Definition of Democracy

WHAT IS DEMOCRACY?
A form of government in which the people can vote for representatives to govern the state on their behalf

Description of the system and functions of the Parliament


Description of Rajya Sabha Rajya Sabha - Rajya Sabha is the most upper house of the parliament. It contains at least 250 members out of which 238 are representatives of States and Union Territories and the other 12 members are selected by Indian president according to their achievement in science, arts, and literature. The person can be in Rajya Sabha if he/she is a citizen of India, his/her age is more than 30 years, and he/she must be the elector of that state from which he is representing. Vice president of India acts as the chairman of Rajya Sabha The tenure of the member in Rajya Sabha is only for 6 years.

Functions of Rajya Sabha Any bill (except the money bill) should be approved by Rajya Sabha to get passed They have the same power as Lok Sabha, for passing any bill for constitutional amendment. They have the power in the impeachment procedure of president and judges of Supreme Court. Description of Lok Sabha Lok Sabha- Lok Sabha is the lower house of the parliament. It contains at least 545 members out of which 543 members are directly elected from the states and union territories and the other two members are selected by Indian president from the Anglo Indian Community. The Person can be in Lok Sabha if he/she is a citizen of India, his/her age is more than 25 years, he/she should be physically and mentally fit, he/she must be an elector from any parliamentary constituency, and he/she must not hold any profitable post in any government offices. He/she can only stand for 5 years in Lok Sabha. For the Lok Sabha to work effectively a speaker or deputy speaker is elected from the members of Lok Sabha.

Functions of Lok Sabha Money bills an only be passed in Lok Sabha later it is sent to Rajya for further recommendations. Motion of no confidence is only passed in Lok Sabha and then further passed to the prime minister and other councils of ministers need to resign from their post. They have the same power of Rajya Sabha incase of impeachment of president and judges of Supreme Court. They have the same power as Rajya Sabha in passing any bill for constitutional amendment.

Role and function of the Prime Minister and President


Prime Minister ! The Prime Minister of India is the real head of the Indian Union. ! The leader of Lok Sabha ! The Prime Minister is responsible for the success or failure of the Government of India. ! He can transfer a minister from one department to another, and if necessary, may ask the minister to resign. ! The Prime Minister is the Presidents chief advisor. ! The Prime Minister communicates to the President all the information called for by him. President ! Begin the Parliament by addressing after the General Elections ! At the beginning of the first session each year to outline the new policies of the government. ! All the bills passed by the Parliament in both the houses will become laws after the approval of the President of India. ! The President has got the power to return any non money bill for reconsideration.

Focus on the role of the king and distinguish it from that of a prime minister
The king would personally heard the cases but the Prime Minister does not judge himself, the Supreme Court judges the final decision, The Kings empire was divided into 4 provinces and each one was ruled by prince and now prime minister has no right to divide the country. In Military King was is the Commander in chief of the army and the Prime Minister is under no such role. The king sends special reporters and wandering all over his kingdom and collecting information by its public opinion and spies, but the Prime minister has not such type of charge to send spies all over the country. But this work is taken by police.

Compare and contrast the power of a king to that of the prime minister and president
The king, Prime Minister and the President they all have the right to take up welfare projects like construction of roads, building tunnels, agriculture and collection of taxes from citizens of the country. They both give their own opinion to Lok Sabha when particular bill is passed and if the Lok Sabha wanted their bill to be passed then president has no choice, he has to pass the bill. But in Mauryan dynasty, king would himself approve the rules if he didnt like a particular rule, he has the right to reject it. The king was the commander in chief of the army where as prime minister and the president cannot be the commander in chief of the army but the prime minister and president has the right to order military forces for further action. The next throne is given to a person who a royal blood and he is never removed from throne unless defeated by the another kingdom but in Democracy the ruling party decided who should stand for the election of the prime minister and president, The election of new president and prime minister is held after 5 years but if they dont work well, they are removed from Rajya Sabha and then a new election is been held.

Similarity between both forms of governance like the council of ministers.

Both of them are assisted by the council of ministers. They both kept a check on population census. They both helped the victims who were in trouble by giving them financial help

Conclusion

Democracy is better than Mauryan Administration because in Mauryan Dynasty only the person who had a royal blood would be the next king but in Democracy, public have their rights to choose their true leaders and after that the ruling party gets to elect their person which has the ability to become a president or prime minister.
