NEW NERC POLICY


The North American Electric Reliability
Corporation (NERC) has been working to
identify candidates that should be registered
for compliance with electric reliability
standards. The key to whether an entity
should register is whether it is material to
the reliability of the bulk power system."
The second round of nonbinding registration
closed December 15, but there will be
continuing efforts to determine which entities
should be registered. IAMU expects that in
early March final draft lists of entities will be
submitted by each region to NERC, in order for
NERC to have a final list of responsible entities
in May of 2007.

Registration Guidelines:
I. Entities meeting one or more of the following
criteria are (i) owners, operators, and users of
the bulk power system and (ii) candidates for
registration: I(a) All entities meeting the criteria
established by NERCs approved definition of
bulk electric system:
As defined by the Regional Reliability
Organization, the electrical generation
resources, transmission lines, interconnections
with neighboring systems, and associated
equipment, generally operated at voltages of
100 kV or higher. Radial transmission facilities
serving only load with one transmission source
are generally not included in this definition.

I(b) All entities owning, operating, or using


transmission elements of 100 kV and above;
I(c) all entities owning, operating, or using any
<100 kV transmission elements that could
limit or supplement

Statewide seminars will
present 2007Safety Group
Insurance Program
Jester Insurance Services, in conjunction with
EMC Insurance Companies, will again hold a
series of seminars statewide to highlight the
IAMU Safety Group Insurance Program. Since
its
inception in 1981, the program has provided
many benefits to IAMU members and has
grown
to be one of the largest insurance programs
for
cities and municipal utilities in the nation. The

The distribution will be made after the start


of calendar year 2007, and will be shared by
434 participating member cities and utilities.
Five percent of the distribution will be in the
form of IAMU Risk Management Coupons.
The average cash distribution is
approximately $4,100.
New Risk Management Coupons for 2007 will
be sent with the dividend distributions, and
may be used immediately. They will be valid
until February 29, 2008. The 2007 coupons will
be green. The salmon-colored 2006 coupons
are valid until February 28, 2007. Risk
management coupons may be used as
payment for: certain IAMU risk managementrelated workshops; OSHA manuals; IAMU Safety
Cluster dues payment; and IAMU Annual
Conference registrations.
The IAMU Safety Group Insurance Program is
administered through EMC Insurance
Companies.

& Health Administration (OSHA) has released

standards from October 2005 September
2006. The list contains many of the usual
suspects, but the order of their occurrence
has changed slightly.
Once again, OSHAs Scaffolding Standard was
the most frequently violated overall. Among
rules covering General Industry, the Hazard
Communication Standard (HCS) remains the
most-violated standard, but slipped from
second last year to third this year on the
overall list behind the Fall Protection
Standard.

not renewed by a certified operator
or do not meet the renewal criteria
will expire June 30, 2007.
In order to renew a Grade A, I, or II
license, certified operators must
have earned 1 CEU or 10 contact
hours between April 1, 2005 and
March 31, 2007. Certified Grade III
or IV water operators need to earn 2
CEUs or 20 contact hours between
April 1, 2005 and March 31, 2007 to
renew their license.
CEUs may be earned by attending
Iowa Department of Natural
Resources (IDNR) approved courses
that contain subject material
specifically pertaining to an
operators certification. IAMU offers
a variety of IDNR approved courses
every year for water operators to
attend. Upcoming courses provided
by IAMU can be found on the IAMU
website at www.iamu.org (click on
Member Services and Water).
IAMU processes all of the CEUs
earned at our courses through
Kirkwood Community College.
Kirkwood then reports CEU totals to
the IDNR. If you have any questions

RECEIVES AWWA FULLER


AWARD
Jon Martens, Director of Water Operations at
IAMU member Atlantic Municipal Utilities, and
chair of IAMUs Water Safety & Training
Committee, was honored recently by being
named the recipient of the American Water
Works Association (AWWA) Fuller Award. As
stated on the AWWA Iowa Section website, the
award is presented annually by the AWWAs
Iowa Section to selected members for their
distinguished service to the water supply field
in commemoration of the sound engineering
skill.the brilliant diplomatic talent.and the
constructive leadership which characterized
the life of George Warren Fuller.
In addition to the Director position Martens
holds with Atlantic Municipal Utilities, he also
serves as a water operator by affidavit for
several smaller communities. He holds a
Grade III treatment license, a Grade IV
distribution alliance and a Grade I wastewater
license. He has served on IAMUs Water Safety
& Training Committee for nine years, and is
also a trainer for numerous water and
wastewater training classes held at IAMU. He
has served the water industry on a national
level as part of the AWWAs Small Systems
Committee.

The fall edition of IAMUs semi-annual


Telecom Workshop was held at IAMUs
Training & Office Complex November 14
15, 2006.
Several different presenters brought
attendees up to speed in some of the
latest industry trends, as well as in areas
such as regulation and safety-related
planning. Kris Plambeck of Consortia
Consulting discussed current regulatory
matters; and IAMUs Dave Hraha and
Tommi Makila discussed emergency
preparedness for telecom utilities and a
mutual aid refresher, respectively.
Breakfast with Julie saw IAMU Legislative
Counsel Julie Smith leading a discussion of
what to expect in the telecom industry in
regard to the latest round of election
outcomes; and tech topics were presented
by David Fyffe of Muscatine Power &
Water (digital overlay) and Mark Mitscher
of Wave 7 Optics (Fiber-To-The-Premises).
Attendees were also treated to an hors
doeuvre reception following the

which funds work on a variety of technologies,
including advanced batteries, flywheels,
super-capacitors and compressed air energy
storage. Funding for ISEP has been managed
by Sandia National Laboratories, which holds
energy and infrastructure assurance as one of
its cornerstones.
ISEPA is closely analyzing a location just west
of Dallas Center in central Iowa. The site lies
within 30 miles of downtown Des Moines, and
is the third location ISEPA researched after
initially screening more than 20 geological
structures in Iowa. ISEP will employ CAES,

much of it renewable,
that would be available
during periods of high
demand.
Its a good location,
said McGill. The
reservoir is deep enough
and wide enough, with
good geology. The
condition of the
reservoir rock was
crucial to the
development, as ISEP
will differ from the
reservoir geology
caverns in underground
salt used by the other
two operating CAES
facilities in Alabama and
Germany. Storage in salt
and utilization of preexisting underground
mines developed during
minerals production are
typical avenues pursued
for CAES storage
facilities. But ISEP will be
the first facility of its
kind to use a porous
sandstone layer far
under the earths
surface to hold the

feet; the
reservoir will be
about 2,800 feet
deep at the crest
and 2,900 feet
deep at the
edges.
ISEP will

compressed air. The air will be pumped into the


sandstone, will displace water that exists there
in a limited and carefully controlled area, and
will form a bubble, which will remain in place
as an underground reservoir of stored energy.
It will be tapped by wells, which will allow air
out when needed to provide electricity.
ISEP will combine the underground storage of
air with energy derived from wind power in
Iowa, making the project doubly attractive as
Iowa strives to further the advancement of
wind energy. Some of the energy collected by
wind turbines will drive compressors to push
the air underground. ISEP will provide 268
megawatts of CAES generating power and
plans to use approximately 75 megawatts of
wind power. ISEP offers the best means to
assure full utilization of wind energy, whether
that power is created by ISEP or purchased,
said McGill. He stated that it will ensure that
wind energy will be available to ISEP customers
when most needed (instead of relying on the
uncertain availability of wind), and will help
cities and utilities avoid much of the carbon
tax which is likely to be imposed on fossil fuel
burning facilities in the future.
Cities and utilities participating in ISEP will
utilize a mix of energy sources, of which energy
from ISEP will be one component. It is
anticipated that most ISEP customers will
continue to use technology such as coal-fired
steam generating power plants to serve their
baseload needs, but will use energy from
ISEP as a mid-range (or intermediate) power
source, as studies have shown that is the area
with the most urgent need for utilities. Access
to CAES generating capacity would offer the
utilities a very flexible tool to help them
manage their energy costs and maximize the
value and usefulness of their renewable energy
assets. McGill estimated that CAES plus wind
energy from ISEP could account for 20 percent
of the energy used in a year at a typical Iowa
municipal utility, and could save the cities and
their utilities as much as $5 million per year in
purchased energy. The cost of energy from
ISEP CAES facilities has been estimated at $65
per megawatt-hour.
