THE MSU GSC EXTENSION PROGRAM

The MSU-GSC Extension Program is designed to address the demand-driven and


local needs-centered extension services required for economic capability building for
individuals and collective communities. As an extension service office, its objective is to
work towards the upliftment of educationally disadvantaged cultural communities and
marginalized sectors of society. The Extension Program aims to coordinate with different
colleges within the university to deliver multi-disciplinary and well-coordinated extension
programs, creating more opportunities for partnerships with agencies and organizations
and expanding community extension services to the needy and marginalized sectors of
society.

Aligned with the university's vision and mission, the Extension Program reflects the
institution's unwavering commitment to promoting the development and welfare of the
people in Southern Mindanao. The Extension Program's activities, including community-
based research and development projects, organizing training programs, and offering
technical assistance to local organizations and businesses, contribute directly to the
university's mission of providing competent human resources for regional development
and improving the living conditions of the Muslims and indigenous people.

The Extension Program's focus on promoting agricultural productivity,


entrepreneurship, and vocational skills training aligns with the university's vision of
becoming a globally competitive institution that develops human resources within the
region. Additionally, the Extension Program's engagement in social and cultural programs
that promote understanding and harmony among different groups in the region
demonstrates the university's commitment to improving the living conditions of local
communities.

In summary, the MSU-GSC Extension Program is a vital component of the


university's efforts to realize its vision and mission. The program's provision of relevant
programs and services, which respond to the needs of the local community, will assist
MSU-GSC in becoming a leading university in Southern Philippines committed to
promoting the region's development and welfare.

Extension LEADS AGRICULTURE & FISHERIES EXTENSION
STRATEGIC FRAMEWORK 2020-2022

The themes now concentrate on the four major extension services stipulated under
the AFMA namely: training [LEARN], technology demonstration [EXHIBIT], farm or
business advisory services [ADVISE], and information, education, and communication
services [DISSEMINATE]. A thematic area focusing on governance [SUPPORT] was
added for cross-cutting elements such as extension policy, planning, implementation,
monitoring and evaluation, and resource management. This is to note that the principles
and interventions of partnerships, innovations, and climate change and disaster risk,
reduction and management shall still be integrated into the new thematic areas.

LEARN
Strengthening Competency and Competitiveness through Capability Building
This thematic area is focused on the provision of training services. This aims to
capacitate the AEWs, farmers, fisherfolk, rural women, youth, and other stakeholders
along the value chain to adopt innovative, sustainable, productive, and new techniques in
social and production technologies of farming and fishing. The thematic area encourages
the holistic approach in delivering training services through the enhancement of training
services from the development of the curriculum and agents of extension, effective
modalities, techniques and strategies to the sustainability of interventions.

EXHIBIT
Modeling Technologies, Best Agriculture and Fisheries Extension Practices and
Innovations
This thematic area is focused on the provision of technology demonstration
services. This is the most effective way to introduce and showcase the success of a new
and innovative technology or practice, its processes, techniques, and end results to
individuals and communities. This thematic area encourages innovations to thrive as new
farming systems are applied and integrated as a result of exhibited demonstrations.
Further, this serves as a platform for farmers and fisherfolk to feedback on-farm problems
to extension workers and researchers as different technologies and practices are being
demonstrated and tested in their farms.

ADVISE
Empowering Farmers and Fisherfolk through Advisory Services
This thematic area involves the provision of farm or business advisory services. It
includes on-demand knowledge sharing and advisory on production and post-production
technologies, linking producers to the market, investments, and other strategic resources
and support services with various stakeholders in agriculture and fisheries. It also covers
the provision of financial and management advices especially for farmers, fisherfolk, and
their organizations. These are technical services on rural based organization development,
marketing-related assistance, feasibility study preparation, project proposal development,
technology-based knowledge sharing, and farm visits.

DISSEMINATE
Enhancing Agriculture Fisheries Extension Knowledge Products and Services
This thematic area deals with different extension clients/stakeholders’ need for fast
access of up-to-date agriculture, livestock, and fisheries related information and
knowledge. It includes development, translation, packaging and distribution of
knowledge products through multimedia (print, broadcast, TV and internet) and all other
modes of communication that fit specific client system.

SUPPORT
Improving Enabling Environment and Governance for Agriculture and Fisheries
Extension
This thematic area deals with the need of extension agencies for policy support,
planning, monitoring and evaluation (PME) mechanisms, human resource management,
budget, infrastructure and facilities.

EXTENSION ACTIVITIES
The Department of Political Science in Mindanao State University-General Santos
City, in partnership with the City Mayor’s Office (CMO) through its Integrated Barangay
Affairs (IBA) Office, launched the Project Karunungan: Training-workshop on Parliamentary
Procedure and Legislative Process for the capacity building enhancement of the 26 barangays
in General Santos City. The Memorandum of Understanding was signed between the City
Mayor Ronnel C. Rivera and late Chancellor Anshari P. Ali.

The project was conceptual based on the needs assessment from among the BLU
officials as stakeholders. The primary concern they raised was the insufficiency of training
among local officials to conduct meetings in orderly manner and the to propose legislative
measures as members of the local council. Thus, the need for training workshop. And in
particular, Project Karunungan aims to equip the Barangay-LGU officials with the basic
knowledge on the proper handling of meetings among their respective council meetings
or assemblies and improve their capacities in crafting local ordinances and resolutions.
This will aid them in achieving expedited and democratic deliberations in meetings and
improved quality of law-making process. It is noteworthy that there is a mandatory
representative from the Indigenous People which will hopefully improve their
participation and law-making capabilities in their respective BLGUs with the end view of
better representation of IPs in the government. This is in line with the mandate of the
University to improve the living conditions of Muslims and IPs in Southern Philippines.

This training is important for the organizational development of their respective


Councils. This will eventually help the officials to perform better in their respective duties.
Moreover, knowledge on the procedure will make it easier for people to work together
more effectively with the end view of accomplishing their goals or purposes, for the rules
of procedure should assist them in their meetings and not to inhibit them.

Objectives of the Project

The following are the objectives of the training:

1. To provide the officials of the barangays in General Santos City with the basic
knowledge on the Parliamentary Procedure and legislative process;
2. To capacitate the barangay officials with the skills of properly handling the meetings
based on the rules of procedure and crafting ordinances and resolutions;
3. To increase the productivity of the barangay officials by expediting the conduct of
meetings based on the rules of the procedure.

During the implementation phase, the CLGU of General Santos City identified the
initial BLGUs that participated in the project. These are Barangay Dadiangas North,
Mabuhay, and Katangawan.

Due to the impact of the COVID-19 Pandemic, the project was temporarily halted
to give way to the provisions of health emergency related assistance of the CLGU. The
BLGUs were understandably focused on containing the spread of the virus in their
respective jurisdictions. Thus, it was agreed that the project resumes once the concerned
parties are ready to continue the implementation of the project. The next BLGU identified
is Tambler and was slated for the training-workshop on June or July 2023. However, the
impending travel to Cebu and the SGLG compliance altered the original schedule. The
resumption is expected on August 2023.

SYSTEMATIC AND
EFFECTIVE PROCEDURE
The BOR approved Extension Manual of MSU-Gen

eral Santos City contains the procedures,


policies and guidelines related to extension services. This manual includes the following:
extension agenda; implementing guidelines; submission, approval, and funding of RDE
proposals; incentive schemes; monitoring and evaluation; monitoring and evaluation
methods/tools; report requirements; technology development process; designation of
program, project leader and staff; on sales of procedure of projects; students’ involvement
in research and extension; linkages and fund sourcing; and intellectual property rights.

The University provides internal funding for extension proposals. Funding or


linkages with other agencies are also welcome following the guidelines. The chart for the
flow of proposal is illustrated herein.
EXTENSION BUDGET
The Extension Department has an adequate budget for the extension services.
However, the Project Karunungan is mainly funded by the Annual Investment Plan of
City-LGU and is specified under the Barangay Governance Initiatives and Special Projects
in the Programs, Projects, and Activities (PPAs) of the City-Mayor’s Office (CMO).
PROVISION OF MATERIALS AND
OTHER RESOURCES
For the Project Karunungan, the provision of transportation, training materials such
as handouts, LCD projectors, pens, and other office supplies as well as the food for the
participants and trainers were shouldered by the CLGU while the Department of Political
Science is in-charge of the training process.

The signing of MoU is participated by Chancellor Anshari P. Ali as the head of the
University and signed in advance by Former City-Mayor Ronnel C. Rivera, duly
represented by the personnel of CMO-Integrated Barangay Affairs. Prof. Joy C. Calva, one
of the project proponents, signed as witness in behalf of the Chairperson of the
Department of Political Science.
