Installing the PMS-OPES

In the installation of this PMS-OPES and in its subsequent amendments, this office shall be guided by selecting and organizing the following key players:

Champion. A High Level official or executive will pursue the implementation the
PMS-OPES based performance management system of the agency. The champion shall possess interest and enthusiasm to spearhead the project and shall have adequate influence or ability to mobilize efforts for implementation of activities: Dr. Sharifa Pearlsia A. Calibration Committee. The acts as the final arbiter and determining body for the
points for each output. It conducts its own processes for determining the points and discusses the PMS-OPES Output Reference Table from the Measurement Development Team, whose members shall have the following characteristics: trustworthy or with unquestionable integrity, have met acceptable standards of works, have wide exposure to the work of the agency, and have nothing to gain or lose in doing their as members. Unit or Office. This is the smallest operational unit of this agency in which the PMSOPES will be implemented.

Measurement Development Team (MDT). The team will manage the development
and implementation of the PMS-OPES. The head of the unit/division acts as the internal facilitator. He or she must be supported by at least one member familiar with a number of tasks performed by unit and one member comfortable with numbers. PMS-OPES Project Team/Secretariat. The members of this team have a good


understanding of the PMS-OPES process, have good documentation skills, are resultsoriented, and should monitor MDTs to ensure that they are on track, the team composed of the following names to wit: Mildred F. Malongayon Evelyn S. buscato Hja. Luzminda Halud Nermida M. Muksan

Major Steps taken by this Office in the Installation of the PMS-OPES are as follows: 1. Identify the PMS-OPES Champion, the Calibration Committee (CC) members, the members of Measurement Development Team (MDTs) within each office, and the project team. 2. Issue Special Order formalizing the PMS-OPES, Measurement Development Team and Project Team. Calibration Committee,

3. Conduct PMS-OPES orientation for members of the Calibration Committee, Measurement Development Team and Project Team. 4. Determine proportion of quantifiable and non-quantifiable outputs 5. Plan sequence of offices to install PMS-OPES Option 1: Simultaneous all units 6. MDTs conduct meeting to draft PMS-OPES Output Reference Table 7. MDTs present PMS-OPES Output Reference Table to staff in focus group discussions to get input (internal calibration) 8. Conduct calibration across divisions within an office (external calibration) 9. MDTs present drafts to Calibration Committee and refine PMS-OPES Output Reference Table each time. 10. Test PMS-OPES tables through a trial run )i.e., determine actual outputs for specific period and compute total points earned by a unit to see if total target points are met)

EFFECTIVITY

The ______Department of Interior and Local Government________ -ARMM PMS-OPES takes effect upon approval by the Civil Service Commission.
