` District Governor Linda Winter was born in Tabuk City, Kalinga.

There she finished her primary and secondary education. In 1981 she completed a degree in doctor of dental medicine as well as passed the dentistry licensure examination. Thereafter, she practiced her dental profession here in the Philippines and in Germany. At present, she manages her own student boarding house. She has been blessed with one beautiful daughter, Jennifer, a medical doctor. Rotary became a part of Governor Lindas life in August 21, 1993 when she joined the Rotary Club of Baguio. Governor Linda is a dedicated Rotarian who tackles the responsibilities assigned to her with full commitment and passion. She served almost 10 years in various club positions before she became club president in RY 2003-04. She is a consistent recipient of the Everlasting Award, a good proof of her love for Rotary and loyalty to Rotary Club of Baguio. At district level, she served in various positions, namely: as district Rotaract chair, assistant governor, Group Study Exchange team leader to D9500 Australia, district Membership Extension chair, district Team Training Seminar chair, district GSE coordinator for two inbound and outbound teams (traditional and cultural), twice as district Nominating Committee member, district secretary, District Awards chair, district Governors Special Representative, among others. And Governor Linda Winter is of course a Major Donor to the Rotary Foundation. For all her services, she received various Rotary awards including to Rotarian of the Year (club and district), three Outstanding District Officers awards, and the coveted District Governors Award. She is also a recipient of a Rotary International Award for Four Avenues of Service from RI President Dong Kurn (D.K.) Lee. Her energy rebounds even outside Rotary. In her dental profession, Governor Linda is also active. She has been a member of the Philippine Dental Association since 1982 and of its Baguio chapter since 1993. She is involved in other civic organizations. With the Monday Afternoon Club, an international womens independent organization, she served as club president in 2002 and 2006. There is also Balikatan Sa Kaunlaran (BSK), a group of distinguished Baguio women who motivate, oversee, and recognize the achievements of womens organizations, especially in communities within Bagiuo City. She has been a member of its board since 2005. A huge, warm, and resounding applause to our charming District Governor, Governor Linda Winter!!!!!
