Central Bicol State University of Agriculture 2012: ENGLISH LANGUAGE PROFICIENCY OF COLLEGE FRESHMEN AT CENTRAL BICOL STATE UNIVERSITY OF AGRICULTURE SCHOOL YEAR 2011-2012 THESIS ADVISERS: Claribelle C. Haber and Dr.Gloria B.Osea This study aims to determine the level of English proficiency of College freshmen of CBSUA. The specific purposes of this research study are the following: 1)To determine the general proficiency level in English of the College freshmen of Central Bicol State University of Agriculture, 2)To determine the proficiency level in English of College freshmen of Central Bicol State University of Agriculture, along: a. Vocabulary b. Grammar c. Phonology d. Reading comprehension 3) To determine the relationship among the language elements considered in the study, and 4)To determine the implications of the study to College English language education. This study was premised on the assumption that the College Freshmen of CBSUA are proficient in English Language. This study used descriptive - correlational method in order to determine the level of English proficiency of College freshmen at Central Bicol State University of Agriculture. This research focuses on the Level of English

proficiency of College freshmen at Central Bicol State University of Agriculture Main campus, San Jose Pili, Camarines Sur for the School Year 2011-2012. Findings of the study revealed that the College Freshmen were proficient in Grammar with an average score of 13.53 and moderately proficient both on Reading Comprehension with an average score of 5.37 and Phonology with an average score of 12.16, but they are hardly proficient in Vocabulary with an average score of 4.98. The general proficiency level of College freshmen falls under moderate proficiency. After the data collection and interpretation, the researchers had come up with the following conclusions: 1. The College freshmen of Central Bicol State University of Agriculture are proficient on Grammar and moderately proficient both on Reading

Comprehension and Phonology but hardly proficient on Vocabulary. 2. Vocabulary and Reading Comprehension, Vocabulary and Grammar, Reading Comprehension and Grammar, Grammar and Phonology have a moderate correlation or relationship. Correlation is significant at the 0.01 level while Vocabulary and Phonology has low correlation.

Based on the conclusions cited by the researchers, the following recommendations were made: 1.) Adapt and utilize new strategies in teaching English language to College freshmen that will ensure their proficiency. 2.) Establish a speech laboratory to further hone students language proficiency level. 3.) Create short courses on language proficiency that will cater primarily to the University students needs for English language enhancement. 4.) Provide opportunities to the faculty to access the new trends and approaches in language teaching by sending them to seminars and the like. 5.) Conduct more related researches to aid policy making and development to address the issue on English language proficiency.
