JOINT PURCHASES WITH MUNICIPALITIES AND OTHER ENTITIES
In accordance with the provisions of Act of July 12, 1972, No. 180, P.L. 762, as amended, of the Commonwealth
of Pennsylvania, the County of Chester has adopted a resolution which permits participating municipalities to
purchase off contracts for goods, materials or equipment entered into by the County. The County has also enacted
an Ordinance in accordance with the provisions of the Act of December 19, 1996, P.O. 1158, No. 177, Section I
which authorizes joint purchases with private or parochial schools and human services agencies (such as member
libraries of the Chester County Library System) on contracts which the County has awarded for its own purposes.
Contractors understand and agree to the following:

• The purchase requirements of the participating municipalities, schools or non-profit human services
agencies (referred to hereafter as “participating entities”) are not included in the quantities shown in the
proposal package.

• Participating entities are to be offered the same prices, terms and conditions as those contained in any
agreement between the County and the successful Contractor resulting from this proposal, including
direct delivery to their facility.

• Participating entities will be responsible for placing and payment of their orders directly with the
successful Contractor.

• The County of Chester will not be responsible in any way for any order placed by a participating entity.

• All members of the Southeastern Pennsylvania Counties Cooperative Purchasing Board and other
participating entities are to be offered the same prices, term and conditions as those contained in any
agreement between the County and the successful Contractor resulting from this proposal, including
direct delivery to their facility.

4.3.8 INNOVATIVE IDEAS AND VALUE-ADDED CONSIDERATIONS


IEM’s years of experiencing support county and local governments with a full range of emergency planning, training,
and exercise needs provides us with a strong foundation of templates, processes, best practices, and technological
support processes that can benefit this initiative.

TEAM FILE SHARING DATABASE


To expedite project management and document sharing, IEM can create a SharePoint site for Chester County to
serve as a repository for all meeting documents, documents for review, and draft objectives, if desired. An alternate
platform can be utilized if the county has specific site preferences for this team file sharing database. Since
SharePoint is part of IEM’s daily business processes, creating the site and maintaining it throughout the project, and
beyond, means very little time is required for maintenance for this user-friendly document sharing solution. IEM has
this same technology in nearly all our complex, multi-task projects. Whether in the office or other locations,
SharePoint allows Chester County and IEM project staff to see progress in real-time, view deliverables, track project
milestones, and see upcoming discrete project tasks.

CORRECTIVE ACTION MATRIX


To ensure Chester County can easily county-related recommendations from the 27 after-action reports, IEM offers
to extract these recommendations and to integrate them into the Chester County DES corrective action matrix to
ensure all county follow-on courses of action are integrated into existing DES processes.

EFFICIENCIES IN EXERCISE DEVELOPMENT AND CONDUCT


IEM proposes identifying efficiencies across products and services throughout the project, such as developing a
standardized template for municipal annexes and a standardized template for the facility annexes. Additionally, this
approach will be particularly beneficial for establishing efficiencies for exercise development and conduct. IEM
proposes establishing core templates for presentation materials, meeting agendas, scenarios, evaluation materials,
and AARs across the tabletop and functional exercises to establish consistent content levels and staffing efficiencies
for the Chester County and IEM project team. This will allow for a more streamlined approach across all exercises,
more consistent output, and data output across AARs that can advance both individual exercise lessons learned and
practices across the county. IEM will work with Chester County DES to identify specific elements to be carried across
exercises, allowing for greater efficiency in the county’s review and approval of exercise materials and scale for the
production of exercise materials.
