Whether I agree with them or not. From 2008 to 2010, Young sponsored $298 million in earmarks placing him second out of 435 representatives, according to Taxpayers for Common Sense. [Washington Post, 2/23/11] Wants Spending Control and Debt Reduction to Be Tied to Potential Debt Limit Increase In April 2011, Young said the debt limit must only be raised when tied with important spending control and debt reduction measures to the debt limit vote. Todd Young E-Newsletter, 4/21/11] Said Credit Rating Will Be Downgraded If Ryan Budget Is Not Adopted In April 2011, Young said that bond markets are already worried about the U.S.s bond markets, as evidenced by the S&Ps downgrading of the economic outlook for the country. In May 2011, Young voted in the Appropriations Committee for $1 trillion in subcommittee allocations which the Appropriations Committee said was $30.4 billion less than enacted in fiscal year 2011 and $121.6 billion less than requested by President Obama for 2012. Democrats criticized the amounts, warning they could carry serious consequences for government programs. Ranking Democrat Norm Dicks of Washington said the allocations would cause real harm to the economy but do next to nothing to balance the budget. The amounts were approved 27-21 with no Democratic support. [CQ Markup & Vote Coverage, 5/24/11] Voted for Homeland Security Appropriations With Cuts to Firefighters, Security Grants In May 2011, Young voted in the Appropriations Committee for the fiscal 2012 Homeland Security appropriations, providing $40.6 billion in regular spending, as well as $258 million in funds to support the global war on terror. The amount was about $1 billion below the 2011 budget as enacted and almost $2 billion below the Presidents 2012 request. The bill included $1 billion in emergency funds for FEMA, covered through a transfer from unused money for advanced car technology from the stimulus bill, as well as a $500 million rescission from the program. While this bill rightly seeks to help states and localities rebuild after a disaster strikes [even without the $1 billion FEMA disaster fund boost], Price said, it decimates the work required to prepare for disasters before they happen. In addition, the measure provided $11.8 billion for Customs and Border Protection a roughly 4 percent boost over last year including $500 million for border-security fencing, infrastructure and technology. It also provided $5.9 billion for Immigration and Customs Enforcement, a less than 1 percent boost over last year. It just doesnt make sense to slash homeland security technology research, grants to firefighters and other programs which have made our communities safer, said ranking member Rep. [CQ Markup & Vote Coverage, 5/24/11] Voted Against FEMA Grant Increase to Retain Firefighters In May 2011, Young voted in the Appropriations Committee against an amendment that would increase FEMA grant funds for state, local and firefighter programs by $1.6 billion. The grants would allow funds to be used for the retention of firefighters, as opposed to solely the hiring of new firefighters.

The amendment was offered by ranking member on the Homeland Security subcommittee Rep. David Price. The amendment was rejected, 20-27. It would allow funds to be used for the retention of firefighters, as opposed to solely for the hiring of new firefighters. The amendment was rejected, 21-26. Despite the earmark moratorium currently in place, the Pinellas Park Beacon reported that Congressman Bill Young did some 11th-hour work that resulted in enough funding in 2011 to move the project forward. Low Fundraising Suggests Young May Retire In July 2011, Young raised just $6,500 in the last three months. According to the Hill, That he was not more proactive in bringing in money indicates he may be ready to leave Congress. Should Young retire, his district would be a prime pick-up opportunity for Democrats in 2012. They need to net 24 seats to regain control of the House. Helped Gingrich Win Minority Whip Position In December 2011, it was reported that Young helped deliver votes to Gingrich in the race for minority whip against Ed Madigan of Illinois. When Gingrich became speaker in 1994, Young said, He said, 'We're going to win this thing tonight. The next day, he said, 'What job do you want? I said, 'Newt, what I'd really want to do is defense.'" Young became the chair of the House Appropriations Subcommittee on Defense. [tampabay.com, 12/3/11] Young Led $65,000 Taxpayer Trip to France and Italy In June 2011, Young led a Congressional Delegation with 8 other Representatives on a week-long trip to Italy and France. The trip racked up more than $65,000 in per diem and other costs not including that all-important business-class-seating, military jet.

The purpose of the trip was ostensibly to visit France for the 67th anniversary of D-Day, visit an Air Force base in Italy to see how the Libya operation was progressing, and make an appearance at a military hospital. However, the plane was diverted due to inclement weather and low fuel en route to the anniversary ceremony and the hospital trip, so the delegates were sent to the U.S. Embassy in Rome.

Young Voted for Budget Control Act In August 2011, Rep. Young voted for the Budget Control Act. The Federal Times reported, Young all voted for the Budget Control Act, signed into law Aug. 2, they're also asking the White House and the Pentagon about how it could potentially harm national security. The Republican lawmakers are particularly concerned about what would happen if the trigger is pulled and deep spending cuts hit the Pentagon in 2013.The trigger measure was included in the bill to force the two political sides to compromise. Commended for Work to Preserve Everglades Preservation In December 2012, Young was commended by the Orlando Sentinel for his work to preserve Everglades preservation. The latest budget bill from Congress, signed into law recently by President Obama, cut federal spending overall compared to last year. But for projects to restore the Everglades and its water sources, including the Kissimmee River south of Orlando, it contained $142 million -- a total that elated environmental advocates. Floridas top Democratic officeholder, U.S. Sen. Bill Nelson, trumpeted the funding, but shared the credit with a top Florida Republican, U.S. Rep. Bill Young of Indian Shores. HDR Engineering Feared Bad Publicity form Cracking Bill Young Reservoir would Lose Clients

A March 2008 memo from an HDR Engineering executive, the company that designed the C.W. Bill Young Regional Reservoir, showed the company feared finding the cause of its cracks would lead people to blame it for the flaws causing bad publicity and a loss of clients. Cracks were first discovered in its earthen embankment walls in December 2006. Some cracks were up to 400 feet long and up to 15 1/2 inches deep. [St. Petersburg Times, 2/22/11]

Supported Reductions in Defense Budget In May 2011, according to AP, The House Appropriations Committee passed a new bill that would provide $119 billion for the two wars, $841 million more than President Barack Obama sought but $39 billion below the current amount. Americans combat forces are slated to leave Iraq at the end of the year and Obama is weighing the first round in the drawdown of the 100,000 troops in Afghanistan in July, with all combat forces scheduled to be out by 2014. Young supported the committees cuts, saying that the committee made sensible, rational reductions and stating that "Despite being $9 billion below the request, this bill fulfills our obligation to the brave men and women who selflessly serve our country, as well as their families. My long-standing

commitment is that we will not adversely affect any soldier or have an adverse effect on our nation's readiness." [AP, 05/31/2011]

Enough Time to Make Adjustments to Medicare Plan in Ryan In April 2011, the St. Petersburg Times reported on the open political warfare that Republicans in Florida are facing due to their vote on the Ryan budget which turns Medicare over to private companies. According to the St. Petersburg Times, Young said he stands by his vote while adding there is enough time to make adjustments. He said once the Medicare plan is explained, very few people object. [St. Petersburg Times, 4/22/11] Young Proposed Legislation to Cut Medical Research that Would Affect 50,000 troops In October 2011, Young, as chairman of the defense panel for the Appropriations Committee, proposed legislation that would cut medical research into treatment of eye trauma. Damaged eyes is an injury that has affected about 50,000 troops in Iraq and Afghanistan, but the House reduced research funds from $4 million in 2011 to $3.2 million in 2012 for injuries that range from uncoordinated vision to blindness. The Pentagon acknowledges that gaps exist in treatment and rehabilitation and understanding vision loss linked to brain injury. Young dismissed the Medicare charge as false, noting Democrats under President Obama's health care bill reduced Medicare spending by $500 billion. In September 2011, U.S. Postal Service union members gathered outside Youngs office to urge him vote for HR 1351, which would release $6.9 billion in pension obligations to replenish USPS coffers. Supporters of Planned Parenthood Protested Outside Youngs Florida Office In February 2011, Supporters of Planned Parenthood protested outside of Youngs office to call attention to his vote to prevent Planned Parenthood from receiving any federal money. Youngs spokesperson said that Young supports family planning, but doesnt want federal money going to a group that provides abortions.
