preceding application for Corporate membership
The Diary/Log that candidates are required to keep is monitored on a regular basis to check that candidates are acquiring a suitable balance of experience. The APC process finishes with a panel interview during which candidates are required to demonstrate their experience and Professional Knowledge. The interview is not intended as an examination but candidates are expected to show confidence in their abilities and commercial awareness of what is involved in being a Quantity Surveyor.
Persons who have not obtained Approved Academic Qualifications shall not commence keeping a Diary/Log without written approval of a Chapter Council or the Overseas Section Committee. Applicants will only be considered eligible for a panel interview if after 24 months or such other period as defined, their diary/log shows a satisfactory balance of experience and is not deficient in any way. Failure to comply with any of the requirement, of the APC Guidelines and Rules may lead to the period of assessment being extended. Should an applicant fail the interview three times they will not be allowed a further interview.
6.1.6 Nomination
Applicants for Associate Membership under the Standard Entry Route shall be proposed by: a Corporate member in Good Standing of the Institute OR a member of the Chapter Council dealing with the nomination if so requested.
6.1.7 Benefits

6.1.9 Advancement

6.2
6.2.1 Generally
Applicants from outside Australia shall whenever possible undertake the Assessment of Professional Competence in their country of residence. Candidates may apply to the AIQS for a preliminary opinion on the suitability of their proposed employment and arrangements for obtaining experience. If the AIQS is not satisfied with the arrangements which candidates propose, the AIQS may grant recognition for a limited period, subject to candidates obtaining wider experience elsewhere at a later date.
The following candidates should enroll as Probationers: Holders of degrees from tertiary education institutes for accredited courses approved by the Institute in accordance with standards and procedures published and listed in the Tertiary Course Guide published by the Institute Holders of degrees from tertiary education institutes for accredited courses approved by Recognised Institutes of Quantity Surveyors (RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS)
Candidates must continue to hold one of the above classes of membership throughout the prescribed period of approved work experience towards their Assessment of Professional Competence. The two year requirement for assessment is reduced to one year for candidates who are corporate members of a Recognised Institute of Quantity Surveyors (RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS). It should be noted, however, that their previous two years of approved work experience will be taken into account and the one year period shall commence from the date when they become a Probationer member of the Institute.

Candidates are referred to the Competency Standards for details of the various competencies, elements and performance standards that make up the experience requirement for the Assessment of Professional Competence. Candidates are required to show Reasonably Balanced Experience in at least two of the three groups listed below. Candidates recording more than half of their time in any one of the groups would not generally be seen as having demonstrated the balance of experience required. In addition to the above candidates may elect to include in the Diary/Log in the Specialisations section time spent working on matters covered by Competency Standards other than those listed above provided such time does not constitute more than 10% (ten percent) of total time. Time spent on these specialisations will be recognised by the Interview Panel during the Specialist Knowledge part of the Interview. Specialisations under this category comprise:Claims and Dispute Resolution Unit 10 Financial Audit Unit 11 Resource Analysis Unit 12 Feasibility Studies Unit 21 Life Cycle Cost Analyses Unit 22 Tax Depreciation Unit 23 Project Value Management Unit 28 Other Specialist Units included in the Competency Standards would not normally be expected to be carried out during the APC process. If experience is gained in these other competencies then they can be added to the log/diary. (Refer Units 16, 17, 18, 19, 20, 24, 25, 26, 27, 29, 30, 31.) When entering the Nature of Work carried out in the Diary/Log candidates are required to enter the Element code reference to coincide with the Competency Standards.
The two years period of approved work experience applies to: persons who have obtained Approved Academic Qualifications commencing from the completion date of their course of study; Students undertaking a course having a course length of five years or more and leading to Approved Academic Qualifications who enter into employment approved by the AIQS during the last two years of courses undertaken; and who have written approval from a Chapter Council. Probationers commencing from date of entry to that grade. Work experience may be obtained from: Professional Consultants The office of a corporate member of the AIQS or a corporate member of an AIQS Recognised Institute of Quantity Surveyors who the AIQS Council considers upholds sufficiently high professional and technical standards. Government Departments, Local Authorities, Statutory Undertakings The office of a quantity surveyor, architect or engineer where the candidate is: employed in a separate and properly organised quantity surveying/construction economics department; and under the supervision of a corporate member of the AIQS or a corporate member of an AIQS Recognised Institute of Quantity Surveyors and who the AIQS Council considers upholds sufficiently high professional and technical standards. Builders and Contractors A firm where the candidate is: employed in a separate and properly organised quantity surveying or construction economics or estimating or measuring department; and under the supervision of a corporate member of AIQS or a corporate member of an AIQS Recognised Institute of Quantity Surveyors and who the AIQS Council considers upholds sufficiently high professional and technical standards. Other Commercial Undertakings Enterprises are considered on their merits in the light of the extent to which they can provide candidates with the Recognised Practical Experience.
Supervisors The work experience of a candidate must be supervised by a person who: is a corporate member of the Institute or of a Recognised Institute of Quantity Surveyors (RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS); and the Council considers upholds a sufficiently high standard of professionalism and supervision. Is resident in the same country as the candidate. Is a member of a properly structured quantity surveying section within the candidates work place. Supervision of candidates may be by either: a Corporate member in Good Standing of the Institute, or a Corporate member in Good Standing of a Recognised Institute of Quantity Surveyors (RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS).

Supervisors Duties Prior to commencing the Diary/Log part of the APC process candidates shall ensure that their Supervisor has a proper understanding of the Institutes requirements and the Supervisors role in ensuring that the candidate receives the range of experience required of the candidate. Details of relevant documentation such as APC guidelines, Competency Standards and Diary/Log processes shall be made available to the Supervisor. The Supervisors role is: To sign off Diary pages on a monthly basis To sign off the Analysis sheet every three months To monitor the candidates progress every six months by reviewing the experience being demonstrated by the Diary/Log and ensuring when possible that the required balance of experience is being achieved. To provide regular training, support, guidance and counseling in support of the Candidates professional development. Mentors Where candidates are unable to obtain approved supervision from within their normal workplace environment the Institute may allow supervision by a Mentor from outside the candidates workplace. Requirements for mentors comprise: a mentor shall be a corporate member of the Institute or of a Recognised Institute of Quantity Surveyors (RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS) and satisfy the requirements for supervisors. A mentors working background should be the same as the candidates eg professional office, contracting organization, etc. Full time lecturers shall not be eligible for appointment. A mentor shall not come from any organization (partnership or corporation) where any personal or commercial conflict of interest may or could exist with the organization employing the candidate. Candidates being supervised by a Mentor shall not commence the APC process until approval for the Mentor appointment has been finalised.

Log analysis The log is an integral part of the diary provided by the AIQS. Its purpose is to enable each candidate to present an analysis of their professional experience in a chronological order based on entries in the diary. It will assist the assessors in determining the adequacy and balance of candidates professional experience. In addition, it will provide an easy reference to any particular aspect of the experience set out in the diary. Details must be drawn from the diary at the end of each month. The experience during that month must be analysed and entered in days or half days under the Competency Element reference and monthly heading of an analysis sheet. At the end of every three months, the analysis sheet must be signed by the candidate and their supervisor or mentor. In addition, the professional qualifications of the supervisor or mentor must be shown in each candidates log. Inspection of diary/log At the end of every six months of experience achieved, the candidate must submit the original diary/log to their local Chapter or Overseas Representative or Overseas Committee Review Panel for scrutiny and comment. (NB: Members should keep a copy). After inspection the diary/log will be returned, and any observations provided. All candidates will be advised of any major deficiencies in their experience and the form in which the remainder of their experience should then take. Failure to follow the Guidelines or observe the comments provided before the final assessment may result in the period of Assessment being extended.

For candidates outside Australia, the Interview/Review Panel of local Corporate Members of the AIQS must be set up with the approval of the AIQS Overseas Section Committee. In the event that no such members are available, the AIQS Council or Executive will direct the composition and location of the Panel. In all cases the candidates past and present employers and/or supervisor must be excluded from the Interview /Review Panel.

Construction Technology (Unit 14) including construction processes, building materials, principals of construction etc. Government Regulation and Law (Unit 15) including standards and codes relating to construction. d) Specialisations as listed in Clause 6.2.5 above with reference to the Competency Standards including: Claims and Dispute Resolution (Unit 10) including processes for the evaluation of and settlement of contractual claims. Financial Audit (Unit 11) including audit procedures in relationship to design documentation, compliance issues and project delivery. Resource analysis (Unit 12) including analysis of resource requirements, productivity and resource productivity. Feasibility Studies (Unit 21) including the viability of a project over its expected life, property economics issues etc. Life Cycle Cost analysis (Unit 22) covering the total cost of ownership over the whole life of a property asset. Tax Depreciation (Unit 23) including basic principals and methods used in the calculation of appropriate tax depreciation write offs. Project Value Management (Unit 28) including understanding of Value Management procedures and the role of the Quantity Surveyor in Value Management focus sessions. It should be noted that the APC interview is a confirmation that the candidate can demonstrate experience indicated in the Diary/Log and can sufficiently demonstrate the Professional Knowledge requirements.

6.3
6.3.1 Generally
6.3.2 Prerequisites
A mentor shall be a corporate member of a Recognised Institute of Quantity Surveyors and satisfy the requirements for supervisors set out in the APC Guidelines. AIQS office holders of the Institute or Chapter or officials of the Overseas Section may be eligible to be Mentors but not participate in an APC interview for those they mentor. A mentors working background should be the same as the candidates eg professional office, contracting organization etc. Full time lecturers shall not be eligible for appointment. A mentor shall not come from any organization (partnership or corporation) where any personal or commercial conflict of interest may or could exist with the organization employing the candidate. A mentor shall not be related to the candidate.
6.3.3 Appointment
Responsibility for appointment of a mentor shall be with the Chapter or, in the case of candidates outside Australia, with the Overseas Section Committee. Where the Overseas Section Committee has a designated overseas representative or committee in a particular country, the responsibility for appointment shall be with that representative or committee. A nominee for appointment as a mentor shall complete a Mentor Appointment Form agreeing to undertake the role. Mentors shall be given written notification of appointment after approval of the Mentor Appointment Form and the candidate similarly advised.
6.3.4 Responsibilities
Candidates may suggest a suitable person, but generally the finding and appointment of a mentor is the responsibility of the Chapter or Overseas Committee (where there is no representative or overseas representative) following written request from a candidate. Prospective Mentors shall familiarize themselves with the Assessment of Professional Competence Guidelines prior to completing the Mentor Appointment Form. Immediately following appointment a mentor shall liaise with the candidate and candidates employer to establish the suitability of the employment to provide the required level of recognised practical experience. The Chapter or Overseas Committee where there is no representative or overseas representative shall be notified if it is considered that the employer cannot provide the required level of recognized practical experience. Mentors shall provide regular counselling, guidance, progress monitoring to candidates and shall meet with the candidate at a minimum of once every two months. Mentors shall sign the Diary/Log book prior to each six monthly review. If the mentor considers a candidate is gaining insufficient variety of practical experience, the Chapter or Overseas Committee and representative shall be informed at the earliest possible time. Any such report whenever possible shall be submitted prior to the next logbook inspection.

Degree means having undertaken theoretical study and been awarded a degree by an accepted educational body having undertaken the equivalent of a three year full time course. Diploma and Diploma course level means having undertaken theoretical study and been awarded a diploma in Quantity Surveying or in an allied discipline by an accepted educational body having completed the equivalent of a two year full time course. Management Responsibility (unless otherwise noted) shall mean leadership and direct supervision of staff members within a project team, setting up systems for the effective management of activities, managing all Quantity Surveying activities on smaller projects, controlling project outcomes, liaising with clients and the like. Non-Quantity Surveying Graduate shall mean a graduate in an Allied Discipline or a graduate of a Quantity Surveying course which is not accredited. Applicants wanting to enter under the Specialist Entry Route may make application using one of the following knowledge and competence categories. Application can be made under one category only: a) Academic Staff: Full-time academic staff engaged in the teaching of Quantity Surveying subjects provided they have obtained at least two years working experience as a Quantity Surveyor, including one years Recognised Practical Experience following graduation and who have a minimum of one years teaching experience. b) Expert Route: Holders of higher degrees in addition to graduate degrees from accredited courses who can demonstrate at least two years Recognised Practical Experience , a significant period of working experience at a senior level and a background in the core competencies. Applicants who have degrees from non accredited courses or degrees of an Allied Discipline who apply under this category may be required to undertake further studies in Quantity Surveying subjects.

c) Executive Entry Route: Persons whos admission to corporate membership would further the aims of the Institute and who are deemed suitable by way of education and attainment and who can demonstrate at least two years Recognised Practical Experience in addition to a significant period of working experience. An example would be a senior Quantity Surveyor running a practice with employees and able to demonstrate management experience both within and without that practice. d) Experienced Practitioner Route: Persons with Approved Academic Qualifications and more than eight years Recognised Practical Experience following graduation. e) Mature Practitioner Route: Persons who have attained the age of 40 years who have undertaken theoretical study in Quantity Surveying or an allied discipline equivalent to a two year full time diploma course level who have with more than six years Recognised Practical Experience in addition to significant working experience and who holds a position of management responsibility. Where a specific period of Recognised Practical Experience is required this must be gained in Approved Employment under Approved Supervision.

Applications under the Specialist Entry Route will include requirements for applicants to submit schedules giving details of their Recognised Practical Experience, working experience etc over the required period and formal statement setting out management responsibility etc. Provided that these schedules are satisfactory applicants will be invited to undertake a panel interview when the schedules will be used as a basis for examining the applicants suitability The interview panel will be constituted as set out in Clause 6.2.9 and the interview format will include : Review of the applicants Practical Training in Approved Employment under Approved Supervision based on schedule submitted with application as Clause 6.4.5. Review of applicants Recognised Practical Experience and work experience based on schedule submitted with application under Clause 6.4.5 Discussion on applicants professional knowledge and understanding of items set out in Clause 6.2.11 Discussion of the applicants employment and degree of management responsibility
In the interview process Specialist Entry Route Applicants will be expected to demonstrate a greater level of practical experience, knowledge and competence than younger candidates entering through the Standard Route. A greater depth of experience in the core competence areas in which the candidate specialises would be expected and attributes such as : Management competence Commercial awareness and contractual and legal understanding Communication skills and the ability to maintain professional relationships A commitment to professional standards Professional judgement and responsibility
Applicants under the Specialist Entry Route shall pay a non-refundable Application Fee. No application will be considered until the Application Fee is received.
7.1.6 Nomination
Applicants for Associate Membership under the Specialist Entry Route shall be proposed by: Either five Fellows or Life Fellows, of which up to three may be Fellows of Recognised Institutes of Quantity Surveyors and two or more AIQS members OR Three Fellows or Life Fellows and two Associates of which up to two may be members of Recognised Institutes of Quantity Surveyors and three or more AIQS members.

Specialist Entry Route applicants shall complete the application form and will be notified if they can proceed to a panel interview. Specialist Entry Route applications shall be nominated in accordance with Clause 7.1.6
7.2.4 Subscription
Specialist Entry Applicants who are not members shall pay the annual subscription from the date of passing the interview to the end of the financial year after which full annual subscriptions will apply.
c) Schedule outlining applicants working experience over the required period giving: Names of Employers Projects separately itemized with name, type and indicative cost. Details of the activities on each project for which the candidate was responsible. The working experience schedule should be in detail and include the periods listed in the separate Recognised Practical Experience schedule. This schedule is required to demonstrate: That the applicant has experience of a variety of project types. Experience in two of the three experience areas (Design cost advice etc., Contract documentation etc., and Contract administration (refer Clause 6.2.5). Knowledge of the core competencies.

d) Letter from the applicant on current employment letterhead providing details of: Management responsibility attaching if necessary an organisational structure showing current position (Specialist entry applicants are required to demonstrate a higher degree of responsibility than would be expected from a younger person entering by the standard entry route) Any areas of specialization in particular competencies. Any Continuing Professional Development being undertaken and a commitment to fulfill the Institutes CPD requirements if admitted as a member. e) Letters from Supervisors and Employers on letterhead, substantiating wherever possible the supervision content of the above schedules and letters from employers covering the employment content. Letters from Employers saying that the candidate worked for us will not be deemed to substantiate Approved Supervision requirements unless they incorporate the required information and state that the Supervisor was directly responsible for the candidates supervision. No application will be considered without some substantiation by supervisors and employers. 8. FELLOWSHIP
8.1 FELLOWSHIP REQUIREMENTS

8.1.1 Definitions
8.1.2 Generally
Fellowship is a senior grade of membership created to recognise commitment and service to the Institute and the profession of Quantity Surveying. Examples include professionalism in practice, the training, teaching or examination of students, engaging in public or community activities, or serving on committees set up by industry or government as well as service within the Institute.
8.1.3 Prerequisites
Have attained the minimum age of 35 years AND been an Associate member in good standing for not less than 10 years AND served the Institute or profession with distinction (ie special honour, recognition or fame) OR held a senior professional position of responsibility as a Quantity Surveyor in any private or public enterprise or as an academic OR obtained a post graduate award in Quantity Surveying
8.1.4 Application Applicants for elevation to Fellowship shall complete an application form and obtain the required Nominators. When submitting the form a personal statement shall be included briefly outlining their recent career and including details of any specific attainments such as those listed in Clause 8.1.3 8.1.5 Nomination
Associate members wishing to be elevated to Fellowship may: Be nominated by any five Fellows or Life Fellows, of which up to three may be Fellows of a Recognised Institute of Quantity Surveyors and two or more AIQS members. Be directly nominated by Council or Overseas Section Committee.

9.1.1 Definitions
9.1.2 Retired grades of membership are grades of membership created for Fellows, Associate or
Affiliate members who have reached the end of their working careers.
9.1.3 Prerequisites
Fellow or Associate or Affiliate in good standing, and Have reached retiring age or have bona fide ceased full time remunerative employment.
9.1.4 40+ years membership of the AIQS and its predecessors in Australia
Retired members with 40 or more years of continuous corporate and retired membership will be exempt from paying subscription.
9.1.5 Nomination

May use post-nominal initials of their grade upon retirement, viz: FAIQS, AAIQS, AIQS (Affil.). may attend and speak at any meeting of the Institute may pay a reduced subscription retired corporate members may serve as a Committee member or Chapter Councillor but not hold any office of the Institute or Chapter. May enjoy all the other benefits of members eg discount scheme, publications etc.
9.1.7 Restrictions
Retired members may not vote at Annual, Special, Ordinary or General Meetings of the Institute or Chapter. Retired members are precluded from holding the offices of President, Vice President, Treasurer, Secretary or Councillor of the Institute or Chapter Retired members may not nominate candidates for any grade.

Applicants for membership undertake to pay the appropriate Annual Subscription and/or Entrance Fee, Transfer Fee or Reinstatement Fee (as applicable on receipt of notice). Subscription and fees are payable in advance for a financial year running from 1 July to the following 30 June. Subscriptions and Fees are subject to annual review. The Annual Subscriptions for each grade are listed in the Institute News Supplement (INS) magazine each quarter.
No application requiring application fees can be considered until the fee is received.

Appeal Processes have been established to set out procedures for the submission and review of appeals on membership matters covered by the Conditions of Membership. Such processes are necessary to: Allow any errors to be redressed. Enable the Institute to monitor the effectiveness of its procedures and ensure continuous improvement. Protect both the Institute and the individual against perceptions of bias. Reduce the likelihood of frivolous appeals or time consuming complaints arising from misunderstanding of membership matters. Demonstrate that Membership processes are fair, transparent, workable and reflect the principals of natural justice.
