It is hoped to preserve as much of the original fabric as possible, with the chassis needing extensive repairs due to long exposure to the sea air. Otherwise the structure is in good condition, with AC Tripodi of Ramsgate undertaking the work. The restoration appeal raised the 25,000 needed to go ahead with the

Sainsburys vote: the fight goes on

Shepways development control committee voted 9-4 in favour of the proposals to build on the old Smiths Medical site in Military Road after including an amendment to fund improvement works at the Scanlons Bridge junction. But David Plumstead, of Shepway Environment and Community Network, said members failed to debate the issue seriously enough. He said: Im appalled at the lack of attention from some councillors. As far as they were concerned, it was a done deal. There was no proper debate, it was disconnected and not focused enough. They werent applying intellectual rigour, it was completely superficial. Wheres the transparency or openness? We did far more work than the council or Sainsburys. They dismissed the effect on high-street trade. We spent hours over four days going into every shop with a questionnaire and 90 per cent were against it. Mr Plumstead said that he and colleagues from the Kent Environment and Community Network, of which he is a founder member, believed the decision was unlawful and breached European law covering public partici-

Planning expert Dr Wendy Le-Las, on behalf of campaigners, told the committee they would be replacing one monstrosity with another. She said the council could leave itself open to legal action due to the effect on the conservation area and Hythes heritage could generate much more income in the longer term once the recession was over. Speaking in favour was Channel Chamber of Commerce chairwoman Sezen Zeki, who said it represented a multi-million-pound investment and would keep more shoppers in town. Sainsburys regional manager Bruno Moore said the firm had addressed the main points raised in October, when the decision was deferred. These included restricting hours of delivery, funding staff parking permits and explaining how flipping the design would have created more problems. Mr Plumstead said he had met Shepway chief executive Alistair Stewart to discuss concerns over how planning decisions were made. He said: It was cordial and positive enough, but things havent been followed up. Its just business as usual.

Back from the brink

HARCOURT Primary School has received an overall grading of satisfactory from Ofsted just three years after being threatened with closure. The school in Biggins Wood Road, Folkestone, was in danger of being amalgamated in 2006 due to low standards and falling rolls. However, a three-year rising trend in results led to good ratings in many areas, with improvements in teaching, learning, care and support.
