INTRODUCTION

Extension, other than Instruction and Research, is one of the significant


functions of an educational institution. It translates the school’s mission
and vision to reach out to its surrounding communities into programs that
extend its expertise in the academe, share its resources, develop and
strengthen its social responsibility. Also, it is an avenue where relevance
and responsiveness curricular programs are validated by enriched quality
of people’s lives and responding to the community needs.

The SEC community extension program is considered is a set of projects


and activities involving government organizations, non-government
organization, students, parents, faculty members and staff through the
office of extension services. Whereby acquire practical and objective
knowledge, through research, necessary and helpful in improving its drive
for academic excellence through quality education.

Essentially, extension services and programs enable the academic


institution to be a catalyst in social transformation and change through
the utilization and maximization of its resources and services. It is these
lights the extension services and programs are crafted to be
developmental, integrated, comprehensive and sustainable.

This extension Agenda serves as framework in carrying out the community


extension activities/services of the institution. It is guided by development
extension principles of community development through participatory
approach, promotion of self-reliance and societal transformation by
serving the needy, the less privileged, the deprived and the underserved.
Through its programs, projects and activities, the school gains relevance
and responsiveness to its stakeholders.

GENERAL INFORMATION

1. BRIEF HISTORY OF SURIGAO EDUCATION CENTER

Surigao Education Center is a non-stock, nonprofit private, nonsectarian


educational institution incorporated under the laws of the Republic of the
Philippines on November 25, 1987. That time, the school was known as
Surigao Medical School of Midwifery, when it opened as the first Midwifery
school in Surigao in 1978. In 1988, the school changed its name to Surigao
Education Center and bought about the offering of new courses as part of
the school development plan.

Then, Surigao Education Center in line with its objective of developing the
community saw the need to offer a Nursing Program. Thus, the Nursing
Program together with other new courses was initiated on October 23, 1991.
And then, in the school year of 1993-1994, Surigao Education Center had
opened its doors to the young men and women of Surigao City and its
neighboring provinces to its pioneer batch of Bachelor of Science in Nursing
Program, Bachelor of Science in Marine Transportation, Basic Seaman Course
(now called Seafarer’s Rating Course) and Associate in Radiologic
Technology, now offered as bachelor of Science in Radiologic Technology.

Throughout the years Surigao Education has strived to be a dynamic


institution by offering additional courses in Engineering in 1996. Courses like
Bachelor of Science in Mechanical Engineering, Marine Engineering and
Architecture and other courses offerings followed such as Bachelor of
Science in Accountancy and Business Education, Bachelor of Science in
Computer Science and Information Technology. In addition to that, it has
also offered courses like Teacher Education, Hotel and Restaurant
Management, Civil Engineering, Electronic and Communications Engineering
and Computer Engineering. Responding to global realities and demand of
labor market, the school implemented the Ladderized Education System with
a global sense to adequately respond to these emerging needs.

The programs offered are recognized by the Government through the


Commission on Higher Education. The School had also adapted ISO
standards for quality management system and is currently accredited with
Anglo Japanese American Registrars, Inc. (AJA). This reflects the school’s
commitment to quality education to the people of CARAGA.

Surigao Education Center is committed to provide an assured level of


quality education relevant and responsive to the needs of the community

truth, cooperation and social responsibility.

4. SURIGAO EDUCATION CENTER GOALS

4.1. Continuously improve the efficiency and effectiveness of


management.
4.2. Establish and strengthen income generating projects.
4.3. Strengthen Alumni affairs and ensure employability of graduates
4.4. Promote wellness programs among employees
4.5. Enhance marketing campaigns and strategies.
4.6. Produce students/graduates equipped with essential knowledge,
competence and skills.
4.7. Pursuit high standard and quality teaching
4.8. Acquire state of the art facilitates needed for teaching.
4.9. Strengthen research to address institutional, social, technological
and environmental concerns
4.10. Establish linkage with professional research group for the publication
and leverage external research funding support.
4.11. Uphold research programs of the institution.
4.12. Strengthen the extension programs in line with the government’s
mandate to facilitate in bringing sustainable development
particularly in health, social, cultural, and economic needs of the
community. That in turns, SEC shall be able to experience real life
conditions to be able to learn and develop student’s skills, improve
teaching and explore possibilities on marketing and research.
4.13. Uphold linkage with NGOs/GOs/LGUs and/or other funding institutions
for assistance and partnership in program implementation.
4.14. Foster student’s awareness and understanding of the Filipino culture
and instill professionalism through sports.

4.15. Establish and Sustain positive relations to students and parents
4.16. Inculcate responsible behavior and attitude to students

7. BRIEF HISTORY OF EXTENSION SERVICES IN SURIGAO EDUCATION CENTER

Community Extension is one of the vital functions of Higher Education


Institutions. Surigao Education Center, in its commitment to community service
and development, created the Office of Community Extension Services through
a board resolution and was ratified on August 16, 2006. This vital office was
implemented under the office of the president and was transferred to the office
of the vice president for academic affairs in 2017.

The helm of this office was handed to the responsible and visionary
individuals who made impact on the institutional pursuit to academic
excellence in extension services:

8. MISSION-GOALS-OBJECTIVES OF THE COMMUNITY EXTENSION SERVICES

8.1 VISION

Extension, other than Instruction and Research, is one of the significant


functions of an educational institution.

Surigao Education Center expresses strong commitment in this area


taking hand in hand in the Government mandate to facilitate in bringing
development and progress to the community through utilization and
maximization of its resources and services

8.2 MISSION

Surigao Education Center shall create programs, establish linkages, and


provide extension services relevant to the health, social, cultural, skills
enhancement, environmental and economic needs of the community
for its sustainable development.

8.3 OBJECTIVES

1. Impart and offer the services (expertise and resources) of the


institution to its neighboring community through community extension
programs.
2. Establish one long-term program (Community Development based
Extension Program) within Surigao City, or Surigao del Norte or
Dinagat Islands by which all academic departments of the institution
can apply their area of expertise.
3. Establish short term programs (Course based extension programs) for
each academic department annually.
4. Establish partnership with GOs, NGOs and socio Civic Organization
and International organization in one of their existing programs that is
relevant to the utilization of the services offered by the institution.
5. Increase the social awareness of SEC constituents by providing
trainings and involving them to in the community extension programs
identified and implemented by the institution.
6. Participate in the existing academic networks and programs of the
year that aligns to the vision and mission of the institution.

7. Instill the culture of volunteerism among the students by allowing
them to take part of the institutions’ extension programs.

8.4 Goals

1. Develop beneficial programs for SEC and the partner community.

Strategies/objectives:

a. Establish one long-term program (Community Development based


Extension Program) within Surigao City, or Surigao del Norte or Dinagat
Islands by which all academic departments of the institution can apply
their area of expertise.
b. Establish short term programs (Course based extension programs) for
each academic department annually.
c. To have assessment and an annual evaluation of the different
community extension programs and services both departmental and
institutional with the concern stake holders.
d. To give an avenue to the whole college, community and NGO
partners on the concerns both national and local importance which
could affect their day to day life and activities

2. Strengthen the culture of extension and volunteerism among SEC


personnel, PTA members and alumni and students.

Strategies/objectives:

a. To raise the level of awareness among the members of SEC community


in recognizing and valuing voluntary works.
b. To strengthen community connectedness and social cohesion and
participation.
c. Increase the social awareness and responsiveness to the needs of the
community of SEC constituents by providing trainings, seminars and
involving them to in the community extension programs identified and
implemented by the institution, especially in times of disaster and
calamities.
d. Instill the culture of volunteerism among the students by allowing them
to take part of the institutions’ extension programs.

3. Bring development and progress to the partner community through


utilization and maximization of SEC and the partner Community’s
resources and services.

Strategies/objectives:

a. Impart and offer the services (expertise and resources) of the institution
to its neighboring community through community extension programs.
b. To generate needed resources and to facilitate the implementation of
the school community involvement projects by conducting resource
generation programs.
c. To inculcate the value of sharing and caring through fund raising
activities
d. To conduct in – house and in location short term skills training through
the different academic department and Recognized Student
Organizations (RSO).
e. To enhance the employability of our partners community and
nongovernment organization specifically the out-of-school youth.
f. To provide the partners community and nongovernment organization
with tools of the trade for entrepreneurship.

4. Expand stronger linkages among local and international funding


institution, such as the NGOs, GOs, LGUs, among others.

Strategies/objectives:

a. Participate in the existing academic networks and programs of the


year that aligns to the vision and mission of the institution.
b. Establish partnership with GOs, NGOs and socio Civic Organization and
International organization in one of their existing programs that is
relevant to the utilization of the services offered by the institution.
c. To encourage funding from other sources into CES assisted programs

FOUNDATIONS OF EXTENSION PROGRAM

1. PHILIPPINE CONSTITUTION

The 1987 Philippine constitution provides that the state shall encourage
nonformal, informal and indigenous learning system, as well as self-
learning, independent and out of school study program particularly those
that respond to community needs and provide adult citizens, the disabled
and out of school youth with training with civics, vocational efficiency and
other skills. (Article XIV, Section 2)

2. EDUCATION ACT OF 1982

The Education act of 1982 provides that the educational system shall
reach out to educationally deprived communities, in order to give
meaningful reality to their membership in the national society, to enrich
their civic participation in the community and national life, and to unify all
Filipinos into a free and just nation. (Part 1, Chapter 2)

Furthermore, obliges the parents to cooperate with the school in the


implementation of the school program curricular and co-curricular.
Likewise, it obliges the students to exert his utmost to develop his
potentialities for service, in order that he may become an asset to his
family and to society. And participate actively in civic affairs and in the
promotion of the general welfare, particularly in the social, economic and
cultural development of his community and in the attainment of a just,

compassionate and orderly society. Similarly, it obliges the teachers to
participate as an agent of constructive social, economic, moral,
intellectual, cultural and political change in his school and the community
within the context of national policies. (Part 2, chapter 3)
