As we welcome year 2012, the Civil Service Commission (CSC) is faced with challenges like sustaining the achievement it has gained by ranking first in the Pulse Asia Survey entitled Awareness, Availment and Satisfaction Ratings of Selected Government Agencies, the CSC achieved the highest rating, with 98% of clients saying they were satisfied with the services they availed from the agency. The survey covered the period October 24 to November 17, 2011, followed by Philhealth in second place. Chairman Francisco T. Duque III said, We have shown that we can walk the talk, and this achievement has made us even more determined to assist other agencies in improving their services. He added that the CSC is working on programs and

services for 2012 that are geared to addressing more effectively and efficiently the needs of clients. CSC RO 5 is up to this challenge which is not a strange thing to any employee of this Office since they already hardworking in delivering speedy, courteous and honest service. Although this exigent task is not solely for the Commission but that of the entire bureaucracy. Another year, another opportunity to serve the public for whom we owe the best service we can give. If ever we are not able to meet our targets last year, then we are given this year to do better, until better becomes best. Whatever happens this 2012 is in our hands. All the best this new year!!!

Meanwhile the Legal Services Division disclosed the much talked about Facts and Legal Basis of the Revised Statement of Assets and Liabilities and Networth (SALN) in its Simply Legal column. Furthermore, in the Get to Know page, we are featuring one of CSCRO5's newly appointed Director II, Ms. Jocelyn L. Marifosque and the simple tribute for the retirement of Ms. Linda Jerusalem can also be found in the succeeding pages of this month's issue. These are only some of the information this Office would like to share to our reading public, it is only the beginning of a year-long coverage of the different activities that this Office and our partneragencies will hold. It is in this light that we encourage more featured contributions and articles coming from you. The Bicol Racer wouldn't be possible without your every write-up. To everyone, a Prosperous New Year ahead of us!!!

As a brief trivia about the month of January, the month was established as the first month of the year by the Roman Calendar. It was named after the god Janus (Latin word for door). Janus has two faces which allowed him to look both backwards into the old year and forwards into the new one at the same time, he was regarded as the "spirit of the opening". This could be the reason why the first day of January is regarded as the most opportune time to look forward and wish for a bountiful and prosperous year ahead. There can also be no other appropriate day to prepare one's New Year resolution, rather than the first day of January. On the other hand, the Civil Service Commission Region 5 already bade adieu to 2011 and welcomes the year of the water dragon with much excitement as the brand new year brings new challenges and much hope to everyone. As this new year starts, the first issue of the Bicol Racer for 2012 features inspiring news articles such as the awarding of certificates of eligibility for the October 2011 result of examination for the Career Service Professional and Subprofessional, wherein the Topnotcher for this examination who hails from Masbate City was given much credit. The write-up for the recently conducted ESF course and Customer Service Excellence Training for CSCRO5 employees is also included in this issue of the Bicol Racer.

Director IV Cecilia R. Nieto and Director III Daisy P. Bragais, Regional Director and Assistant Regional Director, respectively, of the Civil Service Commission RO 5 spearheaded the Mini Press Conference at the Roco Building, Naga City Hall on January 24, 2012 with the attendance of twenty-six (26) press people in the Province of Camarines Sur for the launch of the 2012 Honor Awards Program (HAP) The 2012 HAP Mini Press Conference was initiated by Director II Jocelyn L. Marifosque, to showcase the importance of the HAP with the objective of massive information awareness to constituents. Mr. Elmer Abad, Kapisanan ng mga Broadkaster sa Pilipinas (KBP) Province of Camarines Sur on the other hand, lead the media men.

Ms. Analiza Macatangay, Philippine Information Agency (PIA) Provincial Director of Camarines Sur and Mr. Jose Grageda of the City Media Relations Officer were the emcees. The past awardees, Mr. Florencio T. Mongoso, Jr. and City Councilor David Casper Nathan A. Sergio also gave their inspirational talk. Director Marifosque discussed the mechanics of the Search and showed the video footages for the 2012 HAP as well as the video of the past awardees in the Bicol Region. With the press conference and the different radio and TV appearances as well as the HAP hopping schedules at the different agencies, the CSC Camarines Sur believes that there will be a remarkable increase in the nominees for this years search.. #Jocelyn L. On January 20, 2012, at 1:00 PM, the Civil Ser vice Commission Masbate Field Office conducted its Awarding Ceremony for the Career Service Profes sional and Sub Professional passers of the October 16, 2011 Career Service Examination at the DepEd Conference Hall. There was a total of sixteen (16) passers for the Professionals and two (2) for the sub professionals. Mr. Carlito B. Bejer, Administrative Officer V of CSC RO5 ESD presided with the verification and authentication of the certificates of the new eligibles with the able assistance of Dir. Andronico Lanuza and Ms. Marissa Caares. An orientation of RA 6713, or the Norms of Conduct and Ethical Standards of Government Officials and Employees was also conducted by Dir. Lanuza to the passers. The Director reminded the future government employees to follow and live by the standards set by the Code if ever they choose to become public servants. After the hour-long lecture, the conferment of the certificates of eligibilities commenced.

Among the interesting feature sof the ceremony was that the top ranking passer, grabbing the no. 1 spot, was in attendance. Mr. Edgardo P. Almonte, of Aroroy, Masbate bested 94,220 examinees nationwide. Garnering a rating of 88.23%, he was the man of the hour. The silent, soft-spoken, and very unassuming student of DEBESMSCAT, Mandaon, Masbate took it all in stride. His humility and magnanimity surprised even this writer. He was an epitome of simplicity and humility, not an air of braggadocio or arrogance can be noticed in him. For his extraordinary accomplishment, he was awarded a Plaque of Recognition by the CSCRO5 which was personally signed by the Regional Director herself, Cecilia R. Nieto. Mr. Almonte said that his recent experience as practice teacher teaching Mathematics at DEBESMSCAT helped him to prepare for the examination, although it deprived him of the time to read reviewers and attend review classes. The CSC Sorsogon Field Office in coordination with the Sorsogon Provincial Council of Personnel Officers conducted the Orientation Workshop of the Revised SALN last January 26, 2012 at the Villa Isabel Hotel Function Room, Sorsogon City Sorsogon. A total of Forty Two (42) participants representing HRMOs and Administrative Officers of 21 agencies including LGUs, GOCCs and SUCs in the province of Sorsogon attended the whole day Orientation Workshop. The orientation focus on the following topics; the Legal basis; Objectives of the SALN; Definition of terms; Guidelines in the filling-out of the form; and sanctions for violation or non-compliance. After the discussion, a mini-workshop was conducted by the Resource Person on the proper filling-out of the revised form. The participants were

grouped into 7 groups for the workshop. After the workshop, each group was required to present its output in plenary and the Resource Speaker processed each presentation by letting other participants critique the output. The mini workshop substantially lessened the questions and clarifications coming from the participants. Director II Arpon U. CSC RO5 believes that a clean, orderly and beautiful work environment enhances efficiency and client satisfaction. This is also apt with the current program of the Commission in its campaign against anti-red tape which likewise calls for client satisfaction. In 2009, Brigada Ahensya was implemented to encourage all government agencies to spruce up their respective offices to improve working conditions either thru clean up, repainting, refurbishing of their respective work areas. Along this line, the Office after the conduct of the yearly inventory of equipment found out that there are equipment which can now be disposed of.

In line with the concept of Brigada Ahensya, the Management Services Division had considered donating to Bicol University, College of Industrial Technology (BUCIT), one of its RP vehicle Toyota Revo with a netbook value of Php42,300.00 as of date. It was transferred without cost to the agency which is allowed under COA rules and regulations. The BUCIT on the other hand, assisted the Office in the repair and check-up of the RP vehicle. In this way, labor for the repair was saved and only the materials to be replaced were bought. To start the year 2012, CSC Camarines Norte Field Office celebrated the three kings last January 6, 2012 with a meeting with the Council of Personnel Officers. Matters taken up include the re-activation of the Camarines Norte Council of Human Resource Officers, updating its membership and concerns on appointment preparation. The meeting was attended by the majority of the members of the Council. They presented their concerns and commit to follow all the CS rules on personnel actions. HAP/Serach for 2012 Outstanding Public Officials and Employees announcements, flyers were disseminated and encouraged all members of the council to inform government and non-government individuals or group to join the said search. Also, Acting Director II, Cecilia T. Balmaceda earnestly asked each HRMO to assist a nominee and would be winner for this years search.

There were 51 lucky examinees from Camarines Norte who passed the exam (41 professional and 10 subprofessional). An awarding of Certificate of Eligibilities was conducted at DepEd conference Hall on January 18, 2011 attended by 45 eligibles who received their Certificate of eligibility. The CN Council of Human Resource Management Officers regularly conducts its monthly meeting every 3rd Thursday of the month which started last January 19, 2012. As a regular activity, updates and announcement on CSC news are given to the attendees. Moreover, consultation and technical assistance on personnel management is given by the Acting Director II. To enhance and remind them of an efficient public servant, a brief discussion on RA 6713 was made by Acting Director Balmaceda. (continued on p. 12)

The Civil Service Commission is now accepting applications for the Career Service Professional and Sub-Professional Paper-and-Pencil Test to be conducted in Legazpi City, Naga City and Masbate City on May 27, 2012.

Said examinations are open to Filipino citizens who are at least 18 years old at the time of filing their application, regardless of educational attainment, and who have not taken the same level of examination in less than three months. Interested applicants must submit the following requirements personally at any CSC RO5 Field Offices in Albay, Camarines Sur, Camarines Norte, Sorsogon, Masbate and Catanduanes: 1. Properly accomplished Application Form (CS Form No. 100, Revised 2012 available at any CSC Regional/Field Office, or may be downloaded from the CSC website www.csc.gov.ph);

that may cover facial features); Showing left and right ears; In full-face view directly facing the camera with neutral facial expression and both eyes open; and with handwritten (not computer-generated) name tag showing the applicants signature over printed full name (first name, middle initial, last name, and extension name, if any); 3. The Civil Service Commission (CSC) got the top score in the Awareness, Availment and Satisfaction Ratings of Selected Government Agencies survey conducted recently by Pulse Asia Survey.The CSC got the highest rating, with 98% of clients saying they were satisfied with the services they availed from the agency. The survey covered the period October 24 to November 17. Pulse Asia interviewed clients from client-heavy agencies, the CSC, National Statistics Office (NSO), Philippine

Health Insurance Corporation (Philhealth), National Bureau of Investigation (NBI), and Government Service Insurance System (GSIS) to ask how satisfied they were about the services they availed from the said agencies in the past 12 months. Philhealth came second, followed by NSO, NBI and GSIS. CSC Chair Francisco T. Duque III thanked Commission officials and employees for their dedicated service to the public. This is an affirmation of the hard work that we have been doing to bring fast, efficient, courteous and honest service to the public.

With the CSC getting the Governance Trailblazer Seal in the latest Performance Governance System (PGS) revalida, Chair Duque also hopes that the CSC will continue its winning streak.The difficult part is not getting this achievement but sustaining it. I hope that we will not rest on our laurels and that we continue looking for ways to improve our services to our clients, Duque added.

With the emergence of high-tech gadgets and fastpaced modern technology, the CSC RO5 personnel attended a one-day training on the use of some electrical equipment which are constantly used in the office such as the scanner, fax machine and multimedia projector. In addition an interactive discussion on MS Excel which is also used in preparing certain reports was given by Mr. Eric Albert M. Arroyo, Administrative Aide VI, who served as the resource person of the said training.

A comprehensive lecture-demo was given on the use and functions of the said gadgets. Representatives from each Field Office and Division were asked to operate the equipment to ensure that everyone understood what was discussed. With this recent training, the CSC RO5 personnels skills were updated when it comes to handling office equipment any time. It is not going to be a daunting task anymore. Thus, the following guidelines that will govern requests for access to SALNs filed with the CSC are as follows: 1. All requests for access to SALNs with the CSC shall be directly addressed to the Director IV of the Integrated Records Management Office (IRMO); 2. The requesting party, shall be required to accomplish the Request for SALN Form and submit two (2) valid identification Cards (ID Cards) which can be any of the following: a. GSIS/SSS ID b. PRC ID c. TIN/Pag-Ibig/Philhealth ID d. IBP ID e. Passport f. Voter's ID g. Driver's License h. Current Office ID (Government or Private) i. UMID (Unified Multipurpose Identification) j. Senior Citizens ID k. School ID l. NBI ID 3. The requesting party shall also present an endorsement letter from the school dean or secretary or from any official of the organization where the SALN shall be used or utilized for research purposes; 4. The request shall be evaluated by the Chief Personnel Specialist or Supervising Personnel Specialist or a duly designated personnel of the Records Center and Archives Division of IRMO. A recommendation for approval/disapproval shall be submitted to the Director IV or Director III. If warranted, additional documents or information may be required from the requesting party; (continued on page 11)

The SALN refers to the form prescribed by the Commission to be filled out and submitted by public officers and employees upon assumption of office and during such period as may be required by law. Section 8 of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) and Section 7 of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) enunciate such obligation of the public officials and employees to file under oath their SALN with the Civil Service Commission (CSC) which should be: "a true, detailed and sworn statement of assets and liabilities, including a statement of the amounts and sources of his income, the amounts of his personal and family expenses and the amount of income taxes paid for the next preceding calendar year." As pointed out by the Supreme Court in G.R. No. 167828, April 2, 2007: "The SALN is the means to achieve the policy of accountability of all public officers in the government." Recognizing the implication of the contents and filing of the SALN, the Commission in CSC Resolution Number 1100356 on March 15, 2011 promulgated certain guidelines governing access to SALNs of government officials and employees filed with the CSC pursuant to Section 7, Article III of the 1987 Constitution on the right of the people to information on matters of public concern and the right of each Filipino citizen to access to official records in the custody of government agencies/offices subject to such limitation as may be provided by law. Mr. Edgardo P. Almonte, a 4th year student of Dr. Emilio B. Espinosa, Sr. Memorial College of Arts and Trades (DEBESMSCAT) taking up Bachelor Science in Secondary Education, Major in Mathematics, is the kind of student you usually see in any campus in the province. Dressed in simple clothes and trying to make ends meet in the daily struggle of life. He was so typical of the many poor but deserving students struggling to eke out an education so that one day he could get out from the clutches of poverty. The fourth child of a woman who works as laundry woman, babysitter and housekeeper to earn a few pesos to buy food and send Edgardo to college, his was a humble beginning. He was abandoned by his father, an army soldier, even before he was born. But all of these challenges did not deter Edgardo from achieving heights of accomplishment. When he was in the elementary he had his share of medals and honors culminating when he graduated as valedictorian at the Aroroy National High School. He also passed the UPCAT and was a scholar at UPLB taking Mechanical Engineering but as fate would have it, and being a province folk, he returned to Aroroy and continued his studies at DEBESMSCAT and took up Mathematics, his favorite subject. What makes Edgardo so exceptional was that he topped the Career Service Professional Examination held last October 16, 2011 at Bicol College, Legazpi City, besting 94,220 examinees nationwide with an average of 88.23% rating. requisite of his course before graduation, it contributed much to his preparation for the test. He was teaching Math, and in the course of his teaching, he was learning and being refreshed with new knowledge in Mathematics and English, although he was not afforded the time to read reviewers and attend review classes, his experiences in the practicum classes helped him a lot in his preparation. Soft-spoken, humble and polite, he was already offered a teaching position in his alma mater, the DEBESMSCAT. The Local Government Unit of Aroroy also planned to recruit him after graduation to join the workforce of the LGU. In support of the CSC Memorandum Circular No. 17, 2. 2009, may we share some facts about cigarette smoking. Perhaps, the tobacco companies would not tell users about these facts that the cigarette contains drugs. (I hope you know its a drug, just that its legally available for economic reasons). How many of these facts are you aware of? Smoking tobacco is instantly addictive. Nicotine is a strong addictive agent. If the level of nicotine in a cigarette is condensed into liquid and injected intravenously it will kill you in an instant. Tobacco contains close to 43 carcinogens or cancer inducing agents. Nicotine plays havoc with your nerves and works towards hardening them. In close to a year of smoking you can contract erectile dysfunction, impotence or soft penile erections. Smoking claims the lives of 60% of the smokers through heart disease way before they reach middle age (before the age of 40) Smoking is the main cause of Asthma in smokers.

Smoking is not pleasurable but just an addiction, similar to heroin addiction. Cigarettes generate craving for nicotine and the pleasure is just the fulfillment of the nicotine craving in your body. Addiction to cigarettes is no different from addiction to cannabis, marijuana, cocaine, heroin or any other drug. Tobacco is far more addictive than heroin or marijuana and the addiction is almost instant (after the first cigarette) Smoking can cause permanent hardening of arteries and blockage which are not reversible. Leading to heart attack, permanent impotence for life (no more sex), limb atrophy (legs dont receive blood circulation) Smoking lights have no advantage over smoking regular cigarettes. Tobacco is laced with several other chemical to make it burn better. The names of these chemicals are not revealed by the manufacturers. There are more than 4000 different chemicals in a cigarette. Nicotine withdrawal is the easiest to overcome (the fortunate part, quitting is easy), though its highly addictive. You will not face any physical pain during withdrawal and the withdrawal period does not last more than a couple of weeks. (Source:

Dir. Jocelyn L. Marifosque can be best described as a woman of courage and empowerment. She is the type of person who knows what roads she wishes to take and goes beyond her limits to achieve it. She sets her goals and dreams for her life and understands and accepts who she is as a person. Dir. Joy was born in Makati, Rizal and finished her Elementary and High School years with flying colors. She earned a degree of Bachelor in Computer Engineering from Adamson University in 1990. Her dreams continue to soar as she earned a degree in Master in Public Administration at the Annunciation College, Sorsogon City where she graduated with Latin Honors (Excellentisimus) and later on pursued Bachelor of Laws at the Aemilianum Institute, where she hopes to finish one day. Ms. Joy or Joy M, as she is fondly called by her friends and collegues was born on January 3, 1969, and falls on a principled type of Capricorn. One of the most important traits of Capricorn is to consider doing the right thing to get them ahead. They are generally ambitious and are disciplined enough to succeed at whatever they choose. This is true with Dir. Marifosque who calculates her methods and work towards what she wants and excellently attains it. Her career started in the private sector as a Department Head at the Computer Arts Technological School before she entered the government service. She rose from the ranks where she started as Clerk III at the Civil Service Commission, Region 5 and was promoted several times thereafter. Her intelligence and perseverance made her climb to the ladder of her success that placed her to the position of Chief Personnel Specialist before she became the Director II of the CSC, Camarines Sur Field Office in November 2011.

She does not only possess strong personality but she manifests the courage to have a very independent life at an early age, especially when her parents died. She belongs to a small family with only two (2) siblings. Ms. Joy is a very practical and liberated person especially when it comes to decisions she made in her life and career. The best thing about her is that she is oozing with self confidence and does not sit silently when she feels her rights are tampered or abused. She would defend herself and knows how to accept failure or defeat. She is fearless yet inside her heart has a soft spot for others. In her stay at CSCR05 for almost nineteen (19) years, she was able to prove her worth to the organization. She is a responsible and very dependable person. She is very good in establishing linkages with other agencies and other people. She is a good and very supportive boss. She would defend her staff and fight for her principles. What is a techie? We would often hear this when we talk about gadgets and technology. The dictionary simply defines this as:

With this definition, Im pretty sure that CSC RO 5 has added a techie to its family this January in the person of Raymond Balgemino Pasadilla. He is from Daraga, Albay and an only child. He has learned to be independent early on as his father passed away when he was just 5 years old. Mon as he is fondly called, studied at Bicol University Laboratory School and St. Agnes Academy for his elementary and secondary schooling, respectively. He took up BS Mechanical Engineering at Bicol University College of Engineering but shifted course to BS Computer Engineering at STI College, Legazpi where his true passion for computers manifested. He graduated earning such degree in 2006. He began his career as an Assistant Statistician at the National Statistics Office-Albay where he was hired as a contractual employee. After a few months, he worked as Encoder in the Lands Management Services, DENR still on a contractual basis. As soon as the contract terminated, he gained employment at Networld Capital Ventures, Inc., a private company where he landed the position of Technical Support Specialist I where he worked for almost three years.

Finally, this January 15, 2012, he joined the government workforce here at Civil Service Commission, RO 5 as Information Systems Analyst 1. He has an exceptional skill in computer programming and troubleshooting which this Office may find handy. With the right attitude towards work and in dealing with people, he is the right guy for the job. More upclose Mon is married to Ruth Luna-Pasadilla, a teacher in DepEd. They are blessed with three children namely, Dwayne Jared (9 yrs. old), Gwny Carmiel (8 yrs. old) and Kerstan Rhys (4 yrs. old). His quiet nature might often be misinterpreted but if you have a chance to have a chit-chat with him, he has a bagful of funny stories and trivial information to share. It is also interesting to note that he is into sports like basketball and soccer. He is a music lover and could play musical instruments such as guitar and keyboard. Since he is a techie, playing computer games is one of his hobbies. A well-rounded person indeed. Mon is currently assigned at the Information and Communications Technology and is under the supervision of the Offices Senior IT, Mr. Nestor Marquez, Senior Personnel Specialist. Thus, in the CSC Resolution Number 1100902 on July 8, 2011, the Commission came up with the Revised SALN Form that will finally nally comply with such requirement on filling of annual detailed SALN for the year 2011 and onwards. Last January 20, 2012, PGO Camarines Norte invited CSC to join the PGO Team of Ms. Magdalena Toledana, PGDH of PGO Camarines Norte to a remote barangay of San Jose, Talisay. The PGO has a caravan every Friday to give some basic services to the community in remote barangays and Ms. Balmaceda was given an opportunity to conduct an orientation and information campaign. On Honor Awards Program re: 2012 Search for Outstanding Public Officials and Employees, Barangay Official eligibilities, requirements and how to avail other eligibilities and announced the forthcoming examination for Career Service Professional and Subprofessional Examinations on May 27, 2012.
