Greetings for Prosperous & Peaceful New Year 2014 2014


This communiqu is at a time which is both torment and exigent. On one hand, pentafurcation of ACIT vacancies consequent to Cadre Restructuring has adverse ! affected promotiona avenues of our members and this cannot be corrected without abso ute unit! amongst our memberhip. "ut, on the other hand the issue of a ocation of new posts as suggested b! #ub$Committee %o. &, has un eashed centrifuga force that threatens to pit different 'nits of IT(OA against one another, thereb! striking at the very roots of our united struggle. ). On the above di emma, the fo owing factua position, needs to be considered b! each and ever! member of IT(OA, because these are actua ! being voiced b! man! members * a. +hen, I.T. ,ept. is a sing e entit! under the Centra (ovt., how can its emp o!ees have different stagnation -i.e. +aiting period for promotion. to the same grade i/e Inspector to ITO. To be more specific, stagnation for Inspector to ITO in '0-1.$2uc/now, Ra3asthan$4aipur, "ihar$0atna 5 T.%.50$Chennai is around &6 7ears, whereas the same for +.".$8o /ata and Orissa$"hubaneshwar is around 9 7ears and average stagnation for the entire country is around 6 Years. b. The above grievance gets compounded for those Inspectors who have 3oined the department on the basis of an A India 1xam -i.e. Combined (raduate 2eve 1xam conducted b! ##C. and one with higher ran/ become 3unior to one with ower ran/, in the higher grade of ITO because of the difference in stagnation eve in their respective regions and at times the a otment of regions is not as per their choice. :urther, as promotion of ITO is to A India cadre of ACIT, such anoma ! not on ! persists, but is apparent thereb! causing unto d frustration.

Inspector of ##C 1xam &;<< from +.". is 4CIT toda!, whereas such Inspector from "ihar is promoted as ACIT in )6&=. :urther such Inspector of ##C 1xam of &;<> 5 &;<? from @umbai, T%, 8era a, ,e hi, %+R etc. are sti ,CIT, whereas their counterparts from +.". are 4CIT and wi be Add . CIT in )6&9 or )6&A. d. A though, the difference in stagnation is bound to be exp ained b! the contention that the grades of BInspectorC 5 BITOC are not A India Cadre and the waiting period for promotion in different regions wi depend upon the respective sanctioned number of posts. "ut, precise ! for this reason, in a Cadre Restructuring exercise, stagnation is one of the criteria for a ocating the number of posts amongst different regions. =. Proof of t!e Pudding Pudding is in eating" ,In ine with this o d adage, members ma! note that the threat to our united struggle is not a figment of imagination, but a reality, as 4CA$+est "enga has a read! started an agitation on the issue of a ocation and IT(OA$'0-+. 'nit has raised an ob3ection on the reduction of number of posts in the grade of ACIT in their region. #imi ar grievance is raised b! IT(OA$8arnata/a 'nit that the! stand =rd in terms of revenue co ections but are ;th in terms of manpower dep o!ment and the! have not got their rightfu due in a ocation of posts. In this particu ar context, all Units are requested to analyse the report of SubCommittee No !, which has been circu ated vide 1mai of &<$&)$)6&= and for sa/e of convenience, sa ient points of the same are discussed be ow * a. :irst !, the report is an exhaustive stud! of a the factors i/e wor/$ oad, existing stagnation, number of stations, Revenue co ected with a so potentia in future, etc. These aspects have inter$ in/ages and a so co ective ! decide on the manpower requirement of each region. Therefore, there is a compe ing need for a ho istic approach to these aspects, in the best interest of the ,epartment, because our memberCs career, cannot be at variance with the needs of the ,epartment. b. A the additiona )6,?A& posts were not proposed to be distributed b! the #ub$committee according to the formu a determined b! it. "nly the determination of location of ne# $r C%& posts and their supporting staff #as to be proposed as per the formula determined. The criteria for the distribution of the large ma'ority of posts have already been prescribed in the cadre revie# committee report and for the most part, the #ub$committee has fo owed the prescriptions aid down therein except where modifications was abso ute ! necessar! on account of ne# requirements, manpo#er constraints or increased #orkload, which a ong with consequentia changes to the norms prescribed in the cadre review report, are discussed at ength in the report.

c. According !, the #ub$committee decided to a ocate the posts according to the formu a aid down b! it as the same was fe t to be the most scientific manner of a ocation that wou d ba ance the requirements of a regions. The said formu a is as under *
Recommendation: The posts of Administrative Commissioners may be distributed following a quantitative and qualitative approach. Following parameters may be used for the quantitative approach: Scrutiny Workload for FY 2012-13 (30%) Effective assessees as on 31.3.2013 (15%) PAN holders as on 31.3.2013 (15%) Budget Collection during FY 2012-13 (15%) Budget Collection during FY 2011-12 (9%) Budget Collection during FY 2010-11 (6%) Number of Districts (10%)

The #ub$committee therefore conc uded that after a posts were a otted according to the revenue, wor/ oad and geograph! criteria, if some posts remained, a ibera view cou d be ta/en in respect of three regions -'0$1, Ra3asthan 5 "ihar. to he p them tide over acute stagnation higher than nationa average of > !ears -for Inspector to ITO.. In view of the above, 8o /ata region have not got additiona ) CITs as pro3ected b! them, because the number computed is &A whereas the existing strength was )9. )o#ever, no post of *dministrative C%& #as curtailed in +olkata :urther, since the number of 0r.CIT was froFen b! the CRC, the need for additiona posts on account of growth potentia and re ative stagnation in sma er regions -in terms of revenue co ection and man$power. was possib e because the number computed was restricted to the demand in certain regions. &he regions #here less number of C%&s #ere allocated than the computed one are ,umbai- !-, .anglore-/, 0 each in 1u#ahati 2$une and ! each in .hubanesh#ar, 3elhi and )yderabad. $romotion of *C%& to 3C%& ,0C for )66; batch for granting promotion with effect from 6&$6&$)6&9, has been he d and Orders are expected in time. Here, it has been gathered there are ot of deficienc! w.r.t A0AR of :7 )6&)$&=. A Officers whose promotions are to be from &$&$)6&9 are requested to ensure that their A0AR of )6&)$&= is comp ete and sent to "oard, so that a review ,0C can a so be he d without an! oss of time. $romotion of 3C%& to :C%& ; 0--< batch Regu ar fo ow$up with C",T is being made for the &AE&> officers who were eft$out -due to deficient A0AR. from the Ad$hoc 0romotion to the grade of 4CIT effected in October$)6&=. In this regard, it has been informed that barring ), A0ARs have been received in a other cases and a review ,0C wi be he d short !. IT(OA has a so ta/en$up the issue of prospective regu ariFation of Ad$hoc 4CIT of )666 and )66& batch officers and Chairperson has assured that the matter wi be sorted$out with ,o0T so that no ob3ection is raised ater, simi ar to that of ante$dated ,CIT promotion. 0romotion of )666 batch 4CIT to Add . CIT have a so been pursued and it is gathered that ,0C for the same has a read! been he d. %mplementation of )on=ble SC :udgment in case of N7 $armar :ina !, efforts of IT(OA is bearing fruits and C",T is convinced that the said 3udgment of HonCb e Apex Court cannot be ignored and wi have to be given effect to and for this a uniform guide ines is required for a CCsIT -CCA..
