Application Guidelines on the 2009 Kanagawa Prefectural Government

Program for Overseas Technical Trainees

I. Outline of Recruitment
1. Objective of the Program
The Program is conducted by the Kanagawa Prefectural Government as part of the
international contribution on the regional level. In the Program, the Prefectural Government
receives trainees from developing countries for their practical training (hereafter called
“specialized training”) at the prefectural organs, research institutes, or training facilities in
Kanagawa, thus contributing to the economic, social and cultural development of those
countries through nurturing of human resources.

2. Number of Technical Trainees to be Accepted


6 persons for the 2009 Program

3. Qualifications to be the Trainee


The trainee shall be a citizen of a developing country and must meet all the following
conditions. When applying, please be sure that the applicants satisfy all the conditions.
(Even after the arrival in Japan, the trainee may be ordered to return to his/her home country
if it is found that he/she does not satisfy the specified qualifications.)

1) A person who is engaged in an occupation necessary for economic, social and cultural
development of his/her country, and has the will and potential to become a mid-level
leader in his/her professional field in the future.
Note: The person must have been engaged in work of the same field as the desired training in the
organization he/she belongs to for one year or over as of December 31, 2008. Also, after
returning from Japan, he/she must take up work of the same field as the training he/she
will have completed in the same organization he/she belonged to before. (Students are
not eligible.)

2) A person who has enough basic knowledge to receive the specialized training, and also
has considerable experience in the field which he/she hopes to receive training.

3) In principle, a person who has enough Japanese language competency in both listening
and speaking to receive training in Japanese.
Note: Specialized training will be all conducted in Japanese. Accordingly, the trainee needs to
have a considerable knowledge of the Japanese language. (No interpreter will
accompany the trainee during the specialized training.) In particular, if the trainee would
like to study a subject in the humanities, such as research on social system and education,
or to receive theory-based training, he/she needs to have the Japanese proficiency
equivalent to that of the native Japanese. Unless he/she has such proficiency, it is
difficult to accept him/her as the trainee of the above fields.

After receiving the application documents, the oral examination will be conducted on the
phone to check the applicants’ Japanese proficiency, and the English proficiency if
necessary. (Date and time of the examination will be informed later.) Please be sure that
the applicants themselves will answer the phone when the examination is conducted.

The prospective trainees need to independently study and improve Japanese proficiency

before coming to Japan.

4) A person who is healthy enough, both mentally and physically, to receive training.

5) A person who is 18 years old and over, and under 40 years old as of August 31, 2009.

6) A person who has nationality of a country other than Japan.

7) In principle, a person who has not received any training in Japan before.
Note: In order to give training opportunities to as many persons as possible, the applicants, in
principle, shall be those who have no training experience in Japan. However, even if a
person has training experience, he/she might be included in the applicants if significance
of his/her training this time is recognized, for example, training content is different from
that received before.

8) A person who has never received any kind of criminal punishments or administrative
disposition, such as enforced repatriation, due to violation of the Japanese laws or
regulations.

9) A person who does not have any obstacle to receiving training in Japan without his/her
family.

4. Training Period
The training period shall be about 7 months beginning in late August 2009 and ending in the
middle of March 2010. In principle, trainees cannot change the subjects of training, quit the
training, or return home during their training period except for particular circumstances.

5. Method of Training
1) The 6-month specialized training will be conducted after about 1-month Japanese
language training.

2) Training based on the content of the specialized field of each trainee shall be conducted
by the organs of the Kanagawa Prefectural Government (hereafter called “K.P.G.”), or
committed to research institutes or training facilities within the prefecture which are
considered appropriate by K.P.G.

3) The specialized training will be conducted in the form of practical training based on the
regular work activities of the K.P.G. organs and the institutions to which the training is
committed.

6. Language Used for Training


The specialized training will be conducted in Japanese.

7. Fields of Training
Specialized training fields must be those written on Table 1, which are acceptable to the
training institutions, such as prefectural, municipal or private research institutes, educational
facilities, etc. (hereafter called “specialized training institutions”) in Kanagawa.

However, there are cases where specialized training will not be accepted due to the below
reasons even if the training field is included in Table 1.

[Reasons]
i) There is difficulty in meeting the conditions of the desired training, especially natural
conditions in the fields of agriculture, forestry and fisheries, as well as economic
preconditions.

ii) There is a gap between the applicant’s desired training and the capabilities of the
specialized training institution in terms of the level and scope of the technology,
equipment and materials to be used.

iii) The applicant lacks sufficient Japanese language proficiency.

iv) The desired training is impossible unless it is committed to a private company, but
cooperation for the training cannot be obtained from companies.

v) Other reasons involving the specialized training institutions

In selecting trainees for the 2009 Program, priority shall be given to applicants who, upon
satisfying the qualifications, wish to receive training to acquire the techniques specified in
the following Table 2.

8. Dormitory
Trainees will stay at the Kanagawa Prefectural International Training Center (KPITC) during
their training.

Note: There is no restaurant in the dormitory. Trainees make their own meals in the shared kitchen.

9. Expenses for Training

K.P.G. will shoulder the following expenses necessary to conduct training.

1) Travel expenses to and from Japan


Round-trip, economy class ticket for the shortest route between the trainee's nearest
international airport and the New Tokyo International Airport, Narita, etc.

2) Preparation allowance: \25,000 (One-time payment, to be paid after arrival)

3) Expenses to stay in Japan


Living expenses: \85,000 per month including meals
Dormitory expenses: actual expenses (Dormitory expenses at KPITC)

4) Domestic travel expenses


Travel expenses between the New Tokyo International Airport, etc. and KPITC at the
time of arrival in and departure from Japan, and commuting expenses between the
dormitory and the specialized training institution.

5) Book allowance: \10,000 (One-time payment, to be paid after arrival)

6) Postage to send books, information materials, etc. to home


(One-time payment, to be paid before departure from Japan)
Asian countries: \6,000
Middle Eastern, Central American and European countries: \11,000
African and South American countries: \15,000

7) Welfare expenses
Actual expenses for carrying accident insurance, etc. in Japan

Note: The expenses specified above are necessary and enough for the training and life in Japan. No
request for increase of the allowances or change in the method of payment will be accepted.

II. Application and the Recommending Institutions


1. Application Procedures
1) Application for the Overseas Technical Trainees shall be accepted through
recommendation of either of the following institutions.

i) Local governments that maintain friendly relations with K.P.G.

ii) Overseas Kanagawans’ Association (Kanagawa-ken Kenjin-kai)

iii) Other organizations specially recognized by K.P.G. as appropriate for the


recommending institutions

Regarding the above item iii), the organizations must fall under any one of the
following cases.
・ When overseas public testing laboratories that have been referred to by the
departments or bureaus of K.P.G. recommend their employees.
・ When public testing laboratories of the overseas local governments that have the

friendship agreements with the municipalities within the prefecture, or those that
maintain work relations with the municipalities within the prefecture recommend
their employees.
・ When nonprofit organizations engaged in overseas cooperation activities, etc.
(hereafter called “NGOs”) that are based in Japan recommend employees of the
organization in the developing country that has cooperative relations with the
NGOs (including NGO’s local branch).
・ When local governments in the developing countries other than those that
maintain friendly relations with K.P.G. recommend their employees.

2) In view of the objective of this Program, the recommending institutions are


requested to fully confirm that the applicants satisfy all the items written in
“Article 3. Qualifications to be the Trainee, I. Outline of Recruitment”, and to
submit all the documents and attachments written in “Article 3. Application
Documents and Items to be Noted upon Entry, II. Application and the
Recommending Institutions” to K.P.G. so that they will arrive by the specified
date.

2. Requests for Cooperation to the Recommending Institutions


The recommending institutions are requested to cooperate in the following items.

1) To fully inform the applicants of all the items written in this Application
Guidelines, such as the objective of this program, qualifications and obligations of
the trainees, and outline of the training.

2) To act as the point of contact between K.P.G. and the applicants (trainees after
successful acceptance), and coordinate various matters whenever necessary.
Note: We will ask the recommending institutions to provide information necessary for the
selection of the trainees, such as information on the contents of the presented
documents and the actual situation of the desired area of the specialized training in
the applicants’ regions.

3) To provide the trainees with the necessary assistance so that they will be able to
receive training smoothly and fulfill their obligations.
Note: Specifically, the following cooperation may be requested.

i) To instruct the trainees to improve their Japanese proficiency as much as


possible before they come to Japan.

ii) To coordinate the contents of the specialized training and various matters with
K.P.G. before and after the trainees’ arrival in Japan.

iii) To provide them with the necessary assistance, such as holding a reporting
session, in view of fully utilizing the training results of the trainees after
returning home. (We may request the recommending institutions to submit
reports to K.P.G. after the trainees’ return home.)

3. Application Documents and Items to be Noted upon Entry


Those who wish to apply for the Program shall submit the following documents in the
specified forms to K.P.G. K.P.G. judges the applicant’s qualifications for the trainee based

on the contents of the submitted documents. If a false statement is made in the application
documents, the applicant who has made such a statement shall be disqualified. 
In principle, the application documents shall be filled in with the Japanese block style
writing. The application documents in English can be acceptable, provided that they are all
typewritten.

All the application documents submitted shall not be returned. The incomplete documents or
those which arrive after the deadline shall not be accepted.

1) Letter of Recommendation (Form No. 1)
Note: “Letter of Recommendation” shall be written by the recommending institution. The
representative of the recommending institution shall be the chief of the
organization.

2) Kanagawa Prefectural Government Program for Overseas Technical Trainees Application


Form (Form No. 2)
Note: In "Present address", be sure to write the address where the applicant can receive mail
articles without fail.

3) Personal History (Form No. 3)


Note: Even if the applicant has no experience of staying in Japan, he/she shall not leave Item 7
"Past Entry into/Stay in Japan" blank, but write "None".

If the applicant has experience of staying in Japan, especially for the purpose of training,
he/she shall fill in "Purpose or reason" concretely. The applicant with no record of
receiving criminal or administrative punishment during his/her stay in Japan shall write
"No record of punishment" in the space of "Purpose or reason".

4) Description of the Training Subject (Form No. 4)


Note: If the recommending institution enters in this Form No. 4, it must fully inform the
applicant of the content.

The coordination with the specialized training institutions and the selection of trainees
are conducted mainly based on the contents entered in this Form and "Background
Information". Especially, Item 4, "Purpose of receiving the training", Item 6, "Utilization
of the acquired skill for practical use", and Item 7, "Subject of technical training course
desired", must be written concretely and in detail. Simple or unclear entries may cause
difficulty in identifying an appropriate specialized training institution, and as a result the
applicant may not be selected.

5) Linguistic Ability Record (Form No. 5)


Note: The applicant shall mark his/her present linguistic ability. Japanese proficiency of the
applicant will be examined on the phone after receiving the application documents. The
recommending institutions must make sure that the applicant will answer the phone when
the examination is conducted.

6) Medical Certificate (Form No. 6)

Note: The applicant can submit a medical certificate made by a local medical institution as long
as it satisfies all examination items specified by K.P.G. In this case, the medical
certificate must be written in Japanese or English. If the certificate is written in language
other than these, Japanese or English translation must be attached.

If it is recognized that the trainee will not be able to continue training due to his/her
health problem after arrival in Japan, he/she may be ordered to return to his/her home
country.

8) Background Information (Form No. 8)


Note: The recommending institution or the organization the applicant belongs to shall enter in
the Background Information on their responsibility. The coordination with the
specialized training institutions and the selection of trainees are conducted mainly based
on the contents entered in this Form No. 8 and the "Description of the Training Subject".

Regarding the applicant whose Japanese ability is presently E (less than the elementary
level) in the Linguistic Ability Record, the recommending institution is advised to write
in this Form his/her efforts for improving Japanese, or a plan to study Japanese until
his/her arrival in Japan. Such efforts of the applicant will be taken into consideration in
the selection. (Example of entry: The applicant is receiving, or will receive private
Japanese lesson (certain) times a week.)

9) Certificate of graduation from the last school attended


Note: The applicant shall obtain from the last school attended the document that certifies his/her
graduation from the school, year of graduation, degree obtained, and major, and send it to
K.P.G. If it is difficult to obtain the certificate from the last school attended, the applicant
can send the photocopy of his/her graduation diploma. The original diploma shall not be
sent to K.P.G.

Either of the certificate or photocopy of diploma must be written in Japanese or English.


If they are written in language other than these, Japanese or English translation must be
attached.

10) Post-training Return-to-job Guarantee


Note: The applicant shall obtain the document that certifies the following from the
organization he/she belongs to. Only the original shall be accepted.

i) The applicant is currently working in the field in which he/she wishes to receive
training. The period that the applicant has been engaged in the work.

ii) After returning from Japan, the applicant will take up work that requires the
acquired techniques in the same organization.

The Guarantee must be written in Japanese or English. If the Guarantee is written


in language other than these, Japanese or English translation must be attached.

(Example of entry: The applicant has been working in this organization as (type of

work/duties) since (month) (day), (year). After returning from Japan, the
applicant will work in this organization again as (type of work/duties) that
requires the acquired techniques.)

11) Three copies of photograph


Note: The photograph must have been taken within the past 3 months, head and neck shot, no
hat, and width 3cm x height 4 cm. One copy shall be pasted on the space specified in
the Form No. 2. The name of the applicant shall be written on the back of each
photograph.

12) A photocopy of the passport, if the applicant has one.


Note: Be sure to send a clear photocopy of a page with the name, passport number and
photograph of the applicant.

13) Documents to be attached by the recommending institutions


i) All recommending institutions are requested to attach “Contact Information.”

ii) Outline of the recommending institution


When a NGO engaged in overseas cooperation activities, etc. based in Japan makes
recommendation, it is requested to submit the outline of the organization.

4. Deadline for Recommendation


Application documents must arrive at K.P.G. no later than April 30 (Thur.), 2009.

6. Notification of Selection Result


K.P.G. will notify the applicant of the result of the selection through the
recommending institution in early June 2009.

III. Obligations of the Trainee and Other Items to be Noted
1. Obligations of the Trainee
The trainee shall have the following obligations.

1) The trainee must abide by the laws and regulations of Japan.

2) The trainee must submit to K.P.G. a monthly training report during the training period,
and an overall report upon completion of the training.

3) The trainee must follow the instructions given by K.P.G. and the specialized training
institutions regarding the training and daily life.

4) The trainee must take care of his/her health and receive training in good faith conforming
to the purpose of this program.

5) Upon completion of the training, the trainee must return to his/her home country without
delay, and try to disseminate the training results he/she will have obtained for the
development of his/her country.

6) The trainee must not engage in any kind of profitable work during his/her stay in Japan.

7) The trainee must strive to associate with, and establish friendly ties with the prefectural
citizens during his/her stay in Japan.

8) After returning to his/her home country, the trainee must strive to promote exchanges
and cooperation with Kanagawa Prefecture and Japan.

2. Insurance during the Training Period


The trainee must carry health insurance and an accident insurance in Japan against diseases,
accidents and liabilities. K.P.G. will shoulder the insurance premiums.

3. Health Examination
The trainee must take a health examination upon arrival in Japan. K.P.G. will shoulder the
expenses of the health examination.

4. Treatment of the Trainee


If the trainee comes under any one of the following items, K.P.G. will suspend his/her
training, introduce a suitable medical institution, cancel his/her training, or order to return to
his/her home country.

1) The trainee has made false statements, either partially or entirely, in the application
documents listed in “Article 3. Application Documents and Items to be Noted upon
Entry, II. Application and the Recommending Institutions.”

2) The trainee lacks one of the qualifications listed in “Article 1. Obligations of the Trainee,
III. Obligations of the Trainee and Other Items to be Noted.”

3) It is recognized that the trainee will not be able to continue training as a result of the
health examination specified in “Article 3. Health Examination”, or due to his/her health
problems.

4) The trainee is considered impossible to receive training by K.P.G due to extremely low
level of Japanese proficiency.

5) It is difficult for the trainee to receive training due to injury or illness, etc.

6) The trainee is considered markedly unsuitable for the trainee by K.P.G.

5. Certificate of Completion of Training


K.P.G. shall confer a certificate of completion to the trainees upon completion of the training
conducted under this Program.

6. Guarantor
K.P.G. shall act as a guarantor for the trainees during the training period.

7. Liability for Damage Caused by the Trainee


When the trainee causes damage to the specialized training institutions or a third party
willfully or by negligence, K.P.G. shall not bear any liability, but the trainee must bear the
liability.
