These are regarding the calarifications peratining to BSNL Executive Time Bound propotion policy-2007. As per original calarification recived from BSNL H Q on 18.02.2010 some scale/grades incuding AAO and Senior AO

from Account Wing were treated as non post-based scales and directed to treat under time bond promotion and accordingly the next time bound

promotion of these offcers is to be considred after five year as per conditions of 2nd Time. The case was put up in the old file and Noting of the page No 13/N to 16/N are places at page 3/c.

The action in respect of all AAOs promoted after 01-10-2000 were reviewed and changed their date of effect of TB promotion from four years to five years vide page 4/c. However the cases of 9 Sr AO as mentioned at page 3-1C was not reviewed because all the offcers either have been trasffred to others Circle or retired (Except one offcer Sh K L Ghakar). Since BSNL HQ also issued instructions to not effect the recoveries of such offcers. Moreover these offcer were alredy offcating in the highr garde of CAO in 2005-06. The case of Sh K L Gakhar is also decided by taking his AO to Sernior AO promotion in CDA sacle instead of IDA and next promotion (2nd Time ) Granted w ef 03.04.2005 is in order. It is also leanet that the date of effect in respect of some offcers have also been changed by the others Circles.

Note 2/N It is further submitted that some more offcers from others Circles have also joined in Haryana Circle under this categaries such as Sh Jag Mohinder, Sh M

C Aggawal. Sh Rakesh Kumar, Sh Rajender Prakash Verma, Sh R K Dhandhel etc. So in this regard it is proposaed that. 1. We may call for the following deatils from the respective SSA/Units. A Name of the offcers promoted as Sr AO w ef 01-10.2000 and onwards. B Their Date of opting the IDA pay scale. C Date of Financial upgardatiion from E-3 to E-4 as per Policy alonwith copy of Memo. D Whether this promotion is on completion of four years or Five in E-3 scale. E If the promotion was in four years, any change of date from Four ot Five years has been done, as per BSNL HQ letter dated 18-10-201o and futher from time to time, (Copies of orders are to be submitted) 2. As these offcers are to be considreed for next TB upgradatiob against DPCas on 01-10-2012 from due date upto 30.06.2013 as per BSNL HQ revised guilines, so if agreed we may submit their cases, on reciept of required inforamtion as per para 1 in the agenda of DPC as on 0110-2012 to consider. A. To achange their date of effect of promotion in E-3 to E-4 ( from four years to five years,. ( if stell there is any pending case) B. Considered their usual Tierm Boond promotion from E 4 to E5 on competion of five years 3rd time i. e. AO to Sr AO treating it as First time , Sr AO (E-3) to E-4 2nd time on competion of Five years and in E-4 to WE-5 again Five years.

It is clear from the BSNL HQ letter dated 11.03.2010 palced at page 99-a/c and dated 27.10.2010 (page 99/C) that the power to approve the expenditure only on specified items limited to Rs 50000/- per BTS is vested with the Head of Circle, but while authorising the SSAs through endorsement placed at page 46/c, no apapoval has been taken from the head of the Circle

as well as Financial advice of Cirlce IFA. So if approved we may request NC section to intimate the following details. 1. Under what circumstances the approval of the appropriate authorities had not been taken under page 46/c 2. What mechnisium has been adopted to examining the essetaility of the expendiures being incurred.

As in both cases the above certificate were submitted before 95% paymants and no furtehr matreracal change of gtehnstatus has been rewcived from this date and six months were made to elpased without any action to take over the store or to count the store. Moover the Morever it has also been revealed that he on huge stock evvery under this categaty is lying idel supplied by this company company itself as per report at page 42/c. As this is the negligency of the dapartmental end to not take over the stock so we process the Bills as per P O clause. 2. As per this PO supply were made for Rs 2 crores from Nov-2011 to Feb-2012 in Fianncail years 2011-12. Wereas most of the suplly are still pending in the store due to not utilization of the srore and the BSNL is accurreing huge loss in the folowing terms.
