Abstract
There is a growing culture of people who think that health and safety has gone mad. That there are too many rules and too much red tape which is ruining this country. This trend also continues on the railway where at first glance there appears to be a doubling up of health and safety regulations. This brought up numerous questions. The

Construction (Design and Management) Regulations 2007 were not written with railway in mind so are they relevant? And what do the people who actually work on the railway think?

Using quantitative (through questionnaires) and qualitative (via a Literature Review) these subject topics were expanded and explored to find that there was a lot of duplication between the Construction (Design and Management) Regulations 2007 and the Network Rail Standards. The survey results showed that the people who work on the railway felt safe but a very high number had never heard of the Construction (Design and Management) Regulations 2007, and out of the ones who had, very few knew what their duties were under it.

So in conclusion the Construction (Design and Management) Regulations 2007 just add bureaucracy to railway construction projects and nothing more.
