Query 1 - Do you know how the water supply scheme is organized so far?
There must be some other water works (I found only one in google earth). Possibly only half of the population in Raipur receives now piped water, the rest is supplied by tankers or do people operate their own shallow wells? If you know the no. of connections, connected population, produced water volume, sold water volume, length of existing network and network under construction would be great. We would like to clarify to you here that the scope of work for this tender includes only 17 zones which are not being supplied water by RMC currently. Presently water is being supplied from 16 nos of functioned OHT which covers nearly 70% area in proposed Zones RMC has already completed the Intake, the WTP, Feeder mains/ Gravity mains including 17 nos of Overhead tanks including part of Distribution network. The newly built 150 MLD WTP including INTAKE will produce water which is sufficient to fulfil demand/requirement of these 17 zones. At present RMC laid feeder main/ Gravity mains and D/S for said water supply scheme which is connected to 16 OHT out of 17 nos newly constructed OHT (Capacity of each OHT 3200KL). The operator would have no correlation whatsoever with the water supply of the rest of the city. The operator has to improve/ strengthen the existing network and connect the proposed command areas/colonies with distribution network of around 170 km and HSC in this contract. Details of pipe line already laid for the proposed 150 MLD WSS A) Clear water pumping main - L = 48.05 KM 1600 to 400 MM dia . B) D/S - L= 288 KM dia various from 600 mm to 100 MM. Water demand considered @ 135 lpcd for domestic uses. We have the BOQ for the 17 zones with zone wise items listed in it which we have arranged through our sources which we will share. The scope of work would be more or less the same as stated in this DPR but to get completely assured we need to wait for the reply to the queries for the second prebid meeting.
Query 2 - The RfP mention RMC to be responsible for water supply right now, however, I do not know if this is a big or small organization. Anyway, we need to have some initial information from RMC on the existing customers: no. of customers, average monthly household consumption, tariffs, fees for connection, existing collection efficiency. All this is not stated in the RfP. Pls find below some preliminary information about RMC
ABOUT THE CORPORATION The Raipur Municipal Corporation (RMC) comprises of 70 wards and their councillors, and is headed by a Mayor, who is elected by voters of the city. These members are made in charge of different departments of corporation. The next tier is that of zonal ward committees, headed by chairpersons who are elected by ward councillors of the respective zone. The Commissioner heads the executive wing of the Corporation who is assisted by a team of officials namely, the Deputy Commissioners, City Health Officers, Executive Engineers, Zone commissioners and other staff.

CITIZENS / CLIENTS Raipur Municipal Corporation provides services to all the people who reside in the municipal area such as all men, women, children, urban poor & marginalized people. The Corporation also seeks to serve any people visiting the city temporarily. The services of the corporation are also extended to schools, hotels, hospitals, shops, private and government institutions etc. 1. WaterSupply Water supply department is one of the major departments under the RMC. This department is responsible for provision of drinking water to all citizens of the city through water supply connections (from filter plant -Rawabhata), tube-wells, hand- pumps and tankers (in summer season). The executive engineers along with their team (Asst. Engineers and Sub engineers) and staff (work assistant, line men and pump men) are responsible for protected drinking water supply in the city. Raipur has a population of about 10.59 lakh (Approx 2009-2010, sourceWater supply dept. RMC) and a floating population of about 1 lakh in a daily (2009-10, source-Water supply dept. RMC) The major sources of water in the city are Kharun River (127 MLD) and ground water through tube wells (22 MLD). For water supply purposes, the city is divided into 8 zones and each zone has a reservoir. The reservoir water is then supplied to distribution system by the existing pipeline network.
