Specially Designated Nationals (SDN) list. Mrs. Neal is currently residing and working in Liberia.
Attached is evidence in support of the reinstatement of her foreign travel privileges,

The attachments shows that Mrs. Neal's inclusion on the SDN list is inconsistent with its
purpose and intent to hinder the activities of persons harming national security interests and
participating in terrorist activities, because she has posed no threat to the national security of neither
Liberia nor the United States in her years of service. She poses no threat now. Mrs. Neal is a

I present my compliments and have the honor to inform you, that it has
been brought to my attention, that the name of Mrs. Juanita E. Mason Neal
continues to remain on the United States Office of Asset Control List because of
her previous services in the government of former President Charles Taylor,
currently awaiting trial at The Hague for war crimes against the People of Sierra
Leone.
I have known Mrs. Neal for many years and have had extensive interaction
with her as a professional administrator in various assignments in the Public
Service spanning over thirty years and several Liberian administrations.
During the administration of Mr. Taylor, both Mrs. Neal and I served as
Deputy Ministers-she, as Deputy Minister of Finance for Revenue, and I as
Deputy Minister of Foreign Affairs.

Mrs. Neal and several other professionals who elected to remain in Liberia
during the period of our civil crisis did so out of a sense of patriotism and not
because of personal loyalty to Mr. Taylor or any warring faction. During these
years, the. country benefited from the help provided by Liberian professionals such
as Mrs. Neal.

4. I first met Ms. Neal in H H during the administration of former President Charles
Taylor, when she was Liberia's Deputy Minister of Finance for Revenue.
5. Ms. Neal assembled a dedicated group of civil servants in the Ministry of Finance to draft
^ e flHHM|[[HBflHBH!lflflHiiJB ^e members of this group were
unabashedly inspired by M s T N e a l g j j j m f As I worked with Ms. Neal and this
group, it became clear to me that Ms. Neal's decision to remain in Liberia during the
Taylor regime reflected her commitment to the betterment of Liberia rather than any
loyalty to Taylor. In all respects, her conduct was exemplary, without a hint of corruption
or impropriety.
6. Despite the difficulty of accomplishing fiscal reform under the Taylor administration,
which at times presented obstacles to cooperation with the IMF, Ms. Neal persistently
sought the much-needed fiscal reform. She was highly effective in motivating her staff to
work on the reform legislation, Ultimately the new Revenue Code of Liberia was enacted
in December 2000.
7. Based on my observations and experience while in Liberia during those years, I believe
that the IMF-recommended reform legislation would not have been enacted without Ms.
Neal's constant encouragement of her staff; her dedication to her country and its people;
her commitment to the task of reform; and her ability to articulate to those around her that
they were working "for the good of Liberia."

8. Ms. Neal's inspirational leadership made possible the passage of fiscal reforms that were
commended by an IMF Fiscal Affairs Department policy mission that returned to Liberia
in 2006.
9. Attached is a recent photo of one of the few remaining copies of the 2000 Code, tattered
and well-used; it was last printed during Ms. Neal's tenure and is in seriously short
supply today. One of the recommendations made by the IMF technical advisory team in
November 2006 was that more copies of this law be made available to staff in the
Ministry of Finance.
10. Ms. Neal currently remains in Liberia as a member of the business community, and in her
capacity as a private citizen continues to advocate for other IMF-recommended
legislative reforms.
WHEREFORE, I can attest that Ms. Neal is not a threat to the security of the United States and I

As you are aware the Security Council revised the legal basis for the sanctions measures on Liberia
with the adoption of resolution 1521 {2003)
In accordance with paragraph 4 (a) of that resolution the Security Council's Committee concerning
Liberia was to designate Individuals sub|ect to the revised travel restrictions The Committee
therefore had to come up with a new "1521 list" to supersede tha previous "1343 list," which had been
established and maintained pursuant to Security Council resolution 1343 (2001).
The new "1521 list" was Issued on 16 March 2004, and the name of Ms Juanila Neal was NOT
included on the list Ms Neal had been included on the "1343 list,' and her nams remained on that list
until It ceased to have affect on 16 March 2004
The upshot of the matter Is that Security Council travel restrictions have not applied to Ms JuanJta
Nea! since 16 March 2004 She Is currently not on tha travel ban list

The Security Council Committee established pursuant to resolution 1521 (2003) concerning Liberia, today,
1B March 2004, approved the list of Individuals subject to the travel restrictions imposed by paragraph 4 (a) of
resolution 1521 (2003).
4. (a) Decides also that all States shall take the necessary measures to prevent the entry into or transit
through their territories of all such individuals, as designated by the Committee, who constitute a threat to the peace
process in Liberia, or who are engaged in activities aimed at undermining peace and stability in Liberia and the
subregion, including those senior members of former President Charles Taylor's Government and their spouses and
members of Liberia's former armed forces who retain links to former President Charles Taylor, those individuals
determined by the Committee to be in violation of paragraph
2 above, and any other individuals, or individuals associated with entities, providing financial or military support to
armed rebel groups in Liberia or in countries in the region, provided that nothing In this paragraph shall oblige a State
to refuse entry into its territory to its own nationals;
(c) Decides that the measures imposed by subparagraph 4 (a) above shall not apply where the Committee
determines that such travel is justified on the grounds of humanitarian need, including religious obligation, or where
the Committee concludes that an exemption would otherwise further the objectives of the Council's resolutions, for
the creation of peace, stability and democracy in Liberia and lasting peace in the subregion;
The new travel ban list was established by the Committee in accordance with paragraph 21 (d) of resolution
1521 (2003) and it supersedes the travel ban list established pursuant to resolution 1343 (2001), which ceased to
have effect with the adoption of the new list, in accordance with paragraph 4 (b) of resolution 1521 (2003). The list Is
