Major implementation strategy: Target remote char in rural areas Planning, implementation and monitoring of project interventions Ensuring CBOs leadership and active participation of Local Government Institutions Implementation in line with SOD and National Disaster Management Plan of GoB Strengthening of existing local level institutional set up of GoB UP, UDMCs, UZDMCs etc. Close linkages with DRRO, PIO within district and DMB / CDMP at national level particularly with regards to CRA, RRAP and its implementation Promoting linkages of DRR with development Complement ongoing efforts of GoB rather than duplication

Principle objective: To enhance the resilience of communities vulnerable to Natural hazards in Bangladesh

Specific objective: To support and complement strategies that enable local communities and institutions to better prepare for, mitigate and respond adequately to natural disasters by enhancing their capacities to cope and respond, thereby increasing their resilience and reducing vulnerability in Bangladesh

Key results: Result 1: Effective implementation of DRR policy & legal framework (national to local) in Bangladesh. Activity under result 1: Conduct inception workshop at district and upazila level Programme introduction meeting in schools level Initial orientation and meeting with religious leaders to sensitize on DRR and discuss fatalism (union level) Special interactive events with community involving socially excluded persons to realize their potential and ensure inclusion (Union level) Comprehensive training needs assessment of DMCs and SMCs Facilitate formation or reactivation of DMCs, SMCs for greater representation of socially excluded people/groups Development and implementation of community and school led advocacy campaigns (Union level) Development of phase out strategy at Union and School level (Upazila wise) where all stakeholders understand details of different upcoming initiatives and willing to carry on. Project Completion Celebration in coordination with local level government officials, community, CBO workers, schools and local leaders (District and Upazila level) Capacity building workshop of DMCs around DRR policy and legal framework (Upazila and Union level) Provide training to selected candidates from DMCs and SMCs on leadership/ community management skills (group dynamics, negotiation, problem solving etc. Bi-monthly meeting of UDMCs Bi-monthly meeting of Water and Sanitation Task Force (WSTFs) Formal terms of partnership signed with DDMC, UzDMC, UDMC and SMCs Training and development of participatory monitoring and evaluation (PM&E) plans for Union and School DRR plans Facilitate workshops to help SMCs and DMCs to present their RRAP to Upazilla Parishad \ district level for incorporation in annual development plans Identification of candidates from excluded groups (women, children, PWD and elderly) with capacity and willingness to be involved in UDMC/ WDMC/SMC Result 2: Targeted communities & institutions have increased capacity to assess & mitigate disaster risks in Bangladesh. Activity under result 2: Training of project staffs on inclusive CRA Conduct CRA at 20 village level Conduct CRA at union level Village level CRA documentation - printing Organise Union level VDMC learning workshop Advocacy support (Advocacy booklet, CRA/RRAP maps, and other events) District level training on school safety involving District, Upazila and Union education authorities Student led micro project for safer schools including school safety planning Orientation sessions with school children (once every month on different issues) Art, essay, poem, drawing, debate, quiz competition with school students

School campaign on DRR and CC Small Scale mitigation (138 homestead plinth raising, 3 flood shelter with 3 flood information centre,3 accessible toilet and bathing cubicle and 4 additional toilet to be use during emergency situation, 210 low cost latrine, 143 tube well rising & repairing and installation of 27 new tube well with concrete platform) Result 3: Increased preparedness for effective emergency response in targeted communities & institutions in Bangladesh. Activity under result 3: Community and household awareness sessions for the development of household level preparedness plans Orientation sessions for CBOs (VDMCs) on DRR ( awareness, meeting , HH preparedness action plan, RRAP implement, coordination etc. issues to be discussed Monthly orientation / coordination meeting of Junior Youth Forum Union level experience sharing workshop for CBOs Training on needs assessment (damage and losses format), Training on shelter management for UDMCs and SMCs Contingency planning at UZDMC, UDMC & school level Establishment of disaster management fund at institutional level (schools, CBOs, etc) Training for caregivers (people with disabilities and aging) Foundation training on first aid and S&R for first aid and Search & Rescue volunteer Foundation training on water sanitation and hygiene for WATSAN volunteer Refresher training on FA and S&R Distribute fist aid and search & rescue materials to the volunteer Distribute tube well repairing kits to WATSAN volunteer Refresher training on WASH Organization of mock drills at union and School level Shallow machine with pump and pipe (this can be used for both mock drills and mitigation work) Establishment of community-based (end to end) early warning dissemination systems for flood through involving DMB Result 4: Increased knowledge sharing enables a greater impact in risk reduction & strengthens a culture of safety in Bangladesh Activity under result 4: Foundation training and project review meetings / workshops Monthly staff meeting Sensitisation workshop with media personnel at district level Facilitating media visits in project geography Organize DRR fairs at local level involving DDMC, UzDMC, UDMC and Community Training for folk show team Provide Audio system and banners Folk shows Gambhira Day observation at field level (NDPD & IDDR) Mass awareness through erection of 7 bill boards (1 district, 2 upazila & 4 union level)
