Learning cities and regions revisited: The R3L+ project


Presentation
This seminar presents findings from the R3L+ project which took a case study approach to investigate issues of quality in the development of learning cities and regions. Speakers from three of the cases (Germany, Romania and the UK) will provide an overview of their respective cases with reference to issues of partnership, participation and lifelong learning. This will be followed by a contribution from a representative from Glasgow who will report on Glasgow's trajectory as a learning city. Responses to the presentations will be provided by Martin Yarnit and Norman Longworth and this will be followed by an open discussion with contributions invited from the audience.

Biographies
Dr. Randolph Preisinger-Kleine is a sociologist, specialising in regional development and territorial approaches to learning. He has conducted various European and national research projects on the issue of industrial districts, learning cities and regions and has published several articles and books on organisational learning in the context of regional learning policies and industrial development, especially in the automotive sector. He is also vice president of the National Association of German Learning Regions (LRD) and is founder of the European Capitalization and Evaluation Research Network (CERN), which is dedicated to the purpose of quality evaluation in European education and training. Currently he is coordinating a series of R&D projects on the development of quality networks, and collaborative learning in local and virtual networks, such as R3L+, VETWORKS and G8WAY. Dr. Ciprian Fartusnic is senior researcher and deputy director at the Institute for Education Sciences Romania and project co-ordinator at the Observatory for LLL Romania (ODIP). His areas of interest include education policy analysis and implementation, access to education of disadvantaged groups and lifelong learning policies. In the area of learning regions/cities the main research areas are related to quality assurance, the use of structural funds for promoting partnerships and the policy transfer conditions. Paul Carroll is the Performance & Improvement Manager for Dundee City Council and has over twenty years experience in public sector policy, performance and strategy development work. He is currently working on the Single Outcome Agreement, Efficiency Strategy, Best Value and Lean Service Systems as well as customer service developments. Paul chairs the Digital Dundee Observatory and contributes to a successful corporate and economic development strategy that saw Dundee twice being included in a list of the top seven global Intelligent Communities. He leads a team developing the Dundee smartcard (NEC) and the City Council's website steering group. Karen Cunningham is Head of Libraries and Cultural Venues within Glasgow Life and is responsible for 34 Community Libraries, The Mitchell Library (Europes largest public reference library), Real Learning Centres, the School Library Service and the Education resource Service. She has established Business @ the Mitchell , a new commercial business and media information service, as key partners in the regeneration of Glasgow, delivering services for, or in partnership with Glasgow City Council, Herald & Times Group, Insurance and Actuarial Society of Glasgow and the Citys Chamber of Commerce. She is also Founder and Director of Aye Write! the Bank of Scotland Book Festival - established in 2004 and now attracting over 43,000 visits

Professor Norman Longworth is an author, private consultant, academic and project manager whose main activity and expertise is now in the domain of Learning Cities, Towns and Regions. He has managed other European and global projects in the field of learning cities, including the Pallace, Lilliput, LILARA and PENR3L projects. After successfully managing, in 1998-2000, the European Commissions TELS project, he was asked to write the policy document that gave rise to the European Commissions strategy on the local and regional dimension of Lifelong Learning. His most recent book is Perspectives on Learning Cities and Regions Policy, Practice and Participation. He was President of the European Lifelong Learning Initiative and Vice-President of the World Initiative on Lifelong Learning and was the holder of the IBM/UNESCO Chair of Information Technology and Education at the University of Southampton. He is an Honorary Professor at the University of Stirling Martin Yarnit specialises in the links between lifelong learning, employment and urban regeneration. He has played a leading role in the design and development of a number of national and international educational innovations including the Learning City Network, Adult Learners Week, Education Action Zones and Community Learning Champions. He is the author of Building Local Initiatives for Learning, Skills and Employment: Test bed learning communities reviewed (NIACE 2006 for DfES) and Towns, Cities and Regions in the Learning Age: a survey of learning communities (LGA 2000 for DES). He co-authored (with Liz Cousins) the report, Learning Champions: the Vital Link (NIACE 2008 for DIUS)) whose recommendations paved the way for the current learning champions support package. Professor Stephanie Young is the Founder and Director of Origin HR solutions, a new company providing creative recruitment and development solutions to organisations across the UK. Her career at senior levels in the public sector in Scotland, most recently as a Director at Scotland's national skills agency, included leading the work on Glasgow as a Learning City and creating 'Real', an award winning physical and virtual learning network with Glasgow libraries. She is currently writing a book on the future of learning.
