A council spokeswoman said a direction had been received from Communities Secretary Eric Pickles not to grant planning permission before Friday, December 17, without his authorisation, while he considers whether to call in the application and determine it himself. ARTIST IS CREAM OF THE CROP

A Creative Quarter artist has won the prestigious 5,000 ING purchase prize for her painting Strawberries And Cream, which was recently on display in London. Charlotte Harris, who is best known for winning the BP Portrait Award in 2003 at the age of 21 with a painting of her grandmother, has turned her focus to contemporary still-life paintings in recent months. Her entry was among those of 250 artists chosen by Discerning Eyes arts editor Tim Barber to be put on show at the exhibition, which was held at the Mall Galleries. Charlotte, whose studio is in Folkestones Old High Street, said Strawberries And Cream reflected her love of painting different textures such as glass and the skin of fruit, showcasing the various qualities of objects and bringing them to life.
