Voters have Charles B. Smith to thank that they have a choice at all. He entered, and won, the Democratic primary after Town Board member Alson Spain, an enrolled Democrat, was simultaneously seeking that nomination and the Republican endorsement. Mr. Spain lacks Mr. Smiths passion, especially on ethics. Unlike Mr. Smith, Mr. Spain expresses no alarm at how the county government has watered down its own ethics laws. Smith is as knowledgeable about local government as anyoneHe is the better candidate.
