3 (Alt+Backspace). Create a Lens Flare with the 4 properties: Brightness: 100% 105mm Prime And locate the lens flare so the glare is the same direction the vehicle appears to be driving.
Set the layer mode to
5 "Screen".
Move (V) the layer so the
6 Brightest part of the lens flare is directly over the bulb. With the magic wand tool 7 (M) selected, click in the now transparent part of the layer to make it the current selection.
Fill the selection with black

Repeat steps 2-8 for the
9 other headlight (Which would create a third layer.) Merge the top Lens Flare 10 layer down with the other Lens Flare layer (Ctrl+E)
With the new layer selected
11 change the hue (Ctrl+U) with these settings: Colorize: Checkmarked Adjust the Hue and Saturation sliders to your preferences

12 step to see the original image before this technique was applied.
