Box 245 Brandenburg, KY 40108 Dear Judge Miller: I was pleased to learn of your recent decision and sentence regarding Russell Mercer. Especially in these difficult economic times, it is imperative that all citizens understand that the act of arson is a crime and is not acceptable. Arson is a much greater problem than people realize, and it is a very costly crime. Many people believe arson to be a victimless crime; however, as you know, the cost of arson must be borne by the public through increased insurance premiums, loss of production, loss to the local economy, and unfortunately through the loss of life or injury to innocent victims. All property owners pay insurance to protect their homes and businesses from fire. The costs of extensive investigations by law enforcement and insurance companies and payment of damages of intentional acts of destruction by insurance are adding to the burdens of honest people throughout the entire Commonwealth. Every day Firefighters risk their lives to protect all property from destruction. Mr. Mercer and Mr. Lashley endangered those firefighters and the community with his criminal and selfish actions.

The citizens of Grayson County spend their tax dollars to ensure the safety of their community. Mercer and Lashley not only burned the property, they helped destroyed thousands of other citizens tax dollars with that fire. Your Honor, you are an important voice of the people. We look to our judicial branch to ensure the ideals of a civilized society are maintained. On behalf of the Kentucky State Arson Task Force, I wish to thank you and commend you for your decision and the message it contains to uphold the principles of our society, discourage the crime of arson, and appropriately honor your office.
