Subject: Submission of views of AIGETOA MP on long pending HR issues & its resolution.

Respected Sir,

At the outset, we extend our heartfelt gratitude and welcome your good self to Bhopal – The City
of Lakes! It’s a wonderful opportunity that we are getting chance once again to welcome our top
dignitaries. We are grateful for getting this opportunity to have a physical interaction and submit our
views with respect to some most important prevailing HR issues. We would like to highlight genuine
issues which need your personal attention immediately for resolution to keep motivation high.

Each pyramid needs someone at the top. In such a competitive space, the key difference maker is
a strong leader with a solid vision. I think that you are that leader. Under your wing, I have a feeling
that our team will feel motivated and will be responsible for some significant accomplishments in this
company. Obstacles big and small can be overcome with a great leader at the helm. With you directing
the team, I am confident that all the long prevailing HR issues will be settled in a phased manner.

You will apprise that AIGETOA is the majority representative association which not only fights
for the welfare of executives but is equally involved and interested in well-being of BSNL. With
reference to above cited subject, we would like draw your kind attentions towards long pending
following issues for your kind consideration and resolution. I assure you that this will give good
motivation to all the employees who in turn will help in leading our beloved company BSNL towards
path of success.

1) Promotion to all eligible SDE/AO to AGM/CAO:

Executives are waiting for promotions and stagnating in the SDE cadre for 9 to 18 years despite
availability of vacancies and eligible candidates. These executives belong to list 8 to list 13 and have
completed their residency period much earlier. We request your kind self to consider promoting these
executives immediately to AGM grade.

The shortage of officers in AGM Grades is already having negative impact on the services as well as
demotivating the executives. With DoPT endorsing the Honorable Supreme Court Judgment, there is no
hurdle in promotions and based on the DoPT instructions, the DPC for all eligible SDE to AGM and AO
to CAO promotions may immediately be completed without any further delay.

2) Standard Pay Scales of E2 & E3 for JTO/JAO & SDE/AO equivalent:


It is quite unfortunate that the issue is persisting since long time, which was created at the time of its
inception through non standard scale of E1A in BSNL instead of E2 as provisioned in MTNL.

Please expedite the process and take necessary steps to approve the standard pay scales of E2 and E3 by
DoT, replacing the intermediary pay scales of E1A and E2A w.e.f 01.01.2007 as recommended by BSNL
Board for JTO/JAO and SDE/AO Equivalent Grades.

3) Extension of 5 increments to JTO/JAO recruited in E1 scale:


Pay Loss to most young executives is a matter of concern which should be settled at earliest. Interim
extension of E1+5 to give some relief to those struggling with initial pay scale of 16400/- in E1 grade is
the need of hour. It has created severe loss to the young executives working in the cadre of JTO/JAO
and ultimately affecting their morale.

4) Pay loss (Rs 22820) for post 2007 recruits, especially 2007, 2008 recruits JTOs and 2010 direct recruits JAOs
who were recruited in the pre-revised scale of E1A:
Our young executives recruited in BSNL are suffering with pay loss issue since a long time. Pay loss is a
serious issue and cannot be simply ignored. We request for resolution of pay loss (Rs 22820/-) for the
2007, 2008 recruits JTOs and 2010 direct recruits JAOs and E1+5 increment issue for onwards batch DR
JTO/JAOs are pending since long.

5) Promotion of Left out JTOs in the recent JTO-SDE DPC:
Some of JTOs of 2008 batch has been left out in recent JTO to SDE DPC promotion orders. It is requested
from your kind self to promote these left out JTOs of 2008 batch.

6) Scrapping of MT/DR DGM RR & No lateral Recruitment above JTO/JAO equivalent:

Management Trainee Recruitment and DR DGM Recruitment should be scrapped altogether and no
lateral recruitment should be done in the organization at any level above JTO/JAO/Equivalent. Internal
Fast-track Promotion policy should be introduced for the meritorious and talented executives of the
organization at every level.

7) Post-retirement benefit of BSNL recruits (SAB):


The majority of employees in BSNL in post VRS scenario belong to BSNL recruits. But BSNL is yet to
provide 30% SAB to this particular group of direct recruits. Hence as a security measure for post-
retirement period the quantum of SAB may be enhanced to 30% and the same may be effective from
date of joining of employee. You will acknowledge that about 42000 employees recruited by BSNL is
still struggling to get their due pensionary benefits in line with the recommendation of 2nd PRC, which
was implemented in BSNL with full fitment w.e.f. 01.01.2007 but the recommendation of 30% defined
SAB contribution was not fully honored by the BSNL management (Present defined contribution is
21.8% i.e. EPF-12%, SAB Pension 5% and Gratuity 4.8%). In the recent Pandemic about 300 employees
lost their life and the family of those deceased employees, who were recruited by BSNL will hardly get a
pension of Rs 2000/- a month from SAB Pension Fund due to insufficient contribution. The significance
and relevance of full SAB fund can be gauged from this very fact. So, it is requested to extend full 30%
SAB contribution to BSNL recruited employees and pending contribution till date to be submitted
immediately.

8) Restoration of the original DoT assigned final seniority and position of 147 candidates:
Restoration of the original DoT assigned final seniority and position being held by all of the
undersigned 147 candidates prior to issuance of oppressive reversion letter.

9) Group Health Insurance Policy:
Providing medical facility to the employee is the sole responsibility of employer. BSNL has recently
taken an initiative for implementing Group Health Insurance. We request your kind self that premium
should be paid by BSNL for the GHI Policy.

10) Revision of TA/DA Rates:


TA/DA are the basic requirement of employee when he is proceeding to do any work for the benefit of
company. The TA/DA has not been reviewed since long and it’s high time when it should be reviewed.
The present applicable rate is not sufficient for any executive to fulfill their needs during any travel
which is in the interest of company. The food rates are such that the provided amount cannot fulfill one
time food. Similarly lodging rates are such that it cannot provide accommodation even in budget hotels
also. We are of the firm belief that you will give a thought on this and will take necessary steps for its
revision.

We as majority recognized representative executive association of BSNL, once again express our firm
faith and support to all the initiatives which are being taken for the well-being of BSNL and for the
growth & development of our beloved nation. We are very hopeful that all the above mentioned issues
will be given due consideration and will be resolved at earliest.
