Conclusions from Lessons of Fukushima Accident
Main Challenge for Newcomers

Fukushima accident identified the need for accident mitigation training along with accident prevention training.

Insufficient instructor skills Effectiveness of simulator training is limited

Proactive actions have been taken in emergency preparedness and training

Programmes of international cooperation in education and knowledge transfer:

• Educational programmes of IAEA, WNU • Working group on formation EurAsEC Cooperation Council

• Cooperation programmes with foreign universities (Turkey, • ENEN-RU project «Cooperation infrastructure development in the field of nuclear education" (Rosatom- Vietnam) Euratom agreement)

Specificity of personnel training in newcomer countries
Need for positive public perception of nuclear power in areas where NPP will be constructed
Reducing risks of construction delay (example: blocking Kudamkulan activities in October 2011)

Need for training qualified construction workers and fitters
Reducing risks of quality decline during construction and installation

Need for training operating personnel

Training Centre start-up simultaneously with the first concrete at the NPP site.
3.Specificity of newcomer

Conclusions (implication from Fukushima Accidents for HRD)
Implementation of TC simultaneously with first concrete (five years before first load) will provide an essential basis for training of national instructors; Focusing the training on Safety related computer codes/simulators is a must at early stages of infrastructure development
