STATIAS EXECUTIVE COUNCIL PARTICIPATE IN CN-WEEK IN THE NETHERLANDS


St. Eustatius The Executive Council Members of St. Eustatius (Island Governor Gerald Berkel, Commissioner Koos Sneek, Commissioner Carlyle Tearr) accompanied by the Island secretary, Jan Helmond travelled to the Netherlands in March 2013 to participate in the annual CN-week. This forum is where the governments of the Dutch Caribbean (Bonaire St. Eustatius and Saba) gets the opportunity to negotiate for a number of services which requires financial injections and seek improvements in the existing services on the islands. The commissioners of the three Dutch Caribbean islands have been coming together since 10.10.10 to discuss the problems that they face on their respective islands with regard to the services which are taken over by the Dutch Government, before travelling to the Netherlands. They also seek possible solutions that would be pleasing and satisfying to their communities. The island governments of the Dutch Caribbean learned really fast that it is more effective and efficient to come together, when negotiating instead of each island on its own. The main points which were discussed are:

Health care: The minister agrees to establish the norms for an acceptable level of services together with the islands and to agree on a time frame to achieve this. The islands (Bonaire St. Eustatius and Saba) made a formal proposal to the minister to research the insurance package together with the ministry to come with alternative measures to realize the budget cuts, that the minister has in mind and as such to leave the insurance for physiotherapy and dental care intact. CARIFESTA XI TO BE HOSTED IN SURINAME


St. Eustatius - The Caribbean
festival of creative arts, Carifesta is a festival in which artist from the region come together to inspire and educate each other and a wide audience, to expose the public to different ideas, techniques, visions and values emerging from the various arts forms. Its a festival of dance, visual arts, music, theatre, literature, and craft. Its a festival that relates to people and is entertaining on such a scale and in such a fashion that it commends itself to the Caribbean people. This year Carifesta will commence from August 1624th 2013. This regional creative festival was first held in Georgetown, Guyana in 1972, attracting creative artists from over 30 Caribbean and Latin American countries. The theme that first year was: The Artist in Society with Special Reference to the Third World. It presented a blend of arts and visions of people with roots deep in Asia, Europe and Africa coming together to perform their art forms and embracing literature inspire by the Caribbeans own temperament. It showcased the special ethnic, racial and cultural diversity so unique to the Caribbean. The theme for this years Carifesta is: Culture for Development. The Carifesta XI committee is also encouraging participation from people in the Diaspora. Suriname has established a charter in Diaspora; Carifesta Nederland, to stimulate participation and create a bridge to promote and support Carifesta X! Suriname. Statia was represented by employees of the Cultural department in 2000 in the Carifesta The cultural department went there to get an idea of what they needed to do for future events. Statia representative walked with the Dutch Flag during the parade. We hope that NGOs along with the Cultural department will be well represented in this festival displaying our Culture. This can be art work, steel pand, string band music (killy killy band) cultural foods, Organized groups of cultural Statians residing in the Netherlands, Like Sams or even Statias Young Musicians. It is significant for Statia to identify its own cultural wear, especially when the island wishes to participate in large festivals like Carifesta. The culture department was in the process for some time trying to acquire material to present several clothing model styles and colours to the government so that the typical Statia clothing can be identified and accepted by the Island Council. STATIA PARTICIPATES IN MARITIME PLATFORM IN CURACAO


St. Eustatius - The Ministry of Infrastructure and Environment of the Netherlands organizes annually this maritime consultation platform. The participants are representatives of the country of the Kingdom, Aruba, Curacao, St. Maarten, The Netherlands and the BES islands (Bonaire, St. Eustatius and Saba). Representing St. Eustatius, are the Harbor Master, Mr. Austin Van Heyningen and the Director of E&I Mr. Siem Dijkshoorn. The preparatory meeting was between the BES (Bonaire St. Eustatius and Saba) islands and The Netherlands. The purpose of this meeting was to get a common position on the various issues of interest, before the Maritime consultation platform. These meetings were held at the Flamingo beach hotel in Bonaire. The islands brainstormed on topics like the Dutch legislation which needs to be adjusted so that it can be applied to the local situation. The Netherlands is responsible for all the waters around the BES islands, this means that certain Dutch legislation needs to change; they talked about legislation for safety at sea; the organization of pilotage is a subject for discussion; disaster management was also a point of discussion where everyone agreed that training is needed, the Dutch experts will give the training to the BES islands; speed limitation in the areas close to the coast was discussed and legislation is process. The annual maritime consultation platform will be held in Curacao. The other topics on the agenda are safety standards and legislation for ships that sail under flags of the Kingdom countries. Certain legislation will be applied for ships that sail under the Kingdom countries. These laws will be adjusted to cater to the Caribbean setting in the commercial shipping. The participation of International Maritime Organization will be fully discussed among the various stakeholders. We will have a full report on the other topics in the April issue.

CHANGE OF THE CONSTITUTION PUT ON HOLD TILL EVALUATION IN 2015


Does this result influence the local groups calling for a referendum

St. Eustatius A number of NGOs united their forces to promote the call for a referendum. These organizations are : Roots, Brighter Path Foundation and Sead. They are calling on the community to support the initiative by as many people as possible, signing up, that they are in favour for a referendum. The organizations hope to convince the Island Council and Executive Council for the call of a referendum with the signatories of members of this community. The coalition par tners Millicen t Lijfrock-Marsdin and Reuben Merkman openly supported the call for a referendum and held a Town hall meeting to encourage Statians to come out and sign the petition. The GIS was curious to get the factual reasons from these organizations for their main call for a referendum, knowing that an evaluation is scheduled for 2015. In an inter-

view with Mr. Joshua Spanner, of Roots foundation he told GIS that their main push for this referendum is simply because the community got a status that they didnt look for; the Dutch Parliament was in the process to anchor the present status in their constitution, while we believe that the people need to have an opportunity to have a say before this happen. The majority of the community has been complaining that 10.10.10 has made life harder for them, salaries for the small people has not improve, pensioners, people on the minimum wage, low income people while prices in the shop gone up. Joshua Spanner went on explaining that it was a mis opportunity for the coalition parties not to support the referendum in the Island Council meeting, because if the majority vote for this status, it would give the politicians a free hand to promote the present status. On March 19th 2013, The First

Chamber of the Dutch Parliament stopped the process of the change to the Constitution to formalize the constitutional status of the Dutch public entities Bonaire, St. Eustatius and Saba until after the 2015 general evaluation. In October 2012 when a decision was passed in the second chamber, with the motivation that once their status is anchored in the constitution the evaluation would become insignificant, the islands objected this decision. When asked if the organizations would cancel the referendum based on the results of the Dutch Parliament, Mr. Spanner concluded expressing the importance of allowing the people to have a say in their future. The NGOs are moving forward to promote a referendum.

FIRE BRIGADE OF STATIA AND SABA FOLLOW DUTCH COURSE

St. Eustatius The RCN Department of Personnel Affairs offered the members of the Fire Brigade Caribbean Netherlands on Saba and St. Eustatius the opportunity to follow Dutch lessons. Last year the Fire Brigade made known that they had interest for a Dutch course for the workers in the Windward islands. These lessons were given by Ms Rose Feng, who is a good teacher but was also flexible to travel to the islands to offer the course. She was on the St. Eustatius the first week and subsequently one week on Saba. The course for the Fire Brigade Caribbean Netherlands for workers on Saba concluded on Friday March

15th 2013.

The Minister of Health Care, Mrs. Schippers committed to seriously study the proposal and give a reaction within short. Social Affairs: The new State Secretary of Social Affairs, Mrs. Kleinsma also agreed to establish the norm for an acceptable level of services. Her focus will be in particular on the minimum wage. She promised to present a proposal with regard to the AOV for single persons to the islands later this year. State Secretary Kleinsma will be visiting the islands in June of 2013. Economic Affairs, Infrastructure and Environment: The two ministries agreed to start working on the development plan (ontwikkelingsplan) of the islands and at the same time see how the plans can be financed. The ministry of BZK (Interior Affairs) made available US $500,000.00 for assistance in working out the plans. According to Minister Plasterk an investment of 7.5 million euros will be made available in nature and sustainable development. The rest of the funding for the adjusted development plans will be further worked out in the framework of the preparation of the 2014 budget of the Dutch Government. It is the intention that the first projects will be ready for execution by August this year. The main priorities for Statia is the road to the botanical garden and a project against erosion.

STATIAS DELEGATION PARTICIPATES IN SEA TRADE CONFERENCE IN MIAMI


St. Eustatius A delegation from St. Eustatius representing a number of fields attended the Sea Trade Conference in Miami in March 2013. The Director of Tourism, Mr. Charles Lindo, the Harbour Master, Mr. Austin van Heyningen, Director of Economy and Infrastructure, Simon Dijkshoorn, and a representative from the private sector, Mrs. Francine Harrigan. The main purpose of Statias participation in this conference was to lay contacts, get cruise liners interested, to include Statia in their itinerary and to get feedback from the cruise liners of the improvement of our tourism product. This can mean island tours, transportation, snorkeling and diving and

all that the island has to offer. The representative of the private sector participated to acquire more knowledge of the process of tour operating. She also got the opportunity to meet

a company that is specialized in offering training in tour operating.

STATIAS EXECUTIVE COUNCIL CONGRATULATES CIVIL SERVANT, MRS. BENNETT


St. Eustatius The Island Government of St. Eustatius extends congratulations to Mrs. Edris BennettMerkman for successfully completing the online course of Effective Business Continuity Management, given by the H. Lavity Stoutt Community College (HLCCC) in Tortola funded and supported by the UNDP. This Course was given under the UNDP R3i (Regional Risk Reduction Initiative) program and EU funded. This R3i programme came to an end on 31 December 2012. Mrs. Edris Bennett-Merkman also extended gratitude to the Island Government of St. Eustatius for the opportunity granted to participate in the online study. According to Mrs. Bennett this course was an extremely comprehensive Business Continuity Management training, to equip disaster response workers of

our region, in a very structured and pragmatic way in the response of any situation of interruption of the regular day-to-day operations; and to minimize

the down-time and reduce the loss of operation to a minimal.

STATIA STUDENTS AT GVP SECONDARY SCHOOL TECHNICAL LEVEL BUILD A BOAT St. Eustatius - The students of the technical level of the GvP (Gwendolynne van Putten ) school build a boat and Christened it by officially putting it in the water on Thursday afternoon March 28th 2013. The boat is called the Maria. This is a wonderful initiative by the teachers and students of the GvP school. This was a great example of building team spirit at the technical level by realizing this project. A few students and the teacher enjoyed their labour by sailing out in the waters on Easter Monday.

The Inspection Department TEZVT LVV wishes to notify all importers of agricultural, animal or seafood products that the following conditions of import are now required:
All persons desirous of importing agricultural, animal or seafood products into St. Maarten must fill out an import application form. All import application forms must be completed in a legible manner. All sections of the application form must be completed. Products or produce not listed on the application form but which appear on the aircraft or ship manifest will be denied entry into the country. An import permit will be issued after the application form has been submitted and checked. The import permit will be issued within five (5) working days of the receipt of the application. Sanitary/Phytosanitary or other required documents must accompany all goods imported into the country. Products or produce carrying insects or other pests upon examination will be denied entry into the country. Products or produce found to be carrying soil on them will be denied entry into the country. Importers are expected to adhere to all conditions of import.

Voor het Caribbean Netherlands Science Institute i/o op St. Eustatius zoeken wij een

vacaturenummer 2013028 Koninklijk NIOZ realiseert in opdracht van OCW en NWO, en in samenwerking met de Nederlandse kennisinstituten IMARES, Naturalis, KITLV en de Faculteit Archeologie van de Universiteit Leiden alsmede met het eilandbestuur van St Eustatius, de opzet en het in stand houden van het Caribbean Netherlands Science Institute (CNSI) op St Eustatius. Het doel van CNSI is het bevorderen en bieden van ondersteuning aan activiteiten op het gebied van onderzoek, onderwijs/educatie en outreach op St Eustatius, Saba en de wijdere omgeving. Het is de ambitie CNSI zich te laten ontwikkelen tot en te positioneren als een in Caribisch Nederland en in de wijde regio erkend, gezaghebbend en compact facilitair en expertise centrum dat actief betrokken is bij en bijdraagt aan onderzoek, beleid, en beheer van voor het Caribische gebied belangrijke kennisdomeinen. Hiervoor zal CNSI faciliteiten en ondersteuning bieden aan organisaties, onderzoekers en kenniswerkers ten dienste van activiteiten en evenementen, die gericht zijn op lokale, regionale en internationale kennisverwerving en kennisdeling. Hiertoe zal CNSI een ondersteunend laboratorium omvatten. In samenwerking met lokale, Nederlandse, Caribische en/of internationale kennisinstellingen, zullen cursussen en bijeenkomsten worden georganiseerd gericht op de lokale bevolking, op studenten en op wetenschappers uit verschillende disciplines. Daarbij zal het centrum mede het opzetten en inrichten van permanente en tijdelijke exposities bevorderen. Het CNSI beoogt daarbij ook de samenwerking tussen de eilanden in het Caraibisch gebied op het gebied van natuurbehoud, educatie, management, en onderzoek te versterken en (waar mogelijk) bij te dragen aan wettelijke beheers en toezichtstaken, alsmede aan de ondersteuning van een duurzame sociaaleconomische ontwikkeling van de Bovenwindse eilanden . Het centrum zal een personele bezetting van maximaal 6 personen krijgen. Om het CNSI adequaat op te kunnen zetten, in stand te houden en te beheren en de gewenste lokale, regionale en internationale reputatie van CNSI op te bouwen, is behoefte aan een dynamische en creatieve directeur/manager van academisch niveau, met een ruime en brede kennis van Nederlandse en internationale wetenschappelijke organisaties, structuren en onderzoek, die beschikt over een relevant multidisciplinair wetenschappelijk netwerk met aansluiting bij de basisfuncties van het centrum (fundamenteel, strategisch en toegepast onderzoek, outreach, en capaciteitsopbouw). De directeur/manager moet in staat zijn te functioneren als een brug tussen wetenschappelijke en maatschappelijke organisaties en hun (soms uiteenlopende) belangen, en heeft bij voorkeur ervaring met werk en onderzoek in de tropen en onder complexe omstandigheden. Ervaring met wetenschapsbeleid en gevoel voor organisatorische en bestuurlijke verhoudingen, alsmede ervaring met (financieel en personeel) projectmanagement en beheer is noodzakelijk. Do you know anybody in your surroundings who do voluntary work, who render exceptional or outstanding service? The process starts with you recognizing that person, by submitting their name to the office of the Island Governor or Decoration Committee. We encourage Statians and residents alike to submit names of persons in the community. If you want to nominate someone for a Royal Decoration it is advisable to contact the decoration Committee or the cabinet of the Island Governor. They will inform you whether the services rendered by the nominee are exceptional or outstanding enough to warrant a Royal Decoration. Weekly Press Conferences


The Government Information Service is hosting weekly press conferences on Wednesday from 11.00 12.00 with Members of the Executive Council . We encourage all the media to participate in these sessions. If you wish to gather information about a particular topic, please submit the questions to the office of the G.I.S. and we will bring it forward in the first following press conference.
