Parking
kiosks
draw ire
By KRISTINA SCALA
The Haddonfield Sun
More than a year ago, the bor-
ough installed parking kiosks in
the parking lot behind the First
Baptist Church, on Tanner and
Mechanic streets, and more.
Although the kiosks are a cost
saver for the township, residents,
business owners and visitors see
them as an inconvenience.
According to borough adminis-
trator Sharon McCullough, after
the kiosks were installed, they re-
ceived complaints. Since people
have gotten used to the kiosks
being there, the number of com-
plaints has been reduced.
She said installing them made
it a lot easier for the borough
dealing with maintenance and
money collection.
Police Chief John Banning
said an email is sent to the depart-
ment notifying it of any mainte-
nance issues, if the paper needs
to be changed or money needs to
be collected.
He said it allows the meter at-
tendants to address maintenance

Library launches a
new eBooks system
The Haddonfield Public Li-
brary launched a new eBooks sys-
tem on April 15 during National
Library Week. The new system,
called the 3M Cloud, is integrated
into the librarys online library
catalog, POLARIS. The 3M Cloud
is the first system that runs in
POLARIS or through any other
integrated library system. It is
easy for borrowers to check out
items, place requests, and check
in from the library or from
home.
Thanks to the Haddonfield
Friends of the Library, partners
of the Library Board of Trustees
in this effort, a Discovery Termi-
nal is available at the library to
introduce the system to the com-
munity.
The kiosk presents an opportu-
nity for those who have not used
eBooks to try them. Two eBook
readers are also available for loan
for 2 weeks for those who do not
have eBook readers. Most people
probably have devices that are
compatible with the system. They
can use it directly by visiting
www.haddonfieldlibrary.org.
A few easy steps and you will
be borrowing eBooks from the 3M
Cloud. A Haddonfield Library
card must be current and in good
standing to use the Cloud. This
system has more childrens and
teen books than have been avail-
able in the past through Over-
drive. The library continues its
participation in Overdrive for
eBooks and downloadable audio
books. Consider taking a comput-
er class at the library or drop in to
learn how to use the Cloud from
our reference librarians.
Brochures are available at the
public service desks.

PRK laser vision correction, laser surgery and lens implants.

situations quickly and efficiently.
Its quite a savings, Banning
said.
Essentially, the meters are
condensed down to one meter
and are a long-term cost-saver,
McCullough said.
On the 2013 budget, the parking
kiosks are anticipated to bring in
$178,000 in miscellaneous rev-
enues.
Last year, revenues reached
$242,404. The Sun previously re-
ported the borough spent
$225,000.
But when asked about the
kiosks, some people around town
react negatively.
Franklin Greener, stylist at
Dennis James Salon, said he re-
ceives many complaints about the
kiosks from clients.
The low-grade machines
dont work, he said, adding there
is a list of issues with the ma-
chines.
According to Greener, some
days the machines dont work,
wont take change or the credit
card reader doesnt read the card.
When it snows, its difficult for
some to read their spot number,
he said. Weekend parking is a dif-
ferent story. Greener said there
should be a sign on the kiosks let-
ting people know weekend park-
ing is free.
People feel like they get ripped
off, he said, adding he has lost
clients because of the parking sit-
uation.
Bottom line is they are inferi-
or kiosks, Greener said.
Resident Holly Bonner had a
hard time reading the meter be-
cause of the glare, but said the
kiosks are OK.
You get used to it. I think its
better than what is in
Collingswood, where people
must enter their licenses plate
numbers and place the printed
ticket on the cars windshield, she
said.
According to McCullough, the
parking kiosks on Tanner Street
require tickets to be placed in the
window.
Bonner said she does miss the
older meters.
The only thing that bothers
me is you used to be able to, when
you had a meter, if someone left
an hour on the meter you would
be able to pull in. You cant do
that and thats irritating, she
said.
Fred Meserall, owner of Meser-
all Opticians, Frederick Meserall
& Co., said the parking situation
is also hindering his business.
We have been in this location
for 65 years. If they keep doing
what they are doing to the park-
ing, I dont know how many more
it will be, he said.

T
he 102 days between Memorial
Day and Labor Day weekends
are crucial for the Jersey Shore,
which, no matter what town you live
in, has a vital impact on the Garden
States economy. And while beautiful
weather is causing excitement for
beach season to be high, beach towns
are also experiencing high anxiety as
the big first weekend looms less than
three weeks away.
Six months removed from the devas-
tation caused by Hurricane Sandy,
Shore towns are still fighting to fully
recover. Beach remediation is going on
in full force in Ocean City, as we speak.
While the Boardwalk is alive and well,
and parts of the beach are open to the
public, other parts are still under
heavy construction.
Further north, towns such as Sea-
side Heights, Sandy Hook, Point Pleas-
ant and Sea Bright are all scrambling
to get as much done as possible before
the season opens.
What effect this will have on the suc-
cess, or failure, of the local economy
wont be known until the end of sum-
mer, and might not be felt in full until
the winter holiday shopping season.
In Atlantic City, a purchase deal be-
tween PokerStars and the Atlantic
Club casino put a damper on hopes, at
least temporarily. PokerStars, a lead-
ing company in online poker and other
gambling, had been trying to buy the
casino since the fall, but final attempts
to do so fell through.
Now, many of the approximately
1,800 workers at the casino which re-
ported a $43 million net loss in 2012
could be out of a job.
Gov. Christie believes the states
newest offering of online gambling,
which was passed in February, could
become a $1.2 billion industry, but that
wont happen for a few years yet, for
sure.
So what can be done in the mean-
time?
If youre Atlantic City, keep trying to
find a buyer for the Atlantic Club, and
expand marketing efforts to bring
more gamblers to the coast.
If youre a Shore town, welcome vis-
itors with open arms, and use these
last two weeks of preparation to work
as hard as possible.
If youre a New Jersey resident, stay
local this summer and spend money at
our Shore towns.
Every little bit will help us all in the
long run.

Resident discusses sewer
issue in Crows Woods
An old friend who reported local news in
a Central Jersey town once told me, local
politics always comes down to sewers. I
laughed at the time, but a Haddonfield
sewer issue (in both senses of the word)
caught my attention as I walked by Crows
Woods last week.
The situation is no laughing matter; in
fact, it is a real public safety hazard. The
odor was noticeable from 100 yards. The
source was a raw sewage leak from a sewer
outlet that was coated with toilet paper.
The contents of the leak, as evidenced by a
trail of toilet paper remnants, run into a
ravine that drains to Evans Pond, a tribu-
tary of the Cooper River. There is a swim
club, tennis courts and a playground near
enough to smell the leak.
I spoke with some of the parents there,
and they said this has been going on for
years.
These parents probably dont realize
that ground water from a raw sewage leak
can be contaminated by bacteria, viruses
and parasites.
Contact with contaminated water can re-
sult in gastroenteritis, hepatitis, asthma
and infection of the skin or eyes. Some
types of infection from raw sewage can be
lethal in children and adults.
Haddonfield has a large backlog of
sewer repairs.
These are matters for Public Works, but
when they erupt like this, they also become
a public safety emergency.
I understand Public Works clears the
pipes and scatters lime on the surrounding
ground after a spill, but the borough engi-
neer said this is not going to be repaired
until next year; that it is a problem with the

Elementary students to advance to
world-level of Odyssey competition
Students from Haddonfields
Central Elementary School will
be advancing to the world-level
competition of Odyssey of the
Mind, after earning silver at the
state competition on Saturday,
April 13.
The team is comprised of fifth
graders Matt Eyles and Lillian
Leimkuhler, fourth graders
Danny Cavanna and Jesse Eible
Hargro, and third graders Jack
Eyles, Chase Ricci and T.J. Smith.
Parent volunteers Mark Ca-
vanna and Tracey Ricci served as
coaches, and Cydnee Perman was
the advisor.
This is the first time a Haddon-
field elementary school team has
advanced to worlds.
The Odyssey of the Mind or-
ganization teaches students to
learn creative problem-solving
methods in project teams.
The team solutions are judged
on mechanical design, technical
performance, structure and the
performing arts.
There is also a spontaneous
exercise that comprises one-third
of the final score.
In which team members must
work together to spontaneously
solve verbal or construction chal-
lenges. The team designed a solu-
tion to the problem ARTchitec-
ture: The Musical.
For this problem, the children
wrote and performed an original
musical comedy.
The comedy included a replica
of an architectural structure that
was built between 1,000 AD and
1,600 AD.
The problem also included
three works of art that disap-
pear and two characters that go
on a quest to find them.
The team has been meeting as
a group after school once a week,
since December.
Next, the students will join 800
other teams from around the
world in the 2013 Odyssey of the
Mind World Finals, May 22 to 25
at Michigan State University.
The team will be actively
fundraising to support the $7,500
entry fee and lodging expenses
for the World Finals competition.

Why has this hazardous situa-
tion gone uncorrected for so long?
Why is this newer sewer line so
faulty in design? Why have our
borough commissioners not pri-

public warning to prevent both
illness among the children and
adults who frequent the area?
Refusal to call attention to a

OBITUARIES
The Sun newspapers will
print obituaries, free of charge.
More than 80 sworn officers
and civilians will join the growing
ranks of the Camden County Po-
lice Departments Metro Division
during a ceremony in Blackwood.
Additional officers will be
sworn-in throughout the month.
These sworn police officers and
police aides will stabilize Camden
City and make Camden County a
safer place to live for all resi-
dents, said Freeholder Director
Louis Cappelli, Jr.
As I have said in the past, the
status quo in our county seat is
unacceptable and the level of vio-
lence cannot continue over the
nine square miles of the city.
The Camden County Police De-
partments Metro Division will
put hundreds of officers on the
street to patrol Camden City
neighborhoods.
Dispatching more boots on the
ground will enable to police to
proactively patrol the neighbor-
hoods, cultivate relationships
with residents and others essen-
tial to preventing rating than re-
acting to crime.
Our number one priority is to
keep residents safe, Cappelli
said. We believe the Camden
County Police Departments
Metro Division will have a signifi-
cant impact on crime in our com-
munity and throughout the Coun-
ty.
The Metro Division is not being
funded by County property tax-
payers, but through Camden
Citys property tax revenue and
state funds for municipal aid.
If other towns wish to join the
regional police department,
which is voluntary.

The Christie administration
recently announced that 24 Cam-
den County municipalities will
share $5.27 million in local aid
grants to advance street, safety
and quality-of-life improvements
without burdening local proper-
ty taxpayers.
Twenty-three Camden County
municipalities will receive a mu-
nicipal aid grant worth a com-
bined total of nearly $4.7 million.
Two Transportation Enhance-
ment grants worth $590,000 will
benefit two Camden County mu-
nicipalities.
These include Merchantville
Borough, which also will be re-
ceiving a municipal aid grant.
The grants are part of a pack-
age of 406 Local Aid grants
worth $86.5 million announced
for municipalities across the
state.
The bulk of the local aid
grants will be awarded under the
Municipal Aid Program, with
377 grants totaling $76.2 million.
Another 29 Transportation
Enhancement grants for quality-
of-life, bicycle and pedestrian
safety projects totaling $10.3 mil-
lion were also announced.
Both grant programs are com-
petitive, with applications rated
on their merits by NJDOT and
other transportation officials.
These grants enable munici-
palities to stretch their re-
sources and advance important
roadway projects and other safe-
ty and quality-of-life improve-
ments that benefit all who share
the road, including pedestrians
and bicyclists, said NJDOT
Commissioner James Simpson.
The Christie administration
supports the local aid program
because it helps relieve pressure
on local property taxpayers.
The grants will provide re-
sources to 382 different munici-
palities.
In most cases, the grant recipi-
ent is the municipality, but in a
few instances the grant will go to
a specific organization or other
governmental unit advancing a
project in one or more munici-
palities.
A total of 660 applications
were submitted for this round of
state-funded Municipal Aid
Grants.
The department encouraged
municipalities to submit applica-
tions for bikeway, pedestrian
safety and streetscape projects.
Six percent of the projects se-
lected for funding represented
such types of projects, with the
remaining 94 percent of the
grants going toward traditional
road improvement projects.
The federally funded Trans-
portation Enhancement pro-
gram supports projects that pre-
serve and protect natural and
cultural resources and promote
alternatives to driving.
The successful applications
advance quality-of-life, bikeway
and pedestrian safety projects.
Under the Municipal Aid
Grant program, each county is
apportioned a share of the total
funding based on population and
the number of local centerline
miles.
Municipalities compete for
portions of their countys share.
NJDOT provides 75 percent of
the grant amount when a town
awards a contract.
The remaining 25 percent
upon completion of the project.

Camden County Metro Division
is now fully operational
The Camden County Police De-
partment Metro Division became
fully operational on May 1.
The swearing in of Police Chief
John Scott Thomson took place
during a ceremony at Camdens
Maladra Hall attended by Gov.
Christie along with state, county
and local representatives.
An additional 66 officers also
joined the Metro Divisions grow-
ing ranks.
This is a significant day for
Camden County as it marks the
final milestone in the establish-
ment of the Camden County Po-
lice Department, said Freehold-
er Director Louis Cappelli, Jr.
Earlier this month, the Cam-
den County Police Department
Metro Division began deploying
officers into Camden City neigh-
borhoods on foot.
Dispatching more Boots on
the Ground enables police to
proactively patrol the neighbor-
hoods while cultivating relation-
ships with residents and business
owners. This is essential to their
mission of preventing crime
rather than reacting to reports of
crime.
My Administration knew
from day one that if we were seri-
ous about moving Camden for-
ward, we needed to address all as-
pects of public safety in our city,
Mayor Dana L. Redd said.
The impact of this aggressive
move against crime has been im-
mediately visible. The Metro Di-
vision is putting hundreds of offi-
cers on the street to patrol the
neighborhoods of Camden City
on foot and by bicycle.
This has created an imposing
police presence that is already
making criminals think twice be-
fore committing a crime in our
county.
The Metro Division is not
being funded by county property
taxpayers, but through Camden
Citys property tax revenue and
state funds for municipal aid.
If other towns wish to join the
regional police department,
which is voluntary, they will pay
for police protection as a shared
service.
Our number one priority is to
keep the residents of Camden
County safe, Cappelli said.
These sworn police officers are
making a tremendous impact in
our County Seat, and by doing so
are making Camden County a
safer place to live for all resi-
dents.
